Purpose and Objectives

WorldFish Bangladesh is implementing the GIZ-funded “Strengthening Inclusive Marine Protected Area Management and Community-Based Blue-Economy Livelihoods in Coastal Bangladesh” project across the Nijhum Dwip, St. Martin’s, and Naf MPAs. The project contributes to the broader objectives of the CONNECT (Better Protection of Mangroves, Swamp Forests and Marine Areas) project in Bangladesh by strengthening evidence-based MPA management, inclusive governance, community participation, and sustainable blue-economy livelihoods. The CONNECT project is commissioned and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The consultancy is required to strengthen the capacity of MPA stakeholders, and MPA-dependent communities to effectively implement the project’s MPA management and livelihood interventions. The assignment will ensure that capacity-building activities are needs-based, practical, technically appropriate, gender-responsive, and tailored to the Bangladesh coastal context, with particular attention to women, youth, and community-level participants. The specific objectives are to:

  • Identify priority capacity needs and translate them into a practical Capacity Development Plan.
  • Develop or adapt context-specific, practical, gender-responsive training curricula, modules, tools, and guidance materials.
  • Deliver and facilitate training, ToT, orientations, workshops, technical clinics, and knowledge-sharing activities for relevant stakeholders.
  • Strengthen coordination with relevant government agencies, universities, technical experts, and project partners for effective capacity development.
  • Strengthen the capacities of MPA-dependent households, particularly women and youth, in entrepreneurship, financial literacy, business planning, market orientation, and sustainable blue-economy livelihood opportunities.

Scope of Work and Deliverables

  • Conduct a rapid capacity needs assessment and prepare a practical Capacity Development Plan, identifying priority audiences, competencies, training needs, and delivery methods.
  • Develop/adapt training modules, facilitator guides, presentation materials, practical tools, and participant materials for different stakeholder groups.
  • Develop a training delivery schedule covering the agreed technical and livelihood themes, audiences, duration, and locations.
  • Facilitate and/or coordinate training, ToT, orientations, workshops, technical clinics, and follow-up sessions, ensuring effective participation and practical application.

Requirements

  • Advanced degree in Training and Development, Natural Resource Management, Fisheries, Social Sciences, or a related field.
  • At least 8–10 years of relevant professional experience in capacity development, training, adult learning, facilitation, or related fields, preferably in Bangladesh.
  • Demonstrated experience in designing and delivering needs-based training programmes for government, community, and development-sector stakeholders.
  • Strong experience in developing training curricula, modules, facilitator guides, practical tools, and learning materials for diverse audiences.
  • Demonstrated experience in facilitating ToT, workshops, technical training, and community-level capacity-building activities.
  • Good understanding of marine/coastal resource management, fisheries, MPA governance, co-management, EAFM, and/or blue-economy livelihoods.
  • Experience working with Bangladesh government agencies and other relevant institutions.
  • Demonstrated ability to design and deliver gender-responsive and socially inclusive training approaches, particularly for women, youth, and resource-dependent communities.
  • Experience in assessing training needs, learning outcomes, participant feedback, and follow-up capacity development.
  • Familiarity with participatory and adult-learning methodologies and practical, field-oriented training approaches.
