Technical Program Manager (Norway)

The Technical Program Manager is responsible for the end-to-end delivery of hyperscale, colocation, and enterprise data center projects, from design review through construction, commissioning, and operational handover. The role ensures projects are delivered on time, within budget, and in compliance with quality, safety, and regulatory standards.
This position requires close coordination with multi-disciplinary teams including mechanical, electrical, plumbing (MEP), civil, IT infrastructure, security, and operations. The ideal candidate brings strong mechanical and electrical expertise, hands-on experience with Tier III+ and hyperscale data centers, and proven leadership in complex project environments.
Key Responsibilities
Project Delivery & Governance
- Lead the full project lifecycle including planning, design, procurement, construction, commissioning, energization, and handover.
- Develop and manage master schedules, budgets, and resource plans.
- Establish project governance, reporting cadence, executive dashboards, and portfolio-level reporting aligned with corporate PMO standards.
- Identify and manage project risks, maintain risk registers, and escalate critical issues.
- Ensure contractor compliance with contractual milestones, performance guarantees, and LD provisions.
- Support procurement strategy and evaluation of EPC / D&B / CM delivery models, including tender evaluations and contract award recommendations.
- Monitor CAPEX budgets, cost forecasts, funding requests, variance reporting, and progress payment certifications.
- Track procurement schedules and mitigate supply chain risks.
Engineering & Technical Oversight
- Review, approve, and coordinate technical designs across electrical, mechanical, HVAC, fire protection, security, and IT infrastructure.
- Validate system redundancy (N+1, N+2, 2N, 2N+1), operational reliability, and maintainability requirements.
- Ensure compliance with local regulations, utility requirements, and international standards (Uptime Tier III/IV, NFPA, IEC, TIA, ISO).
- Coordinate with utility providers for grid interconnection, energization, and regulatory approvals.
- Oversee HV/MV infrastructure delivery, protection coordination, energization strategy, and power system studies (short circuit, load flow, arc flash).
- Manage vendor, contractor, and consultant performance to ensure adherence to technical specifications and project objectives.
Leadership & Stakeholder Management
- Lead multi-disciplinary internal teams, contractors, consultants, and suppliers.
- Act as the primary interface with clients, utility authorities, and internal stakeholders.
- Ensure clear communication, alignment, and coordination across all parties.
- Mentor junior engineers and project staff, promoting knowledge transfer and operational excellence.
- Support the Director of Engineering in strategic planning and executive-level reporting.
Compliance, Quality & Safety
- Enforce engineering standards, corporate governance, and safety regulations.
- Review quality reports to validate installation quality and workmanship.
- Support environmental, health, and safety (EHS) initiatives and ensure statutory and environmental compliance throughout the project lifecycle.
Operations & Handover
- Ensure a smooth transition to operations, including as-built documentation, SOPs, MOPs, EOPs, and asset registers.
- Ensure operational readiness, uptime SLA compliance, and post-handover stabilization.
- Support training of O&M teams.
- Validate performance metrics including PUE, WUE, and system reliability KPIs.
Qualifications
Education & Certifications
- Bachelor’s degree in Electrical, Mechanical, or Building Services Engineering.
- Master’s degree in Business Administration, engineering leadership, or similar preferred.
- Preferred certifications: PMP, CDCP, ATD (Accredited Tier Designer).
Experience
- Minimum 10 years’ experience in data center construction, commissioning, or hyperscale infrastructure projects.
- Proven delivery of large-scale Tier III+ or hyperscale data centers (50 MW+).
- Experience with HV grid intake (100–400 kV) and campus-scale developments preferred.
- Strong working knowledge of critical data center systems including HVAC, electrical distribution, UPS, generators, fire suppression systems, and BMS/SCADA.
- Experience managing EPC / D&B contractors and complex stakeholder environments.
Skills & Competencies
- Strong technical knowledge across electrical, mechanical, plumbing, HVAC, IT infrastructure, and security systems.
- Proficiency with project management tools such as Primavera P6 or MS Project.
- Excellent leadership, communication, negotiation, and decision-making skills in high-pressure environments.
- Fluent in English. Norwegian is preferable but not mandatory
- Willingness to travel to Fyresdal

The Opportunity
This is a full-cycle commercial role with full ownership of revenue generation across new and existing accounts. You will be responsible for originating, qualifying, progressing and closing opportunities — while ensuring leadership and technical stakeholders are engaged at the right stage of the sales process.This role is ideal for someone who thrives in long, consultative sales cycles, understands complex stakeholder environments, and is motivated by building a sustainable pipeline rather than chasing short-term wins.

Key Responsibilities
- Pipeline Generation & Account Development
- Generate and manage a self-sourced pipeline through structured outbound activity and targeted account engagement.
- Follow up and convert inbound leads (demo requests, referrals, consultant introductions).
- Develop strategic account plans for high-value target organisations.
- Identify expansion opportunities within existing customers.
- Full-Cycle Sales Ownership
- Own the entire sales process from initial outreach through discovery, qualification, evaluation, negotiation and contract close.
- Run structured first-stage qualification independently before involving executive or technical leadership.
- Lead multi-stakeholder sales processes involving management, engineering, IT/security, procurement and executive decision-makers.
- Develop value cases and commercial proposals aligned to customer business objectives.
- Maintain consistent follow-up cadence appropriate to long enterprise sales cycles.
- Stakeholder & Internal Collaboration
- Collaborate with CTO and technical teams during IT/security evaluations and technical validation.
- Work closely with implementation/delivery teams to ensure smooth transition from contract to onboarding.
- Contribute to continuous improvement of sales processes, qualification standards and commercial best practices.
- Commercial Discipline
- Maintain accurate forecasting and CRM hygiene. Experience with Hubspot preferred but not essential.
- Manage deal governance and ensure structured progression of opportunities.
- Work toward an annual revenue target (combined new and expansion revenue) aligned to company growth objectives.
What We are Looking For
Essential Experience
- Proven experience selling B2B SaaS solutions and running full sales cycles.
- Demonstrated success managing complex, multi-stakeholder enterprise sales processes.
- Proven experience in tender processes
- Strong outbound capability and comfort building your own pipeline.
- Experience selling into structured environments involving IT, engineering, operations or compliance-driven organisations.
- Track record of managing long sales cycles with persistence and commercial discipline.
- Fluent in written and spoken English.
Highly Desirable
- Experience in energy, industrial, engineering or other high-risk operational sectors.
- Experience working with global accounts across multiple geographies.
- Familiarity with structured sales methodologies as well as relationship and value-based selling frameworks.
- Experience using modern sales tools, CRM systems and mutual action plans.
- Norwegian language skills.
