Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

- Responsibility over individual and business account opening together with associated services request, customer information & signature maintenance, account investigation, audit confirmation, Card processing including ATM Card, Debit Card and Credit Card, Credit Card Settlement for both issuing and acquiring services, Card Dispute handling.
- Define and deliver the best functional alignment, process priorities, key knowledge on banking controls, market and product knowledge, keep abreast with industry developments and alignment to business strategies and priorities.
- Establish and ensure adherence to departmental guidelines as well as compliance of the Bank’s policy.
- Perform regular tracking on deliverable quality and produce monthly report for senior management review.
- Provide key operational risk capabilities in terms of identification of control and process gaps and mitigation, incidents management and resolution, define Key Performance Indicators to track performance and monitor Key Risks Indicators.
- Checking and authorizing various business as usual tasks within designated authority.
- Report all process deviations to Division Head with recommendations on tactical and strategic solutions to the process gaps, incidents and enhancements with a strong emphasis on controls, efficiency, capacity planning, best practice, process alignment and regulatory targets.
- Give advice from operations perspective for new products and services development.
- Plan and design workflow to support program and product launch.
- Plan resources to achieve assigned task.
- Administrate, automate and enhance efficiency of all functions.
- Drive operational efficiency project under BKO including process automation, paperless operations as well as Fintech enablement.
- Manage and coordinate different projects as assigned.
- Conduct performance appraisal and promotion recommendations, and handle other staffing issues.
- Provide regular coaching, training and promote bank culture reform to subordinates.
- Act as an independent oversight layer that systematically verifies the integrity and compliance of front-line deliveries.
- Identify and flag operational errors, process breaches, and control weaknesses to ensure they are addressed before risks materialize.
- Timely escalate any identified risks or potential risk indicators to ensure prompt management attention and intervention.
Requirements:
- Post-secondary education or above is preferred.
- Minimum 10 years’ relevant experience with at least 5 years in managerial level is preferred.
- Broad and sound knowledge in Customer Due Diligence, AMLO, FATCA, CRS, Companies Ordinance & Card.
- Thorough knowledge of banking policies, operational procedures and banking law.
- Familiar with handling account investigation process.
- Familiar with business account opening and individual account opening process.
- Good knowledge in accounting principles.
- Proficient in MS Office.
