About the Position

Dexis is seeking experienced Foreign Military Sales (FMS) professionals to support current and anticipated opportunities across our national security portfolio. We are seeking mid-level through senior professionals with experience supporting Foreign Military Sales, Foreign Military Financing (FMF), International Military Education and Training (IMET), and related Security Cooperation and Security Assistance programs. 

Positions may support a range of government customers, military services, program offices, and international partners. 

 

Responsibilities

FMS Analysts may support activities across the FMS case lifecycle, including: 

  • FMS Case Development, Implementation, and Closure:  
  • Supporting the development, implementation, execution, modification, and closure of FMS cases. 
  • Supporting Letters of Request (LOR), Price and Availability (P&A) responses, Letters of Offer and Acceptance (LOA), amendments, and modifications. 
  • Monitoring case status, funding, obligations, expenditures, schedules, deliverables, and other program requirements. 
  • Coordinating with DoW organizations, the Department of State, Implementing Agencies, program offices, Security Cooperation stakeholders, U.S. Government organizations, and international partners. 
  • Supporting international acquisition, program management, logistics, sustainment, financial management, and other activities associated with FMS programs. 
  • Using FMS, Security Cooperation, financial, logistics, and program management systems to track and manage case activities. 
  • Assessment, Monitoring, and Evaluation 
  • Assessing, monitoring, and evaluating Security Cooperation and Security Assistance programs, including FMF- and IMET-funded activities. 
  • Researching and analyzing program and country-level data to identify trends, risks, gaps, and opportunities and support decision-making. 
  • Developing monitoring plans, indicators, data collection approaches, assessments, country reports, deep-dive analyses, and other analytical products. 
  • Analyzing and communicating findings related to the effectiveness and impact of Security Cooperation and Security Assistance programs. 
  • Strategic Design, Coordination, and Reporting 
  • Researching and applying Security Cooperation policies, procedures, and guidance, including the Security Assistance Management Manual (SAMM). 
  • Preparing briefings, reports, correspondence, case documentation, and recommendations for government stakeholders and senior leadership. 
  • Identifying program risks, issues, and requirements and coordinating with stakeholders to support successful case execution. 
  • Supporting international engagement strategies and plans, foreign disclosure, export controls, technology transfer, and other policy or compliance requirements associated with FMS and international programs. 

Minimum Qualifications

  • Professional experience supporting Foreign Military Sales, Foreign Military Financing, International Military Education and Training, Security Cooperation, Security Assistance, or related DoD international programs. 
  • Experience supporting one or more phases of the FMS case lifecycle. 
  • Experience working with organizations such as the Defense Security Cooperation Agency (DSCA), Department of State (DOS), military department Implementing Agencies, program executive offices/program management offices, Security Cooperation Organizations, Combatant Commands, or other U.S. Government organizations involved in Security Cooperation. 
  • Strong analytical and critical-thinking skills related to security assistance, security cooperation, military operations, and international security. 
  • Strong written and verbal communication skills, including experience developing and presenting findings, briefings, reports, and other materials for government stakeholders. 
  • Ability to manage multiple priorities, respond to quick-turn requests, and adapt to changing requirements. 
  • Bachelors Degree in relevant field  
  • An active U.S. Government security clearance 

Preferred Qualifications:  

  • Completion of DSCU FMS course series for SC Professionals 
  • Knowledge of FMS policies, processes, and procedures and familiarity with the Security Assistance Management Manual (SAMM). 
  • Experience coordinating and collaborating with international partners and U.S. Government stakeholders. 
  • Experience in one or more FMS functional areas, including case management, program/acquisition management, financial management, logistics and sustainment, assessment, monitoring and evaluation (AM&E), data analysis, or international/country program support. 
  • Experience researching and analyzing program data and developing analytical products such as assessments, monitoring reports, country reports, or briefings. 
  • Experience with systems such as DSAMS, SCIP, MISIL, GFEBS, or other FMS/Security Cooperation case-management systems is preferred.
