Wave is now the largest financial institution in Senegal and Côte d'Ivoire, with millions of users, growing rapidly year-on-year. And, we’re still in the early days of our product roadmap and potential impact on people’s everyday lives.

We’re looking for an experienced security engineer who’s independent, excited about getting things done, and ready to hit the ground running. You'll primarily be responsible for our application security, working with our product teams to work on new systems to enhance our security posture. Our customers trust us with their money, and you’ll be at the forefront of making sure we retain that trust!

This broadly scoped role will allow you to get your hands on many different types of security projects, from direct application security to helping our infrastructure team think about security for our databases. 

Some experience with common industry certifications like ISO-27001 and PCI-DSS would be beneficial, although you won’t be expected to run or oversee audits.

Our to-do list changes constantly, but here are some recent projects and activities:

• Centralise application-level login and permissions enforcement
• Configure and utilise external SIEM solutions to monitor our infrastructure
• Help us increase our posture around secret management
• Security review of our public-facing APIs
• Partner with teams across Wave to define secure guardrails, supporting investigations and incident response
• Work with our IT Team to fix any non-conformities found during audits by central banks and ISO certification

Key Details

• This is a fully remote role. Candidates must be based in one of our talent hub countries (UK, Spain, Kenya and Ghana) or in one of our operating markets in Africa including Senegal, Côte d'Ivoire, or Burkina Faso.
• Wave provides a yearly $1,200 stipend to support coworking meetups with teammates.
• Remote team members are expected to travel to our operational markets (e.g. Senegal or Côte d'Ivoire) at least once a year. Exceptions apply, but we’ve found this key to understanding our users and product.
• Our salaries are competitive and are calculated using a transparent formula. For this role, depending on your level and location, we offer a salary of up to $227,900 USD, plus a generous equity package.

Requirements & Qualifications 

An ideal candidate will have the following: 

• Education: A relevant postgraduate degree focused on international development (public administration, public policy, development economics, governance and institutions).
• Experience:  
  • At least 12 years of experience, including 8 years of relevant work experience in social impact or government advisory, international development, in the public sector, in management consulting, and/or in development policy and innovation. Combinations of the above experiences will be ideal. 
  • Demonstrated experience in government institutional reforms and or/transformation, advising or operating in senior government official roles on public-sector reforms in Sub-Saharan Africa. 
  • Demonstrated experience in evidence-based policy design, results-based financing, theories of change, delivery management, and/or performance management or related fields. 
  • Successful track record in sourcing and managing partnerships (multiple stakeholders in complex settings), with at least 2 years of Government, multi/bilateral donors and philanthropy. 
  • Extensive experience growing and managing multicultural teams.

About this role

The Monitoring and Evaluation (M&E) Associate for Rapid Experimentation will support the execution and analysis of A/B tests across GiveDirectly’s programs, contributing to the use of data to inform program and product decisions. This role is fast-paced and iterative - the team runs frequent, lightweight experiments designed to generate actionable answers quickly, and then uses those learnings to refine and improve programs in real time. This includes:

• Supporting the execution and analysis of rapid A/B tests across GiveDirectly projects, ensuring that experiments are implemented effectively and contribute to learning within and across projects
• Ensuring experiments are implemented correctly, measured reliably, and analyzed to produce clear and credible results, working closely with Programs, Product, Research teams, and external academic partners to align experimental design with program delivery, data collection, and operational realities
• Translating findings into actionable insights and well-structured learning products that serve multiple audiences - internal program and product teams, and external academic partners, ensuring results inform both immediate decisions and longer-term program direction

In practice, this role is about managing a high volume of rapid experiments and turning results into clear, credible evidence that continuously shapes how GiveDirectly’s programs are refined and improved.

Reports to: Senior Manager, Monitoring and Evaluation

Travel Requirement: This role is based in Rwanda. Travel within East Africa is a regular part of the role, estimated at up to 25% of the time, to support field operations across country programs.Additional international travel may occur for trainings or team convenings, as needed (estimated up to 10%)

What you’ll do:

Execute and manage A/B tests across programs

• Conduct power calculations to ensure experiments are both statistically rigorous and feasible to implement within program constraints
• Set up pre-specified experimental designs, applying defined experimental groups, outcome measures, and measurement timelines
• Review experiment setups prior to launch and flag execution and measurement risks that may affect interpretability
• Ensure experiments are well-coordinated and executed as designed, aligning implementation with research plans and integrating smoothly into program delivery across Programs and Product teams
• Work at a fast pace across a portfolio of 2–3 live A/B tests at any given time, designed to generate actionable answers quickly and feed rapid iteration of programs and products

Ensure accurate measurement and high-quality data for experiments

• Collaborate with external Principal Investigators (PIs) to ensure measurement approaches and data collection are aligned with research design and implementation realities
• Ensure experimental outcomes are captured accurately and consistently by applying established indicator and measurement approaches
• Prepare and manage datasets that are clean, well-structured, and ready for analysis using survey, administrative, and product data
• Identify and flag data quality risks (e.g., missingness, inconsistencies, measurement error) that could affect the validity of experimental conclusions
• Conduct targeted literature reviews to ensure measurement approaches are grounded in evidence and aligned with best practices

Analyze experimental data and interpret results to inform decisions

• Generate reliable and decision-ready analyses of experimental data from A/B tests
• Assess the magnitude and direction of effects and highlight what the results do and do not suggest, noting key limitations
• Ensure results are clearly understood and appropriately interpreted, given data quality, sample size, and implementation considerations

Translate results into actionable insights and learning across experiments

• Translate experimental results into clear, actionable recommendations to guide program and product decisions for individual country programs, and for the direction of GiveDirectly’s programming as a whole
• Structure results and key learnings so they can be reused to inform future experiments and program design
• Prepare concise learning products (e.g., memos, summaries) that serve multiple audiences, including internal Programs and Product teams, and external academic partners, ensuring findings are clearly communicated for both technical and non-technical stakeholders 
• Prepare and clean de-identified datasets for sharing with external PIs and academic partners, ensuring data is structured, well-documented, and ready for independent analysis
• Contribute to cross-country discussions to ensure learnings from experiments are shared and applied across contexts, and maintain clear documentation so experiments are easy to track, understand, and build on over time

Senior Manager/Manager – Scaling and Innovation Team (Global)

You will join Instiglio’s Scaling & Innovation Team — the engine driving Instiglio’s ambition to go from impact to impact at scale. Our mission is threefold: develop pathways to scale Instiglio’s proven approaches, incubate Instiglio’s presence in new regions, and design and spearhead new impact solutions that push the frontier of what’s possible in development.

We pursue this mission through two primary strategies:

1. Scaling partnerships with large development institutions: The core of this team’s work. We partner with major multilateral development banks (MDBs), bilateral agencies, and large philanthropies to strengthen how they drive outcomes at scale — combining impact strategy with deep change management. This isn’t traditional consulting: we embed ourselves in institutional transformation, helping partners overhaul their impact strategies, build internal capabilities, and implement reforms that cascade through the systems they fund. A flagship example is our four-year engagement with the Global Fund, where we supported the scale-up of results-based financing (RBF) to 15 countries, built core institutional capabilities, and helped embed a results-oriented performance culture. Similar partnerships are underway with institutions like the Millennium Challenge Corporation, the Swiss Development Cooperation, the IDB, and leading philanthropies.
2. Innovation: Beyond scaling, the team spearheads new impact solutions. Recent examples include an AI-driven reform assistant for government decision-makers, pull finance mechanisms for adoption of climate technology, and practical work on making health regulations drive better outcomes. This is where we prototype the next generation of Instiglio’s tools.

The team also leads the Government Empowerment Network (GEN) — though this is a secondary focus of the role. GEN is Instiglio’s global network that inspires and empowers civil service champions to drive transformational change from within their institutions. It combines an eight-month reform incubator — providing mentorship, peer exchange, and real-time coaching grounded in reform science — with an AI-powered platform connecting public leaders to curated knowledge and global practitioner networks. Launched in Uganda in 2025, with cohorts in Colombia and Morocco following, GEN aims to support 1,500 champion teams and drive 200 institutional transformations impacting 190 million citizens by 2030.

How You Will Make an Impact

This is a role that sits at the intersection of strategy, change management, and innovation — not in the abstract, but in practice. You will lead complex, high-stakes engagements that directly shape how billions of development dollars are spent, and how governments serve millions of citizens.

Specifically, you will:

• Lead high-impact scaling partnerships: Take ownership of multi-year engagements with MDBs, bilaterals, and philanthropies. This means diagnosing how institutions invest and manage performance, designing strategies to strengthen their impact orientation, and driving the change management work needed to make reforms stick. You will translate sophisticated analysis into clear recommendations that senior decision-makers can act on — and then stay in the room to help implement them.
• Spearhead innovation: Help design and pressure-test new impact solutions — from AI-enabled tools for government reformers to new financing mechanisms for climate outcomes. You will bring structured thinking to ambiguous, frontier problems and turn concepts into pilots.
• Manage complex stakeholder environments: Build trusted relationships with senior counterparts in governments, development agencies, and philanthropic organizations. Navigate multi-stakeholder dynamics with confidence, knowing when to push, when to listen, and how to build coalitions for change.
• Lead teams and delivery: Manage multidisciplinary teams across workstreams, geographies, and time zones. Own budgets, timelines, and quality — and develop the people around you.
• Contribute to thought leadership: Help shape Instiglio’s intellectual contributions in results-based financing, performance management, and global partnership strategy, feeding into a growing body of work that influences policy and practice globally.

Who You Are

Experience

• Significant professional experience (typically 9+ years for Manager; 11+ for Senior Manager of relevant professional experience) and we welcome candidates whose experience exceeds these thresholds.
• Strong background in strategy consulting, international development, or complex advisory roles — ideally spanning both.
• Demonstrated experience working with or inside multilateral and bilateral institutions, large philanthropies, or global development organizations.

About this role

GiveDirectly has established a Product team responsible for identifying new program areas for exploration and implementation, as well as deepening our impact in existing program areas. Products at GiveDirectly are double-sided - serving the needs of our recipients on one side, and donors on the other - and include large technology components as well as the careful design of in-person operations. They range from our flagship large lump sum cash work to highly targeted support for specific populations or locations; the Product team works across fundraising, program implementation, and Research and Technology to build end-to-end programs and bring them to market. This role is responsible for assembling and leading cross-functional teams to drive product development, optimization, and scale. 

They may oversee single products, if large and/or complex, or a portfolio of products at different stages of development. 

Product leads must: 

• Be entrepreneurial generalists… with capabilities/experience across at least 2 of 3 following areas: software & technology, development research & evidence, and humanitarian or development program delivery

Building on recent evidence that large, unconditional cash transfers can significantly reduce infant mortality, GiveDirectly is building a “Mothers & Babies” product that provides large cash transfers to expectant mothers to improve maternal and newborn outcomes. The demands on this product are two-sided: it must deliver a high-quality, dignified experience for recipients and build durable donor conviction that this is a top-tier use of philanthropic and (eventually) public funds.

This role will lead the end-to-end product strategy and execution across multiple countries and partnerships, assembling and driving a cross-functional team spanning Programs, Research/M&E, Partnerships, and Safeguarding. You’ll set the learning agenda, pressure-test and iterate on program design, and translate evidence and delivery performance into a compelling case and readiness for scale. 

What success looks like

By the end of 2026, we can credibly say “this works and we can scale it,” backed by:

• Impact validation: a clear, defensible impact story with leading indicators (and a credible path to rigorous evaluation where needed)
• Delivery validation: operational clarity on targeting and verification; reliable, on-time payment delivery; a playbook for partnerships with health organizations that works across contexts
• Donor validation: strong donor interest and commitments, ideally from both HNW and institutional funders, with a robust pipeline and clear “requirements” for scale (e.g. what it would take for donors to fund at scale)
• Unit economics: a clear model for cost per outcome and the path to improved efficiency at scale, including tradeoffs between operating with partners vs. in-housing program components

What you'll do:

Set strategy, define the hypotheses, and drive focus

• Own the product vision and multi-year strategy, translating it into annual and quarterly goals and clear “go/no-go” decision points.
• Define and maintain the core “hypotheses” that ground GiveDirectly’s investment in this product (impact/value, feasibility/delivery, and growth/fundability), including what evidence would change our confidence.
• Build a crisp roadmap that separates (a) what must be proven, (b) what must be built, and (c) what must be scaled—then ruthlessly prioritize to match the year’s goal.

Design and iterate on program model and recipient experience

• Lead program design choices (e.g., transfer size, timing/cadence, etc), grounded in evidence and operational realities.
• Ensure the program meets a high bar for recipient dignity, safeguarding, consent, and clarity - especially given the sensitivity of pregnancy and newborn outcomes.
• Partner closely with programs teams to identify where reality diverges from our plans, diagnose root causes, and implement adaptations quickly and thoughtfully.

Build scalable delivery and partnership models

• Identify, evaluate, and manage partners critical to targeting and outcomes (e.g., community health NGOs, health facilities, government health systems, digital maternal health platforms).
• Define the operating model: what GiveDirectly must do vs. what partners can do better (and cheaper), and how responsibilities, incentives, data flows, and accountability work.
• Develop playbooks for recipient targeting/verification, enrollment of pregnant women, payment timing, troubleshooting, and issue escalation—then standardize across countries where appropriate.
• Define the tech needs for delivery and scale (e.g., digital identification/enrollment pathways, system integrations with health registries where feasible, 2-way messaging for consent/verification, automation to reduce delays/failures).

Drive the learning agenda and evidence narrative

• Set the measurement strategy and learning agenda: leading indicators, qualitative insight loops, and (where appropriate) the path to rigorous evaluation.

As a Solution Manager you will work closely with the Ministry of Health (MoH) and our health system clients. You will be the strategic and operational anchor for all in-country activities—from managing the intelligence center launch to driving partnerships with Ministries of Health. You’ll wear two hats: country representative and solutions champion. 

Our ideal candidate for this role is customer-obsessed, deeply curious, and adaptable in a dynamic environment. We’re looking for someone who will help define and scale our healthcare solutions as we continue to grow and expand. 

RESPONSIBILITIES 

•  Own & drive the product backlog, and manage the configuration, testing, and rollout of products and solutions at rural health Facilities and Intelligence Centers & 

• Act as the HOS’s first user advocate, capturing feedback and identifying gaps in usability, workflow integration, and performance. This will involve going into the field to understand users across the spectrum; from Community Health Workers to Ministers of Health. 
• Lead user training and change management efforts—ensuring frontline health workers and supervisors can effectively adopt and use digital tools.

Sand is scaling rapidly across Africa, partnering with Ministries of Health to deploy the Health Operating System (HOS) — a decision-support and execution platform that transforms how health systems sense, analyze, and act on data. The HOS is already operational across multiple countries, with plans to expand to 15 countries by end of 2026, supported by 80+ Forward Deployed Engineers.

As a Forward Deployed Engineer (FDE), you are the technical spearhead of our client engagement in Kenya. Unlike our roaming FDE roles, this is a permanently embedded position. You will be based full-time within the Ministry of Health in Kenya, becoming a long-term extension of the client's operational team. Your mandate is to build deep institutional relationships, develop comprehensive understanding of the national health system, and deliver sustained value over an extended engagement — not just rapid sprints, but lasting transformation.

This is not staff augmentation. You are an amalgamation of three roles:

1. The Software Engineer — Deep technical acumen to build and deploy production-grade solutions using Sand's product suite
2. The Product Manager — Strategic foresight to understand client problems, influence business objectives, and identify expansion opportunities
3. The Consultant — Client-facing finesse to navigate complex stakeholder relationships, manage scope, and transfer knowledge

Serve as Sand's Permanent Technical Presence in Kenya

• Embed full-time within the Ministry of Health, becoming a trusted member of the client's extended team

Requirements — Essential

• Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field
• 5+ years of experience in software engineering, data engineering, data science, system deployment, or technical leadership

Work Environment

Hands-On Execution & Delivery

• This is not a strategy/transformation-only role.

• You are accountable for seeing transformation initiatives from idea to execution to sustained adoption. On internal strategies, systems & processes, you will work closely with Internal Services teams and management to see through and sustain excellence in a sustained role that is necessarily operational in nature.

• You will personally:

  • Build tools, templates, and dashboards;

  • Draft frameworks and operating models;

  • Run complex, cross-functional projects;

  • Facilitate alignment and decision-making;

  • Troubleshoot operational bottlenecks; and

  • Ensure implementation sticks beyond launch.

Who you are

• Experience: At least 10 years of relevant experience in:

  • Organizational transformation and change management.

  • AI or technology implementation in organizations.

  • Systems-building in high-growth or complex environments.

  • Management consulting, public sector reform, or international development.

  • Designing and scaling operating models, decision systems, and workflows.

  • Working closely with senior leaders to translate strategy into execution.

• Languages:

  • Professional working proficiency in English (C1).

  • Working proficiency in French and/or Spanish would be an added advantage.
