Part 1: Role Purpose:
The County Coordinator / Master Trainer will support implementation of the UNICEF-funded Teaching at the Right Level (TaRL) project in South Sudan.
The project aims to improve foundational literacy and numeracy outcomes for 17,540 learners across 112 government primary schools in Aweil, Juba, Torit, and Yambio through the implementation of Teaching at the Right Level (TaRL), an evidence-based approach that assesses learners according to their current competency levels and provides targeted instruction to accelerate learning. The project will also strengthen the capacity of 336 teachers, 112 school-based mentors, and Ministry of General Education and Instruction (MoGEI) personnel to institutionalise TaRL approaches within government schools.
The County Coordinator / Master Trainer will be responsible for coordinating project implementation within their assigned location, providing technical leadership on TaRL delivery, and supporting the training, mentoring, and coaching of teachers and school-based mentors. The role will work closely with County Education Departments, participating schools, Master Trainers, and project staff to ensure high-quality implementation and achievement of project targets.
The position combines programme coordination, technical support, training, monitoring, and stakeholder engagement responsibilities and will play a critical role in ensuring that TaRL is implemented effectively at school level.
Part 2: Key Responsibilities
General Responsibilities:
- Comply with Street Child policies, procedures, safeguarding standards, and donor requirements.
- Support delivery of project objectives in line with UNICEF and government priorities.
- Promote inclusive participation of girls, children with disabilities, and other vulnerable learners.
- Contribute to project learning, monitoring, and reporting.
- Represent AET/Street Child professionally with schools, communities, and government stakeholders
Specific Responsibilities:
a. County-level Project Coordination
- Coordinate day-to-day implementation of project activities within assigned counties and schools.
- Support development and execution of activity plans and schedules.
- Ensure project activities are delivered on time and to a high standard.
- Identify implementation challenges and propose practical solutions.
- Maintain regular communication with the Project Manager regarding progress, challenges, and risks
b. Training & Capacity-building
- Support delivery of Training of Trainers (ToT) programmes and teacher training activities.
- Facilitate training sessions for teachers, mentors, headteachers, and education officials.
- Build the capacity of teachers and mentors to apply TaRL methodologies effectively.
- Support development and adaptation of training materials and tools as required
c. Coaching, Mentoring & Technical Support
- Provide ongoing coaching and mentoring support to teachers and school-based mentors to improve teaching fidelity to TaRL practices.
- Conduct regular school visits to observe classroom practice and provide feedback.
- Support teachers to group learners according to learning levels and deliver targeted instruction.
- Monitor implementation fidelity and promote continuous improvement in teaching practice.
- Support schools to use learner assessment data to improve learning outcomes
d. Monitoring, Assessment & Reporting
- Support implementation of baseline, midpoint, and endline learner assessments.
- Collect, verify, and submit project monitoring data in a timely manner.
- Support routine monitoring of learner attendance, progression, and learning outcomes.
- Contribute to preparation of weekly, monthly, and quarterly reports.
- Document lessons learned, success stories, and implementation challenges
e. Government & Stakeholder Engagement
- Maintain strong working relationships with County Education Departments, school leaders, and local education stakeholders.
- Support coordination with State Ministries of Education and other government counterparts as required.
- Participate in education coordination meetings, technical working groups, and project review meetings.
- Promote government ownership and sustainability of TaRL approaches within participating schools.
- Support joint monitoring and supervision visits with government stakeholders and project partners

Education / Qualifications
Essential
- Diploma or Bachelor's degree in Education, Teacher Education, Educational Leadership, Social Sciences, or related field

- Teaching qualification or postgraduate training in education
Experience and Knowledge
Essential
- Minimum 3 years' experience in education programming, teacher training, classroom instruction, school supervision, or education quality improvement; experience working with schools and education authorities; experience facilitating training and capacity strengthening activities

- Experience with TaRL, foundational literacy and numeracy programmes, teacher coaching, or remedial learning approaches; experience working with UNICEF-funded projects
Skills and Abilities
