The CSO/OTA Proposal Writer Senior Manager develops rapid‑turn white papers, concept submissions, and full proposal narratives for Commercial Solutions Openings (CSOs) and Other Transaction Authority (OTA) prototype opportunities, translating mission needs and technical solution inputs into clear, evaluator‑aligned content under compressed timelines. They partner closely with Solution Architects and Proposal Development leads to articulate problem statements, technical approaches, value propositions, and prototype‑to‑production transition paths, ensuring each submission reflects the correct acquisition pathway, award instrument, consortium or marketplace requirements, and statutory compliance.
The Work:
The writer creates reusable modules, aligns messaging across fast‑cycle pursuits, and prepares templated content for concept papers, pitches, consortium calls, and innovation marketplace entries, while maintaining accuracy, clarity, compliance, and quality across all narrative sections to support the Defense CSO/OTA Rapid Response Team's mobilize‑to‑win process.
Here's What You Need:
- Minimum of 5 years of professional related work experience in business development related activities including proposal management, capture management or proposal coordination
- A proven track record of managing and winning proposals within the Government Intelligence Community and DoD.
- Demonstrated experience producing all major proposal deliverables (e.g. Technical, Management, Past Performance, and Cost Volumes) on proposals ranging from small to large competitive bids
- Ability to assist with editing and desktop publishing
- Extensive knowledge of best practice proposal processes and tools.
- Able to work collaboratively across organizations to resolve problems and achieve results under extreme time pressures and in very visible and impactful circumstances
- Must be well organized and able to multi-task
- Must have strong proposal leadership and team management experience.
- Ability to strengthen sections of a proposal by writing, revising and editing drafts
- Possess knowledge of proper classified document handling protocols and markings
- Must be proficient with Microsoft Suite of products including, Word, PowerPoint, Excel

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, and the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
