BRIEF JOB DESCRIPTION: This entry-level environmental engineering position in the Licensing and Compliance Division of the Bureau of Air Quality is responsible for reviewing and processing air emission license applications for industrial, commercial, and institutional facilities throughout the state in accordance with applicable state and federal laws and regulations; conducting compliance assistance activities; writing, reviewing, and analyzing technical reports; and participating in rule making activities, as assigned. The position interfaces with facilities and their consultants, staff from the Bureau of Air Quality and from other bureaus in the Department, the U.S. Environmental Protection Agency, the public, and other interested parties. 

Tasks may include the following:

• Engineering calculations of air emission rates and limits and associated with combustion and manufacturing or related activities
• Evaluation of proposed pollution control methods for emission units and processes
• Entering and maintaining relevant data within databases
• Site visits to licensed sources
• Researching, drafting, and reviewing air rules
• Other related tasks

MINIMUM QUALIFICATIONS: A Bachelor’s degree in Environmental, Civil, Mechanical, or Chemical Engineering; or a related Engineering field. Related experience may be substituted for education.

An example of a related engineering field would be Bioengineering.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class): For non-engineering college graduates and non-degreed candidates: Certification of Engineer-in-Training as issued by the Maine State Board of Licensure for Professional Engineers.

Preference will be given to candidates with the following skills and experience:

• Knowledge/experience in combustion and air pollution control technology and air quality laws and regulations.
• Excellent written and verbal communication skills, including technical writing, Business English, grammar, and spelling, necessary to organize and effectively present ideas to the intended audience.
• Accomplished in using computers (e.g., Microsoft office products, databases, data reporting tools, and other software) and related equipment.
