Mission Focus: NT Concepts is seeking a Scrum Master to support the DoD enterprise Military Housing system. This complex system of 34 web-based modules is used by over 10,000 active users to meet the housing needs of over 2.5 million service members, DoD civilians, and their families.
Clearance: Active DoD Secret clearance required to start
Location/Flexibility: Vienna, VA with remote flexibility.
Position Overview
The Scrum Master supports Agile delivery for the Enterprise Military Housing (eMH) application by facilitating Scrum practices and helping the team apply Agile principles effectively within a Navy on‑premise environment. This position focuses on enabling team execution through facilitation, transparency, and continuous improvement rather than organizational transformation.
The Scrum Master works closely with the Release Managers, development, and test teams to ensure Scrum ceremonies are effective, impediments are identified and resolved, and sprint goals are achieved. This role supports a complex, enterprise application while adhering to DoD security, compliance, and process requirements.
Responsibilities
- Facilitate Scrum processes for one or more Agile development teams supporting the eMH application.
- Schedule, organize, and facilitate Scrum ceremonies including sprint planning, daily stand‑ups, sprint reviews, and retrospectives.
- Track sprint progress, team commitments, and delivery metrics; promote transparency using Agile tools and artifacts.
- Identify and help remove team impediments, escalating issues as appropriate.
- Support the Product Owner by helping ensure the backlog is visible, understood, and ready for sprint planning.
- Serve as a liaison between the development team and stakeholders to support alignment on priorities and expectations.
- Promote Agile best practices and continuous improvement within the team.
- Develop and maintain awareness of ongoing IT development efforts and related business requirements.
- Support compliance with Navy, DoD, and organizational processes while enabling Agile delivery.
Qualifications
- Clearance: Active Secret clearance required.
- Bachelor’s degree in a technical or related discipline.
- Minimum 3 years of experience working in a Scrum Master, Agile facilitator, or similar Agile delivery role.
- Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe Certified Scrum Master, or equivalent Agile certification
- Active CompTIA Security+ or equivalent DoD 8140‑compliant certification, or ability to obtain within six months.
- Hands‑on experience facilitating Scrum ceremonies in a Scrum‑based Agile environment.
- Experience working with cross‑functional teams in a collaborative “one‑team” environment.
- Working knowledge of Agile and project management concepts and principles.
- Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Microsoft Teams, for documentation, reporting, and team communication.
- Demonstrated ability to be reliable, punctual, and well‑prepared, including arriving on time or early to meetings and Agile ceremonies.
Preferred Qualifications
- Experience supporting enterprise or government software development programs.
- Familiarity with Navy or DoD IT environments and on‑premise systems.
- Experience using Agile tools such as Jira or similar for backlog and sprint tracking.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer
- Must be able to lift 10-15 pounds at times.

The Professional Services division is the consulting and implementation arm of Esri. Responsibilities
- Design, implement, and maintain high-speed CI/CD pipelines using GitHub Actions/Azure DevOps for cloud-native workflows and Jenkins for complex, cross-platform on-premises build automation
- Architect and optimize Docker environments to ensure consistent, isolated, and reproducible build/test runners across the entire development lifecycle
- Work with the team to help lead the design of the next-generation Python package creation process; manage complex Conda recipes and environments to ensure seamless distribution of the ArcGIS API and its dependencies
- Build and manage the underlying build infrastructure (runners, nodes, and registries) using automated provisioning to ensure high availability and scalability of the release system
- Implement automated security gatekeeping, including the generation of SBOMs (software Bill of Materials), vulnerability scanning, and license compliance for all Python and Rust artifacts
- Work with the team to help design and implement monitoring frameworks to track build performance; assist in automated load and performance testing of the Python stack to identify regressions before release
- Identify and eliminate manual bottlenecks by transitioning legacy workflows into modern, "everything-as-code" processes
- Oversee the lifecycle of third-party dependencies, ensuring that the supply chain is secure, from source code to the final distributed package
Requirements
- 2+ years of professional DevOps, CI/CD, or platform automation
- Hands on experience designing and maintaining CI/CD pipelines (GitHub Actions, GitLab CI, Azure Pipelines, or similar)
- Experience working with YAML-based pipeline configurations and infrastructure definitions
- Exposure to automation and scripting (Python and/or JavaScript preferred)
- Experience with infrastructure automation tools such as Ansible, AWS CDK, Terraform or similar IaC frameworks
- Ability to write and optimize Docker files and support container-based deployments
- Understanding of artifact management, dependency management, and secure build practices
- Familiarity with SBOM tools and artifact signing concepts
- Exposure to cloud platforms (AWS and/or Azure) especially compute services and storage services (S3, Blob Storage)
- US citizenship with Active or Current (within 2 years of active) Top Secret Security Clearance with SCI eligibility
- Bachelor's in Computer Science, Mathematics, DevOps, Geographic Information Systems (GIS), or STEM related field

Location/Flexibility: Must be local to the DC Metro area. This position offers remote flexibility with 2 day a week (minimum) of onsite work in Northern VA.
Responsibilities:
- Provide overall management of a module release. Planning, coordinating, and controlling the movement of a module release through planning and design, development, testing, and deployment to production.
- Work as a subject matter expert in three software modules.
- Define release schedule and roadmap.
- Answer questions and provide daily guidance to developers on development tickets (requirements).
- Provide priorities and track progress on development tasks
- Creating development tickets for initial release setup and as needed or required during the release timeline.
- Meet with stakeholders on a regular basis to define requirements and flesh out requirements.
- Hold daily standups with developers, scrum master, and stakeholders, to identify and eliminate roadblocks to progress and keep the release timeline on track.
- Test developer tickets as they are completed and identify any bugs or fixes needed. Send tickets back with guidance to developers on fixes needed.
- Manage cross-team communication between developers, QA, customers, and infrastructure teams.
- Ensure dependencies between teams or systems are handled.
- Develop and maintain release documentation.
- Oversee deployments to QA Test, Staging, and Production environments (Production deployments are done on weekends – this is an overtime requirement).
- Review production change requests and production bug reports and add to the development backlog on an ongoing basis.
Qualifications:
- BA/BS Degree with at least 10 years of relevant experience
- Current and valid Scrum Master Certification (CSM) or ability to obtain.
- Active CompTIA Security+ or equivalent DoD 8140-compliant certification or the ability to obtain it.
- Dedicated to gaining the necessary expertise to effectively manage and master the system modules they are assigned
- Previous experience as a Software Release Manager in an Agile environment.
- Ability to document requirements into user stories, design and scope documents, and testing plans.
- Ability to reproduce reported software defects and document requirements to correct.
- Ability to research change requests and determine if a request is duplicative or new.
- Experience creating mockups of websites.
- Experience working with presentation and project management tools and presenting to customers/stakeholders.
- Experience writing test plans and performing various type of software testing including unit, Integration, System, User Acceptance, Smoke and End-to-end Testing..
- Experience with Atlassian Work Management tools (Jira/Confluence).
- Experience creating development tickets in Jira. Jira admin skills are a plus.
- Excellent communication and writing skills.
- Computer programming skills a plus
