About the role
Stanley Consultants is currently seeking an Electrical Engineer to work within our Federal team in support of various client engagements in the Indo-Pacific Region. This full-time position will perform electrical related design development and coordination for myriad project types such as military base facilities, airfield, and site design projects. For those seeking to relocate to Guam, we are looking for a minimum two-year commitment for this opportunity; as such, we will entertain the range of candidates from those looking for a two-year adventure to those looking for long-term relocation.
The successful candidate will exercise judgment in evaluating, selecting, and applying standard design engineering techniques, procedures, and criteria to support design decisions and modifications. The position’s responsibilities will include development of design plans and specifications, participation in design charrettes, producing charrette reports, site visits and engineering services during construction. Additionally, in support of business development efforts, aid the Business Development Team on regional pursuits and response to requests for proposals (RFPs).
While work will predominantly be on projects for US Federal clients from a variety of branches and districts and will involve domestic and international standards, there is opportunity some projects may support Government of Guam or commercial entities.
What You Will Be Doing:
- Assesses client requirements and assists in development of specifications, drawings, instructions, and related documents.
- Prepares and modifies charrette reports and assists in developing construction schedules for projects.
- Serves as technical liaison and coordinates design components with other design disciplines, as needed.
- Assists in the coordination of pricing, estimating, scoping, and marketing strategies for proposed projects.
- Consult with construction personnel concerning design constructability as related to field conditions, sequencing, and scheduling of construction activities.
- May need to attend onsite or virtual client meetings.
Required Qualifications:
- Bachelor’s degree in electrical engineering from an accredited four-year college or university.
- 10+ years relevant electrical engineering experience.
- Professional Engineer (PE) Registration.
- Electrical design in accordance with the National Electrical Code (NEC), including providing power to medium and low voltage distribution systems, mechanical building systems, and lighting systems.
- Must have experience with Uniform Building Code (UBC), Department of Defense (DoD) Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). OCONUS military planning and design experience a plus.
- Work would include campus distribution and building low voltage systems, and potentially Asian voltage systems and standards.
- Electrical System Analysis including load lfow, short circuit, arc flash studies using computer programs ETAP, SKM or EasyPower.
- Experience with communication systems and security systems.
- Experience in and fully capable of using or learning the latest remote communication software required. Ideally experienced in the use of Microsoft Teams.
- Proficiency in AutoCAD and REVIT software and tools utilized in the development of electrical systems designs for low and medium voltage electrical systems and lighting is a plus.
- General knowledge of construction techniques and an ability to read plans and specifications.
- Experience in and fully capable of using or learning the latest remote communication software required. Ideally experienced in the use of Microsoft Teams.
- Strong oral and technical writing skills.
- Ability to work in a team environment with multiple disciplines
- Must be willing and able to travel in Indo-Pacific region – approximately 15-20% total travel per year.

- Must be able to successfully pass required background checks to obtain a Common Access Card.
- Must be able to read, write, and speak English fluently.
- Must be available and willing to work flexible hours and occasional overtime.
