NSPA are looking for engineers to support their Cyber Security infrastructure to covering day to day and project activities, in addition providing Cyber Security services to NSPA customers or partners from across the NATO nations.

Day to Day Activities

• Planning and carrying out the replacement of products or technologies within the infrastructure. This will involve developing time schedules, collaborating with the helpdesk, communicating with the customers, configuring the new equipment and performing the actual migration work. Following this, documentation and diagrams will have to be updated.
• Operating and maintaining a wide variety of different cyber security solutions on a day-to-day basis, including but not limited to: Network firewall, web proxy, mail proxy and anti-spam, antivirus for servers, DMZ segregation, web application firewall, intrusion prevention, SIEM log correlation and reporting, managed file transfer, certificates, strong authentication etc.
• Providing support on various cyber security tasks and operations, such as incident response, troubleshooting, change management, write and implement security procedures for operating security solutions, lifecycle management, security and risk assessments, etc.

Project Activities

• Assessment of new cyber security products or technologies. This will involve researching the product, liaising with the manufacturer, arranging for a lab trial, conducting a test phase and then writing a report and making recommendations to NSPA.
• Design and implementation of new secure solutions for various projects and to ensure that NSPA Cyber Security posture remains adequate and aligned with best practices.
• Operating effectiveness testing and improvement of existing cyber security controls involving various cyber security technologies (including but not limited to network firewalls, Web Application firewalls, SIEM, Network IPS, e-mail protection, web browsing protection, Public Key Infrastructure, Medium and Strong authentication, etc.).

The program

Who we are supporting 

The NATO Support and Procurement Agency (NSPA) is a key agency within the North Atlantic Treaty Organization (NATO) focused on providing comprehensive logistics, procurement, and support services to NATO member countries, partners, and other customers. The NSPA facilitates the collective acquisition and management of goods and services, ranging from military equipment to general supplies, enhancing the efficiency and effectiveness of NATO operations. 

The agency's responsibilities include: 

• Procurement: managing the acquisition of a wide range of goods and services, including military equipment, supplies, and support services. 
• Logistics: offering logistics support such as transportation, warehousing, and distribution to ensure that NATO forces have the necessary resources when and where they are needed. 
• Maintenance: providing maintenance and repair services for military equipment, ensuring operational readiness and extending the lifespan of assets. 
• Project Management: overseeing and implementing various projects, including infrastructure development and other support activities. 

 The NSPA operates under the direction of the NATO Support and Procurement Organization (NSPO), which sets the strategic goals and policies for the agency. By centralizing and standardizing procurement and logistics services, the NSPA helps NATO members achieve cost savings, improved interoperability, and enhanced operational capability. 

The program

The NSPA Information and Communication Technology (ICT) services are relying on three underlying infrastructures:

Network

• Local Area Networks (LANs) to allow NSPA users to reachback ICT systems located in the NSPA datacenters.
• Wide Area Networks (WANs) to allow NSPA remote offices and mobile users to securely reach back the NSPA datacenters located in Luxembourg
• Metropolitan Area Networks (MANs) to securely interconnect NSPA datacenters and Outside Cabling Plants (OCPs) located in Luxemourg.

Unified Communication (UC)

• Video Teleconferencing (VTC) systems,
• Telephony systems composed of PBX, voice gateways, deskphones, softphones, mobile phones and smartphones.
• Interfaces with other communication services such as voice mail, instant messaging, collaboration (e.g. MS SKYPE).
• Federation with other NATO voice and video services.
• Public Announcement Systems (PAS) and Massive SMS notification systems alarms

Datacenters (DC)

• 2 Tier 4 datacenters externalized in Betzdorf and Bettembourg (LUX)
• 1 datacenter in Capellen (LUX)
• Smaller datacenters in Papa (HUN), Taranto (SOC) and Eindhoven (NL)
• Outside Cabling Plants (OCPs) in Capellen

Role Duties and Responsibilities

Day-to-day Operation and Maintenance (O&M) type of consultancy services for network, Unified Communication (UC) and datacenter (DC) and support for projects related to specific network, UC and DC related projects.

Essential Skills and Experience 

Knowledge and Skills.

Must have a thorough understanding of these technologies, the ability to configure them, and have a significant deployment experience:

• LAN features such as RSTP (and its optimisations), 802.1Q and PVLANs, VDC
• IP features such as PAT, DHCP, HSRP and OSPF
• Qos features such as classification, marking, congestion management, shaping and policing
• IPSec, and the ability to configure it in IOS (for both LAN to LAN and Easy VPN connections), GRE tunnels
• IOS security features, such as reflexive access lists, and firewall
• Application Centric Infra (ACI) and VRFs
• Cisco ASA series and Cisco Anyconnect clients
• Network Management tools such as ORION, Cisco prime infrastructure, ZABIX and Fluke Trueview
• Wireless technologies - Cisco Access Points and remote terminals such as bar code readers for inventory management
• ATMedia Ethernet encryptors 1G and 10G design and setup
• Ucopia captive portal infrastructure design and setup

• Cisco’s NAM (Network Analysis Module) and NAMNX1
• Fluke Trueview and VPM appliances

• Network analysers and sniffers for troubleshooting or network capacity planning

Competencies

• Good communications skills. Excellent English report writing skills.
• Solid understanding of the requirements of an overall network management strategy
• Strong task and time management skills

Experience

• At least 10 years’ experience in a technical networking or telecoms role, implementing and supporting LAN and WAN networking infrastructures
• LAN and WAN network design experience
• Extensive experience with high-availability and load-balancing solutions for network architectures
• Experience of firewall solutions and understanding of how they are implemented
• Extensive experience in managing all aspects of network projects for internal customers
• Experience with ITIL concepts

NATO Experience

• 2 years minimum experience with NATO organization, NATO IT infrastructure's (network, unified communication and security) and NATO IT related policies is desirable.

Working Hours and Policy

• On-Site, according to NSPA flexible working hours: Monday to Thursday (07:00 – 19:00) and Friday (07:00 – 14:00).
• Public Holidays of Luxembourg will be applicable

Travel

• Travel to other NATO sites may be required occasionally: Versailles (FRA), Papa (HUN), Taranto (ITA), Eindhoven (NL) and Cologne (GE).
