The Beeck Center for Social Impact + Innovation at Georgetown University is dedicated to improving how people experience government by strengthening the design and delivery of public services. As a nonprofit, nonpartisan center, we catalyze cross-sector collaboration to advance people-first, digitally-enabled approaches through applied research, peer learning, and hands-on support—helping government deliver better outcomes for communities.

 

The Beeck Center is seeking a Deputy Director, Network + Engagement to provide operational leadership and deep subject matter expertise to our growing network portfolio. In this role, you will lead the management and growth of the State Chief Data Officers (CDO) Network, providing strategic direction and comprehensive program oversight for one of the Digital Government Network’s flagship communities of practice.

 

Additionally, the Deputy Director serves as a trusted connector across the broader Beeck Center ecosystem. You will foster deep collaboration and cross-functional synergy between the Digital Government Network and the Center’s research, training, and technical assistance functions to advance shared organizational goals. As a member of the network team, you will contribute directly to the strategic development and operational management of the Digital Government Network—supporting network expansion, program innovation, and the continuous identification of new opportunities to increase member value and deliver long-term impact.

Work Interactions

The Deputy Director, Network + Engagement will be a core member of the network portfolio team and report to a Senior Director within the Digital Government Network. The Deputy Director will work closely with other network team members, including peer network managers, technical assistance providers, and program staff. This role demands substantial external engagement, serving as a primary point of contact for State Chief Data Officers, senior government officials, philanthropic partners, and ecosystem stakeholders. Internally, the Deputy Director will routinely collaborate across matrixed teams, partnering with Research, Training + Technical Assistance, Communications, and Operations functions, and will have the opportunity to manage or mentor staff, contractors, or Student Analysts.

 

Requirements and Qualifications

  • Bachelor's degree and 5-7 years of relevant leadership experience, with a clear focus on program management, capacity building, developing communities of practice, or network facilitation (each year of relevant work experience may be substituted for each year of required education).
  • Experience working in state, federal, or local government agencies—specifically within an enterprise-level data office, digital service team, or IT governance structure.
  • Demonstrated experience establishing, directing, and expanding multi-stakeholder peer-learning networks, professional associations, or collaborative public sector cohorts.
  • Deep knowledge of public sector data landscapes, data governance, data management, emerging government technology, or digital service delivery frameworks.
  • Exceptional relationship management and interpersonal skills, with a proven history of serving as a trusted advisor to executive-level data leaders and government practitioners.
  • Knowledge of common data analytics tools (e.g., SQL, Python, Tableau), cloud data infrastructure, and data management vendors.
  • Advanced oral and written communication skills, including experience designing meeting agendas, facilitating high-stakes group discussions, authoring data publications (e.g., playbooks, toolkits, research reports), and writing program documentation for professional audiences.
  • Strong project management skills, including experience using technology and digital platforms (e.g., Asana, Slack, Airtable, SugarCRM/Salesforce, Google Workspace) to run operations within a matrixed or distributed environment.
  • Experience managing or mentoring team members, contractors, or student analysts.
  • Preferred Qualifications
  • Master’s degree in Public Policy or related field, with a focus on data.
  • Proven experience scaling or expanding professional networks, including evaluating member engagement metrics and introducing new programming innovations.
  • Familiarity with human-centered design principles, agile project management, or public sector equity practices.

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$66,783.00 - $126,720.23

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
