Nature of Position:

The Islamic Republic of Iran has generously hosted forcibly displaced persons for over 40 years. Despite numerous challenges, and in the absence of equitable international responsibility sharing proportionate with the number of people being hosted, the country has generally upheld refugee-inclusive policies, ensuring access to essential public services, in particular including healthcare and education, mainly for Amayesh card holders who are treated by the government of Iran as prima facie refugees. In mid 2026, some 1.57 million people are recorded by UNHCR as refugees, including others in need of international protection, making Iran one of the largest refugee-hosting country in the world. The figure has dropped from 3.8 M at the end of 2024 as a result of a return and regularization exercise initiated by the government  in 2025.

The impact of the conflicts affecting Iran in 2025 and 2026, compounded by mounting economic challenges, has further strained the Government of Iran’s capacity to sustain support for refugees. This has reinforced the Government’s calls for greater international solidarity and responsibility-sharing, particularly as the protection and socioeconomic situation of refugees in Iran continues to deteriorate.

In the absence of short to medium-term opportunities for durable solutions, the majority of Afghans in Iran will remain reliant on external assistance. Against this backdrop and in a domestic and wider context which is increasingly constrained and polarized, the most strategic ‘investment’ is through international responsibility-sharing with a focus on promoting social cohesion and resilience, using humanitarian-development nexus approaches. Initiatives to bolster the resilience of Afghans are particularly critical, promoting participatory and community-based empowerment approaches, which equip them with the tools to overcome challenging circumstances themselves.

The Refugee Response Plan (RRP) for the Afghanistan situation was first developed in 2021, initially as a 6-month Refugee Preparedness and Emergency Response Plan, to support a coordinated response to Afghan refugees seeking international protection in neighbouring countries (Iran, Pakistan, Tajikistan, and Uzbekistan. In 2026, the refugee response in Iran is implemented within the framework of the Country Refugee Response Plan (CRRP). In collaboration with CRRP partners, UNHCR prioritizes humanitarian-development nexus approaches to address the needs of Afghan refugees and other displaced Afghans, particularly those in protracted displacement situations, while promoting resilience and sustainable solutions.

UNHCR supports the Government of Iran in sustaining its inclusive policies by strengthening national health and education systems and improving access to essential services in refugee-hosting areas. Alongside providing protection and humanitarian assistance to refugees, UNHCR contributes to enhancing national service delivery, benefiting both refugees and host communities in urban areas and across the country’s 20 refugee settlements

The Assistant Registration and Identity Management Officer (ARIMO) will support the management, coordination, and oversight of registration and identity management activities in the operation, under the supervision of a Senior Protection Officer. The position will contribute to the implementation of the registration strategy, ensuring that registration processes effectively support protection objectives, operational planning, and the pursuit of durable solutions.

The ARIMO will support the coordination and day-to-day management of registration activities in the UNHCR Country Office in Tehran and will work closely with the Protection, Information Management, and Programme teams. The position will support the effective use and management of registration data, including the implementation and monitoring of continuous and new registration processes. The ARIMO will contribute to the management of registration and identity management processes for persons in need of international protection through the effective use of UNHCR corporate tools and systems, including proGres v4, RAPP, and the Biometric Information Management System (BIMS). The position will also monitor compliance with established Standard Operating Procedures (SOPs) and support the quality, accuracy, and integrity of registration data, taking timely remedial action as needed, capacitating the registration staff and keeping the Heads of Sub Offices up-to-date with the progress of their teams against the yearly agreed targets.

In the context of the Iran operation, the ARIMO will also be responsible for supporting the management and coordination of Communication with Communities (CwC) activities and channels. This will include oversight and coordination of the helpline, protection online forms, dedicated email inbox, reception gate counselling, and digital gateway platforms. The ARIMO will contribute to ensuring that these communication channels are effectively managed, accessible, responsive, and aligned with protection priorities and operational needs. The position will also support the systematic collection, analysis, and referral of information and feedback received through these channels to relevant units and ensure appropriate follow-up.
