What You'll Do:
The Solid Waste Enforcement Officer position is responsible for increasing recycling participation, reducing contamination in the municipal solid waste stream, and promoting compliance with the City's Solid Waste Ordinance. This is accomplished through a combination of education, outreach, inspections, and enforcement to ensure that the City's residents and businesses properly separate recyclable materials from solid waste and comply with applicable ordinances.The Solid Waste Enforcement Officer is responsible for promoting awareness of the City's Solid Waste Ordinance, investigating violations, and implementing strategies that improve operational efficiency, increase recycling participation, reduce contamination, and discourage illegal dumping.
Work is performed under the general supervision of the Solid Waste Collections Superintendent.
Essential Tasks & Responsibilities:
Essential Tasks & Responsibilities
• Serves as the enforcement lead in multiple functional areas for the Solid Waste Collections Division and interprets and enforces the City's Solid Waste Ordinance.
• Ability to safely operate an Automated Side Loader (ASL), Knuckle Boom, and Hook Truck to service illegal dumping sites and provide coverage for residential collection routes as needed.
• Investigates and coordinates compliance with the Solid Waste Ordinance as it relates to illegal dumping, litter abatement, improper disposal of solid waste, and participation in the City's recycling program.
• Performs routine audits of solid waste collection routes to evaluate service efficiency, recycling participation, and compliance with departmental policies and procedures.
• Conducts collection cart inspections and recycling audits to identify contamination, educate residents, and improve recycling participation.
• Implements enforcement procedures by conducting regular inspections of collection routes and utilizing data obtained through the Routeware system.
• Serve as an advisor and educator to residents, businesses, neighborhood organizations, and community groups regarding solid waste collection services, recycling initiatives, and ordinance compliance.
• Monitors identified violations using Routeware data and onboard vehicle technology installed on Environmental Services vehicles.
• Maintains databases by generating reports, maps, route analyses, and other documentation used to improve operational efficiency, recycling participation, and ordinance compliance.
• Serves as the division's subject matter expert regarding contamination reduction, recycling best practices, and enforcement of the City's Solid Waste Ordinance.
• Analyzes data collected through the Routeware onboard system and other vehicle technologies to recommend and implement strategies that improve operational efficiency, increase recycling participation, reduce contamination, and divert materials from the city landfill.
• Coordinates with Code Enforcement in the deployment, monitoring, and review of surveillance cameras used to identify and investigate illegal dumping activities.
• Reviews surveillance footage, Routeware data, photographs, and other available information to investigate ordinance violations and assist with enforcement actions.
• Works as a productive member of a solid waste collection crew to remove refuse, yard waste, debris and bulk furniture from roadsides.
• Investigates citizen complaints regarding possible Solid Waste Ordinance violations by performing daily field inspections.
• Maintains accurate records of investigations, violations, warnings, citations, corrective actions, and related enforcement activities.
• Assists with public outreach and education programs designed to increase recycling participation, reduce contamination, and promote compliance with the City's Solid Waste Ordinance.
• Ensures that all Environmental Services programs and activities are conducted in accordance with OSHA regulations and City safety standards, policies, and guidelines.

Minimum Required Qualifications
· High School Diploma or GED required.
· Preferred Associate degree in Public Administration, Criminal Justice, Communications, Environmental Science, or related field preferred.
· Experience in code enforcement, environmental compliance, municipal government, solid waste operations, or customer service preferred.
· Experience interpreting and enforcing municipal ordinances is preferred.
· Experience operating Automated Side Loader, Knuckle Boom and Hook truck.
Physical Requirements
Medium work requires walking, standing, climbing, bending, stooping, kneeling, and occasional sitting. Must be able to lift up to 50 pounds, walk uneven terrain, and safely operate computers, tablets, cameras, Routeware software, sanitation equipment and surveillance equipment.
Special Requirements
· Valid North Carolina Driver’s License (Class B CDL).
· Knowledge of municipal solid waste ordinances and enforcement procedures.
· Proficiency with Microsoft Office, Routeware, tablets, and related software.
· Ability to prepare reports, analyze data, and communicate professionally.
Ability to work evenings, weekends, community events, and City Council meetings as required
