Job Description:

The Project Executive will provide leadership and executive oversight for projects within HITT’s Government Business Unit, based at our headquarters in Falls Church, Virginia. This individual will oversee project safety, financial performance, schedule, quality, staffing, and client satisfaction from preconstruction through closeout while mentoring project leaders and developing the next generation of construction professionals.

The Project Executive will also help grow HITT’s government construction practice by strengthening client relationships, leading pursuits, and developing new business. The ideal candidate will bring significant experience delivering federal facilities, secure environments, and projects supporting government operations, as well as a commitment to coaching teams and sharing technical expertise. This role requires experience with public sector procurement processes, including technical proposal preparation and preconstruction. Design-build experience is highly desired.

Responsibilities

  • Uphold HITT’s safety standards, policies, and quality expectations.
  • Oversee multiple government projects and teams from preconstruction through turnover and closeout.
  • Lead estimating, budgeting, scheduling, procurement, contract negotiations, and project risk management.
  • Monitor project profitability, forecasts, schedules, and overall performance.
  • Guide planning for projects with specialized security, access, operational, and documentation requirements.
  • Manage construction logistics within occupied, secure, and operationally sensitive facilities.
  • Partner with government representatives, owners, facility teams, designers, and trade partners to meet project requirements and resolve challenges.
  • Develop client and industry relationships, lead proposals and interviews, and secure new work within the government market.
  • Mentor project managers and emerging leaders through regular coaching, constructive feedback, and hands-on guidance in project delivery and client management.
  • Partner with field leadership on staffing, accountability, professional development, and succession planning.
  • Create opportunities for team members to expand their government construction expertise through project exposure, knowledge sharing, and increasing responsibility.

Qualifications

  • 10 or more years of experience with a commercial general contractor, including significant leadership experience in government, federal, secure, or mission-critical construction.
  • Experience with public sector procurement processes, including technical proposal preparation and preconstruction, is required.
  • Design-build experience is highly desired.
  • Demonstrated experience delivering complex projects for government clients or facilities supporting government operations.
  • Familiarity with government contracting requirements, agency-specific standards, security procedures, and project documentation expectations.
  • Proven ability to oversee multiple project teams and manage financial performance, schedules, contracts, and project risk.
  • Strong preconstruction and estimating experience, including budgeting, constructability reviews, value engineering, and procurement.
  • Business development experience with a record of building client relationships and securing work. Established relationships within the federal and government construction market are strongly preferred.
  • Demonstrated success mentoring construction professionals, developing future leaders, and building collaborative, accountable project teams.
  • A four-year degree in construction management, engineering, architecture, or business is strongly preferred. Additional relevant experience may be considered in lieu of a degree.
  • Proficiency with construction management, scheduling, estimating, and project documentation software.

Technical Experience and Leadership

  • Experience with technically complex federal facilities, such as agency headquarters, courthouses, military installations, SCIFs, classified spaces, and secure operations centers.
  • Ability to guide teams through specialized construction requirements and coordinate with security, technical, and facility stakeholders.
  • Strong communication, decision-making, and coaching skills, with the ability to translate complex technical requirements into practical guidance for project teams.
  • Commitment to continuous learning, sharing lessons learned, and supporting team members’ career growth.
  • Ability to support the growth of HITT’s Government Business Unit while demonstrating The HITT Way and HITT’s core values.

In accordance with Virginia Senate Bill 215 (SB 215), the base salary range for this position is:
