You will ensure complete and accurate requirements are communicated to suppliers, all export and import obligations are executed effectively, and serve as Raytheon’s primary contractual interface for production and service deliverables.

This accompanied onsite role will be in Jeddah or Riyadh, Saudi Arabia for a long-term assignment under a Memorandum of Understanding (MOU) with additional compensation benefits and potential extensions.

Employment is contingent upon meeting all medical requirements for overseas assignments including comprehensive post-offer medical examination.

What You Will Do

  • Execute and lead the sourcing and acquisition of materials and services, ensuring full alignment with program requirements, technical needs, and strategic business goals.
  • Drive supplier performance through proactive oversight, ensuring on time delivery and consistent quality across all materials and services.
  • Manage the complete subcontract purchase order lifecycle—from RFP development through subcontract award and post‑Proof of Manufacturing administration—ensuring compliance, performance, and risk mitigation.
  • Conduct complex cost and price analyses to determine fair and reasonable pricing. Negotiate competitive terms that optimize value and support financial objectives.
  • Ensure all export and import requirements are implemented accurately and efficiently, maintaining strict compliance through close coordination with the Global Trade team.
  • Advance subcontracting efficiencies through the application of CORE methodologies, tools, and best practices to strengthen operational performance.
  • Deliver clear, data‑driven reporting on supplier performance, providing actionable insights and recommendations to senior stakeholders.
  • Collaborate closely with CONUS‑based subcontract managers and internal partners across legal, contracts, and compliance to ensure synchronized and effective subcontracting activities.
  • Maintain effective supplier administration and communication to support ongoing performance, issue resolution, and long‑term relationship management.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 8+ years prior relevant experience, or an Advance Degree in a related field and a minimum of 6+ years’ experience.
  • Strong experience leading complex sourcing and acquisition activities aligned with program and business objectives.
  • Proven ability to manage supplier performance, ensuring quality and on time delivery.
  • Expertise overseeing the full subcontract lifecycle, including RFP development, negotiation, award, and post‑Proof of Manufacturing administration.
  • Advanced cost and price analysis skills with a track record of securing competitive, best‑value terms.
  • Solid knowledge of export/import regulations and experience executing compliant trade requirements in coordination with Global Trade.
  • Demonstrated success improving subcontracting processes using CORE methodologies and tools.
  • Ability to deliver clear, data‑driven supplier performance reporting to senior stakeholders.
  • Effective collaborator with subcontract managers and cross‑functional partners across legal, contracts, and compliance.
  • Strong supplier administration and communication skills supporting performance, issue resolution, and long‑term relationship management.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and SAP.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.

Qualifications We Prefer

  • Bachelor’s degree in supply chain management, business administration, engineering, or a related field.
  • Exceptional critical‑thinking abilities with demonstrated expertise in advanced cost and price analysis.
  • Strong executive‑level communication and negotiation skills, with a proven ability to build and sustain high‑performing supplier relationships.
  • Highly detailed and organized, with the ability to manage complex priorities and multiple initiatives in a fast‑paced environment.
