General Description:

The Director of Pharmacy – Outpatient provides strategic and operational leadership for OU Health’s outpatient pharmacy enterprise, encompassing both retail and specialty pharmacy services. This role is accountable for program growth, clinical and financial performance, regulatory and accreditation compliance, and the development of high‑performing pharmacy teams. Through close collaboration with pharmacy leaders, clinical partners, and external stakeholders, the Director ensures delivery of high‑quality, patient‑centered pharmacy services that support organizational goals and improve health outcomes.

Shared Leadership Responsibilities:

• Provides strategic leadership and direction for outpatient pharmacy services, aligning operations with organizational goals and performance expectations.

• Develops, monitors, and reports key performance indicators (KPIs) related to financial performance, clinical quality, patient experience, and operational efficiency.

• Leads pharmacy program growth initiatives, including development of new services, vendors, contracts, and processes.

• Identifies operational gaps and improvement opportunities; oversees development and execution of corrective action plans.

• Ensures outpatient pharmacies remain compliant with all applicable federal, state, and local laws, regulations, accreditation standards, and organizational policies.

• Oversees 340B program compliance for outpatient pharmacy services, ensuring adherence to HRSA guidance and internal policies.

• Prepares and oversees reporting, tracking, and data validation to ensure data integrity and regulatory compliance.

• Collaborates with pharmacy managers and cross‑functional partners to align clinical, operational, and financial strategies.

• Provides executive‑level reporting and analysis to pharmacy and health‑system leadership.

• Leads and supports development of pharmacy leadership and staff through oversight of performance management, engagement, and succession planning.

• Represents outpatient pharmacy services in system‑wide committees, initiatives, and strategic discussions.

Retail Pharmacy Responsibilities:

• Oversees daily operations and performance of health‑system owned retail pharmacies.

• Leads customer service strategy for retail pharmacy services, ensuring consistent delivery of a high‑quality patient experience.

• Monitors customer service performance and implements initiatives to improve satisfaction, access, and service delivery.

• Oversees the Retail Pharmacy Advisory Committee.

• Supports expansion and enhancement of retail pharmacy healthcare services that improve patient outcomes and quality of life.

• Ensures pharmacy intern programs and experiential learning opportunities are effectively coordinated in partnership with the OU College of Pharmacy.

Specialty Pharmacy Responsibilities:

• Provides strategic leadership for the specialty pharmacy program, including growth, profitability, quality outcomes, and provider satisfaction.

• Oversees specialty payer, PBM, manufacturer, and limited‑distribution drug (LDD) relationships and contract compliance.

• Ensures compliance with specialty pharmacy accreditation standards and contractual requirements.

• Leads development and execution of specialty and ambulatory clinical pharmacy initiatives, including project planning and implementation.

• Oversees financial forecasting, operating plans, and decision support for specialty and ambulatory clinical pharmacy services.

• Identifies and implements strategies to optimize specialty pharmacy utilization, referral capture, and provider engagement.

• Maintains awareness of evolving specialty pharmacy regulatory requirements and ensures timely implementation of compliance action plans.

• Represents specialty pharmacy services in external forums, professional organizations, and strategic partnerships as appropriate.

Minimum Qualifications:

Education: Graduate of an ACPE-accredited College of Pharmacy with a Doctor of Pharmacy (PharmD) or Bachelor of Pharmacy (D.Ph.) degree required.

Experience: At least five (5) years of progressive leadership experience required.

License(s)/Certification(s)/Registration(s) Required: Licensure as a Pharmacist by the Oklahoma State Board of Pharmacy required. Applicants without an active Oklahoma Pharmacist License must obtain licensure within 90 days of hire. Certificate as a preceptor by the Oklahoma State Board of Pharmacy within 18 months of hire. 

Knowledge, Skills and Abilities:  

• Advanced knowledge of outpatient pharmacy operations, including retail, specialty, and ambulatory clinical pharmacy services.

• Demonstrated success in provider relations, including building and sustaining effective partnerships with physicians, clinics, and referral sources to support specialty and retail pharmacy growth.

• Strong strategic and financial leadership skills, including the ability to drive program growth, profitability, and operational sustainability.

• In‑depth understanding of specialty payer networks, PBM requirements, limited‑distribution drugs (LDDs), and manufacturer contracting.

• Advanced analytical skills with the ability to develop, interpret, and act on financial, clinical, and operational performance metrics.

• Strong understanding of federal, state, and local pharmacy regulations, accreditation standards, and compliance requirements.

• Working knowledge of the 340B Drug Pricing Program and HRSA Office of Pharmacy Affairs guidance.

• Proven ability to lead, develop, and retain high‑performing pharmacy leadership teams.

• Ability to influence and collaborate effectively across clinical, operational, regulatory, financial, and executive stakeholders.

• Strong communication and presentation skills, including executive‑level reporting and stakeholder engagement.

• Demonstrated project and change management skills to support complex program development and transformation initiatives.

• Ability to balance patient experience, clinical quality, regulatory compliance, and financial performance in a complex healthcare environment.
