Description of Work

Salary Range: $70,528 - $105,793

This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. Any telework will be under the conditions of the state Teleworking Program Policy and the employer may end any teleworking arrangement at any time in the employer's sole discretion.

Key Responsibilities:
The Applications Systems Analyst I is a key member of the Division of Air Quality (DAQ) Application Development Team, developing and supporting enterprise applications that help DAQ carry out its environmental programs and manage critical business and regulatory data. This position works collaboratively with program staff, technical teams, and management to translate business needs into effective, reliable technology solutions. The role provides an opportunity to work across the full software development lifecycle, from requirements and design through development, testing, implementation, and ongoing support. The successful candidate will contribute to both existing enterprise systems and new technology solutions while continuing to develop their technical expertise.
• Design, develop, test, implement, maintain, and enhance Java-based enterprise web applications that support DAQ programs and business operations.
• Collaborate with DAQ program staff, application developers, technical teams, and management to understand business needs and translate requirements into effective technical solutions.
• Analyze existing applications and business processes to identify opportunities for enhancements, modernization, improved performance, and increased operational efficiency.
• Troubleshoot application issues, identify root causes, and develop solutions to maintain the reliability and availability of critical business applications.
• Develop and maintain application components that interact with relational databases, web technologies, application servers, and other enterprise systems.
• Participate throughout the software development lifecycle (SDLC), including requirements analysis, technical design, development, testing, implementation, documentation, and application support.
• Balance development of new functionality with enhancements, maintenance, and production support for existing applications.
• Research and evaluate emerging technologies, development approaches, and technical solutions for compatibility with existing application architecture and organizational standards.
• Work with technical and program partners across DAQ, DEQ, DIT, EPA, and other organizations as needed to support application and data needs.
• Follow DEQ SDLC standards, application architecture frameworks, security requirements, coding practices, and other established technology standards.

About the Division:
The Division of Air Quality Application Development Team provides technology solutions that support DAQ's mission, programs, business processes, and data needs. The team develops, enhances, and supports enterprise information systems used by DAQ staff to manage environmental and regulatory information and conduct essential program activities.
Team members work closely with DAQ program areas and technology partners across DEQ and DIT to understand business challenges and deliver practical, sustainable technology solutions. The work includes maintaining and modernizing existing applications, developing new capabilities, integrating systems and data, resolving production issues, and evaluating technologies that can improve how DAQ conducts its business. This collaborative environment gives developers the opportunity to work on meaningful applications with broad organizational impact while gaining experience across multiple aspects of enterprise application development.

Knowledge Skills and Abilities/Management Preferences

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Working knowledge of Java programming and Java-based web application development, maintenance, and troubleshooting.

  • Familiarity with relational databases, preferably Oracle, including SQL and query development, as well as source code version control systems.

  • Knowledge of or exposure to enterprise Java development tools and technologies, such as web application frameworks, application servers or servlet containers, ORM or data persistence frameworks, IDEs, and source code management tools.

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution,

Or

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development,

Or

High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.
