Senior Vice President and Chief Information Officer - Luminis Health

Position Objective:

The Chief Information Officer is responsible for leading Luminis Health in its strategic and tactical information systems, telecommunications and biomedical engineering initiatives.  The Chief Information Officer serves the Luminis system and all its entities.  Participates at the operations level with the Luminis  leadership and the development of the Systems mission, strategic plans, budgets, resource allocation, operational plans and policies. Ensures the achievement of short and long range goals and implementation of basic operational strategies within the framework provided by the President, Luminis Health. Oversees all information system matters related to the entities, and either personally or through other staff, performs the essential functions below.

  1. Assists with the development and implementation of Luminis Health’s mission, strategies, policies, long term plans and objectives.
  2. Analyzes and evaluates business needs, objectives, and goals presented by the user community with recommended technical solutions, researching products available and designating procedures to best meet those needs as a system.  Develops business case justifications and cost and benefit analyses for IT spending and initiatives.  Develops plans for implementation of new projects, and coordinating process with project leaders.
  3. Promotes and oversees strategic relationship between internal IT resources and external entities including government, health regulators (MHA, HSCRC and CRISP), vendors and partner organizations to enhance patient health information for the delivery of quality and efficient patient care.
  4. Communicates and facilitates interdepartmental interfaces, medical staff interfaces, and other groups having significant potential impact on the functioning systems which would affect patient care at the system level. These include assisting with system analysis, establishing interdepartmental problem solving mechanisms, educating, energizing and motivating the work force.
  5. Recruits, develops and retains high caliber technology and analytical staff by providing leadership, education, and coaching to IT team.  Ensures that IT staff utilizes technology to provide users with a swift, accurate, and secure method to access information, and services users in a highly efficient and effective manner. 
  6. Participates as a member of the Operations Team, planning activities for new technologies implementation or redesign of present information systems areas, integrating departmental participation and articulating health system requirements, patient care needs and physician community concerns to the project planners and staff. Coordinates efforts of team members and associated consultants maintaining project schedule and budgets.
  7. Provides for the cost effective and productive operation of Information Systems and Health Information departments for Luminis Health. Provides assistance to supervisory personnel in establishing philosophy and objectives, determining staffing needs, standards of productivity, establishing policies and procedures in compliance with federal, state and local codes, regulations and ordinances.
  8. Consults with and advises staff/department leaders on a regular basis, evaluates competence of work force and makes changes as necessary. Coaches, provides feedback, discusses new developments and exchanges information.
  9. Initiates learning activities for personal development, attending conferences and participating in experiences to increase skills and breadth of knowledge base. Shares results of these learning activities with others in the health system as appropriate.
  10. Provides for the continuing education/development of staff through performance planning, feedback, documentation and evaluation.
  11. Performs assigned responsibilities for various aspects of information systems project management and other functions.

Educational/Experience Requirements:

  • Bachelor’s degree required; Masters preferred
  • Minimum of eight (8) years of experience in a health care system with increasingly complex management experience and demonstrated successful information technology project management experience.
  • Ability to work collaboratively and productively with senior management to evaluate and meet Luminis Health’s information techology needs, and to help achieve Luminis Health business objectives.
  • Excellent speaking and writing skills, including the ability to clearly describe complex issues.
  • Ability to exercise judgment and diplomacy while addressing sensitive or challenging issues with internal or external stakeholders.
  • Ability to think creatively and strategically.
  • Proven ability to work well with senior operating executives, leveraging strong intellectual, conceptual and analytical skills
  • Effective leadership, facilitation, and interpersonal skills.
  • Ability to handle multiple competing demands and delegate appropriately 

Required License/Certifications:

  • Licensed to practice in Maryland.

$19$23 USD
