Companies Pacific Health Group Director of Behavioral Health & Community Growth

About the role

Pacific Health Group · Onsite

Location: California (Statewide Travel Required)
Schedule: Full-Time | Hybrid
Reports To: [CEO / Chief Clinical Officer / Executive Leadership]

About Us

Pacific Health Group is a mission-driven healthcare organization committed to delivering compassionate, high-quality, and culturally responsive care to the communities we serve across California. We believe that access to behavioral health and whole-person care is a right — not a privilege — and we’ve built our programs around that belief. From telehealth and care management to community-based services, we meet our patients and members where they are, physically and emotionally.

As we grow our footprint and deepen our community impact, we are looking for a dynamic, purpose-driven leader to join our executive team and help shape the next chapter of our organization.

The Opportunity

This is not a traditional behavioral health director role.

If you are a clinical leader who thrives equally in the boardroom and at a community health fair — someone who can inspire a care team in the morning and close a partnership with a county agency in the afternoon — this role was built for you.

As our Director of Behavioral Health & Community Growth, you will lead our behavioral health programs while serving as one of the organization’s most visible ambassadors for growth. You’ll spend the majority of your time out in the community — attending events, building relationships, and opening doors that connect Californians to the care they deserve. You’ll travel throughout the state, partner alongside our three other directors, and play a central role in the strategic and operational growth of our entire organization.

This is a rare opportunity to do meaningful clinical leadership work and have a direct hand in building something bigger.

What You’ll Do

Community Outreach & Partnership Development (≥60% of time)

- Represent the organization at community events, health fairs, coalitions, conferences, and partner meetings statewide
- Build and sustain strategic relationships with community-based organizations, FQHCs, hospitals, schools, county behavioral health departments, and faith-based organizations to drive patient and member referrals
- Develop and execute a statewide outreach calendar with strategic focus on high-opportunity regions and underserved populations
- Deliver compelling presentations on the organization’s mission, programs, and services to diverse community audiences
- Formalize partnerships through MOUs, referral agreements, and collaborative program development
- Engage with Medi-Cal managed care plans, county behavioral health agencies, and payer partners to support network and membership growth
- Collaborate with marketing and communications to ensure consistent, mission-aligned outreach messaging
- Track and report on outreach outcomes including events, referrals, partnerships, and enrollment impact

Behavioral Health Program Oversight (≤40% of time)

- Provide clinical and administrative leadership across all behavioral health services, including therapy, psychiatry, care management, and Medi-Cal specialty programs (e.g., Enhanced Care Management)
- Ensure programs meet all applicable state and federal standards including DHCS, DMHC, and relevant licensure requirements
- Lead quality improvement, utilization management, and outcome tracking for behavioral health services
- Supervise and mentor clinical staff, fostering a culture of trauma-informed, culturally responsive, high-quality care
- Manage departmental budget, productivity targets, and key performance indicators
- Ensure compliance with documentation, billing, and regulatory requirements

Cross-Functional Leadership & Organizational Growth

- Collaborate closely with our three fellow Directors to align strategy, integrate services, and drive organization-wide growth
- Contribute to new service line development, grant opportunities, and strategic planning initiatives
- Participate in executive leadership meetings and provide leadership-level reporting on behavioral health and outreach performance
- Identify community partnerships that support both patient access and behavioral health workforce development
- Work alongside enrollment and member services teams to reduce barriers to care and improve the patient onboarding experience

What You Bring

- Master’s or doctoral degree in Social Work, Psychology, Counseling, or a related behavioral health field
- Active California clinical licensure (LCSW, LMFT, LPCC, Psy.D., or Ph.D.)
- 5+ years of progressive leadership experience in behavioral health, preferably in a community health, managed care, or multi-site setting
- Proven experience in community outreach, partnership development, or business/program development
- Deep familiarity with the California behavioral health landscape, Medi-Cal programs, and DHCS regulations
- A natural relationship-builder with the presence and communication skills to represent the organization with confidence and authenticity across diverse communities
- Comfort with significant statewide travel
- Bilingual English/Spanish strongly preferred

Why Join Us

- Mission that matters — Every partnership you build and every event you attend connects a real person to care they may not have otherwise found
- Leadership with impact — You won’t just oversee a department; you’ll help shape the direction of the entire organization
- Collaborative team — You’ll work shoulder-to-shoulder with three fellow directors who are equally invested in the organization’s growth
- Statewide visibility — Build a professional network and community presence across California
- Competitive compensation — Salary commensurate with experience | [Benefits: Medical, Dental, Vision, PTO, CME allowance, mileage reimbursement, etc.]
