The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

The Department of Medicine is the largest academic and clinical department at the University of Rochester Medical Center. The Department is made up of 15 divisions of primary and specialty care, with complex organizations working towards the University’s tripartite missions of patient care, education and research. The department includes over 700 providers, 200 residents and fellows, and over 800 staff. We conduct over 530,000 outpatient visits per year, as well as 16,000 inpatient discharges.

The Director role is responsible for oversight and implementation of all administrative/operational aspects of the Department of Medicine. The Director is responsible for the oversight and implementation of the Department’s $200M clinical operation spanning across local and regional locations. Collaborates with Medicine Department and Division leadership to adapt, develop, and implement academic, research and clinical plans consistent with service objectives of the Department, Medical Center and University. Additionally, the position aligns the Departmental enterprise ambulatory care programs with the development of key performance indicators, analytics, staffing ratios and best practice by consulting and collaborating with key departmental and enterprise leaders/managers. The Director oversees all aspects of space management for the Department’s more than 360,000sq footprint, and drives prioritization of all space projects, including laboratory and clinical research, academic, officing and clinical patient care needs. The Director will be part of the Medicine leadership/management team and will identify and provide input to prioritizing projects based on the University and Department strategic plans and objectives.

ESSENTIAL FUNCTIONS

Physical Plant and Space Operations and Management

  • Leads the Department Space Committee to develop, implement and maintain a Department of Medicine Space plan.
  • Serves as a department liaison with UR Facilities, Space Planning, UR Real Estate, landlords, tenants, other Departments within UR medicine and outside property management companies providing decision making and appropriate information to key program leaders/managers.
  • Develop and implement plans for physical plant maintenance and renovations that enhance the research, education and patient experience and workflow processes.  Advance maintenance plans that maximize the long-term value of the physical plant/real estate for approval by the department and enterprise.
  • Develop and vet project timelines and projected expenses to maximize the value to the department and enterprise.  Track project timelines, expenses, and variances from the business plan to the department and enterprise with recommendations for improvement as needed.
  • Serves as the departmental representative to support the project management team(s) with planning, vetting, and implementing new construction and renovation projects.  Organizes and directs activities of assigned staff in production of maintenance, repairs, alteration services, and construction.
  • Ensures compliance with general, fiscal and personnel policy and procedure guidelines.  Follows Federal, State and University regulations, codes and guidelines.  Prepares and implements capital renewal and building operating budgets. 
  • Establishes procedures for operations of buildings that promote efficiency, staff engagement, and patient satisfaction.

Enterprise Reporting and Consulting

  • Develops and tracks key performance indicators for ambulatory care and reports significant trends to the Departmental Leadership and Ambulatory Administration with recommendations for improvements as needed. Works with Divisional leadership to implement improvements.
  • Utilizes Tableau and other enterprise level reporting tools to develop reporting analytics to support operational decision making and best practices for the enterprise ambulatory care programs.
  • Serves as the departmental supervisor for the ISD embedded analyst. Drives priorities for reporting and dashboard development to support operational and financial oversight.
  • Identifies roadblocks for implementing operational performance tracking and changes, and develops and implements strategies for correction.
  • Leads the development of performance improvement programs creating a culture of continuous improvement and operational excellence while collaborating with key leaders for implementation. 
  • Functions as a content expert, resource, and spokesperson for our tripartite mission. Consults and makes recommendations to clinical, research, education, and community outreach leaders using expert knowledge and experience.

Strategic Planning

  • In conjuction with Department Leadership, contributes to the development and implementation of a Department of Medicine strategic plan that spans the areas of research, education, patient care and community involvement.
  • Consults and makes recommendations on operational processes and procedures with department administrative team.
  • Develops organizational strategic plans with objectives, priorities, budgets, timelines, communication plans as needed with  Department and Medical Center leaders.
  • Champions change management across the Department to ensure progress towards and achievement of the departmental strategic plan.

Business Plan Development & Fiscal Oversight

  • Performs market and needs analyses for expansion and growth of existing programs and services.
  • Responsible for the development of business improvement plans aimed at achieving departmental strategic goals.
  • Ensures that appropriate resources are allocated in order to achieve business plan deliverables.
  • Collaborates and consults with affiliates to evaluate regional opportunities for growth and partnership. Drives regional growth opportunities in conjunction with divisional leadership.
  • Tracks Business Improvement plans as submitted and approved by JOC.
  • In conjunction with divisional and departmental leaders, ensures the clinical budget targets and margin goals are met. Identifies opportunities to improve annual margins to assure the fiscal health of the department and medical center.


MINIMUM EDUCATION & EXPERIENCE

  • Bachelor's degree and 7 years of relevant management experience required
  • Master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment is desirable
  • Or equivalent combination of education and experience


KNOWLEDGE, SKILLS AND ABILITIES

  • Proven history of ability to lead and influence with both direct and indirect authority preferred.
  • Project management skills including expertise in change management and use of tools for evaluating existing work processes and recommending improvements in workflow preferred.
