This role has full accountability for city performance across operations, fleet, people, customer experience, and financial results, including ownership of fleet utilization and asset productivity.

The City Manager develops and executes city operating plans aligned to regional and company strategies, ensures disciplined execution of operational standards, and drives continuous improvement. This role serves as the fleet command leader for the city, leveraging Compass and other data-driven tools to optimize lot flow, reduce dwell time, increase utilization, and accelerate vehicles to the Readyline—ultimately improving revenue, cost performance, and customer satisfaction.

Additionally, the City Manager acts as a change agent and Compass owner, ensuring adoption, accuracy, and sustained optimization of Compass as a core operating platform across all city locations.

What you’ll do:

(Includes but is not limited to the following; responsibilities may vary based on city assignment.)

City & Financial Leadership

  • Lead, manage, and develop an assigned city to operational success and financial profitability across all functional areas.
  • Develop, implement, and communicate city operating plans that maximize revenue, market share, and profitability in alignment with company objectives and guidelines.
  • Monitor performance against plan; establish or revise strategies, procedures, and standards to improve results and mitigate risk.
  • Set monthly performance goals for each location, including revenue, revenue per unit, transactions, utilization, incremental sales, and customer experience metrics.
  • Forecast, budget, and manage key financial drivers, including revenue, transactions, market segment mix, utilization, fleet mix, wage expense, daily dollar average, revenue per unit, incremental revenue penetration, and fleet size.
  • Grow revenue and profit while maintaining disciplined cost control and productivity standards.

Fleet Ownership & Asset Management

  • Direct and control fleet distribution activities to ensure optimal vehicle availability across city locations.
  • Oversee fleet maintenance, repair, and reconditioning activities to ensure safety, quality, and readiness standards are met.
  • Evaluate physical inventories to establish and maintain the appropriate fleet mix, age profile, and asset deployment.
  • Analyze DOR and operational reports to improve utilization, return on investment, and fleet velocity.

Compass Leadership & Fleet Command

  • Serve as the primary Compass owner and point of contact for the city.
  • Ensure compliance, accuracy, and consistent usage of Compass reporting across all locations.
  • Leverage Compass to gain real-time visibility into vehicle location, condition, dwell time, and lot flow to optimize fleet performance.
  • Lead the development and ongoing optimization of lot flow strategies across rental markets within the city.
  • Analyze Compass and operational data to identify trends, risks, and opportunities for continuous improvement.
  • Conduct detailed operational assessments and implement process improvements to reduce dwell time, increase efficiency, and accelerate vehicles to the Readyline.
  • Identify and recommend Compass enhancements to improve user experience, operational efficiency, and overall business value.

Change Leadership & Adoption

  • Act as a change agent for Compass, ensuring effective two-way communication between frontline teams and project stakeholders.
  • Ensure teams are informed, trained, and prepared for Compass-related changes and enhancements.
  • Gather feedback from users, escalate risks and issues, and support resolution to ensure successful adoption.
  • Support and enable Change Agents by:
  • Cascading information, updates, and resources.
  • Providing time and resources for training and meetings.
  • Encouraging open communication and feedback.
  • Recognizing and celebrating contributions to drive engagement and accountability.

People Leadership & Organizational Effectiveness

  • Hire, lead, coach, develop, and evaluate management and employee staff across all city locations.
  • Establish, communicate, and monitor clear objectives aligned with company goals.
  • Implement HR policies related to performance management, discipline, and development in a consistent, fair, and compliant manner.
  • Build a culture of accountability, continuous improvement, collaboration, and customer focus.

Stakeholder & External Relations

  • Partner with Corporate Sales and Marketing to support sales strategies, long-range objectives, and local marketing initiatives.
  • Build and maintain professional relationships with local business organizations and governmental agencies to protect company interests and resolve issues.
  • Ensure Quality Assurance standards and operational compliance are consistently met.

Supervisory Responsibilities

  • Direct supervisory responsibility for select management and staff within the city.
  • Indirect supervisory responsibility for all employees across the city.

Responsibility Scope / Impact

This role has significant impact on the operational performance, financial results, asset utilization, customer experience, and employee engagement of the city. The City Manager exercises substantial independent judgment in managing daily operations, fleet ownership, asset deployment, utilization, and return on investment. Decisions are made within established policies and procedures, with escalation as required.

Preferred Qualifications
