Northrop Grumman Aeronautics Systems (AS) sector is currently hiring an Electronic Warfare Portfolio Program Manager 3 to join our team of qualified individuals driving successful program execution.  The selected candidate will be responsible for all aspects of program leadership, technical development, supplier management, integration, test, and sustainment activities for a portfolio of Electronic Warfare Subsystems.  The individual will lead a cross-functional organization aligned to common program performance goals. The candidate is expected to be a highly motivated, resourceful, self-starter able to work collaboratively with internal program teams, external customers and suppliers in a high-tempo environment. They should be comfortable with applying critical thinking to challenging technical problems, managing risks and opportunities, and leading continuous improvement initiatives. The position will support strategy and execution across the Mission Systems IPT and work in close partnership with other program IPTs, engineering, supply chain, and key functional stakeholders. The selected candidate should thrive in a dynamic, fast-paced work environment with high expectations, significantly diverse assignments, collaborative, and team settings across all levels, including executive leadership. 

This role is located in Melbourne, FL. Due to the nature of the role, an on-site presence is required and cannot be performed remotely.

Key Responsibilities include:  

  • Establishing and growing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Responsible for cost, schedule, technical, and risk management of subsystem programs with a focus on program planning, Earned Value Management, risk, opportunity, and affordability Management.
  • Execution of EW portfolio statement of work within established budgets, schedule, and cost performance measures to achieve the program objectives.
  • Leadership of NG Digital Engineering Ecosystem Transformation vision within the program IPT.    
  • Identify potential risks and opportunities and take proactive action to resolve issues affecting cost, schedule, and technical performance.
  • Develop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and reporting of program performance metrics.
  • Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications 
  • Leadership of Supplier Management Team (SMT) to include strategy, development of procurement packages, negotiation, and execution of a portfolio of supplier procurement contracts.
  • Communicate program vision across the team to ensure outstanding tactical and operational execution of the program.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

Basic Qualifications: 

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) with related experience supporting U.S. Government contracts and customers.
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions
  • Experience managing one or more suppliers and associated Supplier Management Teams.
  • Your ability to transfer and maintain the final adjudicated U.S. Government Secret clearance (must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company

Preferred Qualifications: 

  • Active U.S. government Top Secret clearance  
  • STEM Degree
  • 4 years’ experience in a Program Management role
  • Prior CAM and Earned Value Management experience
  • Prior roles executing on digital programs leading to an understanding of how digital ecosystems function, integrate data and deliver execution efficiencies
  • Management of multiple suppliers and associated Supplier Management Teams (SMTs)

Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
