Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities:

The job holder will support the team to develop effective internal control procedures on procurement governance of the Bank in respect to expenses approval, procurement and post review in order to drive system and process consistency and efficiency.

Responsibilities:

• Assist to develop procurement governance standard operating procedure and perform on-going update on the Bank’s procurement guideline and relevant policy and procedures

• Vet the procurement documentations to administer and ensure compliance with the Bank’s procurement and control policies

• Work with user departments on procurement projects/ activities and provide consultative advisory services

• Support to manage day-to-day central procurement operations activities and prepare/review the procurement proposal for management approval

• Assist to prepare regular management information reports to highlight/ analyze procurement data, summarize results and insights

• Coordinate the execution of regular supplier performance evaluation

• Provide administration and secretarial support for procurement management committee

• Assist to provide internal training to other departments on procurement policy & compliance

Requirements:

• Degree holder in finance, accounting, supply chain or related discipline
• Min. 6 – 8 years’ procurement, cost management experience in banking or financial institutions
• Experience in vendor and contract management will be an advantage
• Possess high level of integrity, work ethics and good moral values
• Responsible, self-motivated, independent, detail-minded, able to work under tight deadlines and multi task
• Good command of both written and spoken English, Putonghua and Cantonese
