About the role
Irembo is a technology company that designs and develops digital products to ease the accessibility of services in users’ everyday lives worldwide, starting with Rwanda. Our pioneer products, IremboGov and IremboPay, have enabled Rwandan citizens and foreigners to access and pay for over 150 public services online through our one-stop-shop e-governance and payment platforms. To date, we have facilitated over 30 million transactions through our platforms and have ambitious goals to scale our technology worldwide to enable more governments and institutions to serve their citizens better. More information is available on irembo.com.
We are a software company building service management and payment solutions. Our core clients are government institutions, and we’ve steadily expanded across the local market to serve leading insurers, ISPs, banks, and merchants. International expansion is also underway as we pursue growth opportunities beyond our home market.
Our business operates on a three-sided value model—serving institutions, reaching citizens at a national scale, and enabling a network of thousands of active agents. This integrated ecosystem allows us to deliver real impact, simplify access to services, and create value across sectors and segments.

Contract Duration: 24 Months (Fixed Term)
About the role
We are seeking a mission-driven communications leader to shape the narrative of Irembo Digital Health, one of our most strategic and high-impact solution areas. This is a rare opportunity to define how Rwanda's national-scale telemedicine platform earns its credibility, builds institutional trust, and enters public life the right way.
As Communications Manager, you will own the communications strategy for Irembo Digital Health from launch through scale. You will work closely with the Head of Brand & Communications, the Digital Health team, and key institutional partners including the Ministry of Health, RSSB, and development partners. You will hold the claim discipline line, drive the public narrative, and build the communications infrastructure that gives Rwanda's national telemedicine platform the institutional credibility it needs to grow.
You will be the strategic communications partner to the Digital Health team, the Ministry of Health, and development partners, and your work will directly shape how Rwanda's telemedicine platform earns public trust, wins institutional confidence, and scales without getting ahead of the evidence.
Key Responsibilities
- Shape and drive the Irembo Digital Health communications strategy across the launch window, pilot validation, and scale narrative phases.
- Claim discipline: every public-facing Irembo Digital Health claim, headline, and talking point passes through this role before it goes out. The prove-before-we-promise standard is non-negotiable.
- Support the communications relationship with the Ministry of Health, RSSB, and institutional donor partners including the Gates Foundation grantee approval process.
- The public narrative for Irembo Digital Health across earned and owned channels, anchored in patient and clinician stories rather than platform features.
- Spokesperson preparation, press materials, and media relations for all Irembo Digital Health moments, including sensitive and high-stakes stories.
- Build reusable team assets: a claims library, an FAQ bank, a media response playbook, and spokesperson briefing materials.
Experience & Skills:
- Five or more years of communications experience, with at least three in healthcare, public health, global health, or a comparable regulated domain.
- Track record working with ministries of health, academic or research institutions, multilateral organizations, or large donor organizations such as the Gates Foundation or comparable partners.
- Experience leading communications on a public-facing health programme or initiative, including media relations on sensitive or high-stakes stories.
- Crisis communications experience in a health or public service context.
- Experience launching a digital health product: telehealth, mobile health, or community health platforms.
- Exceptional written and verbal English. Kinyarwanda is a strong plus, French an added advantage.
- Experience in Rwanda's health system or comparable East African institutions is preferred.
What We Offer:
- A Strategic Seat at the Table: You will shape how Rwanda's national telemedicine platform earns its public credibility.
- Room to Build: Irembo Digital Health is at the beginning of its public life. You will have the space to define the communications architecture from the ground up, set the standards, and build assets the team will use long after the launch window closes.
- Mission-Driven Work: This work sits at the intersection of public health, technology, and institutional trust. The communications you shape will influence how citizens understand and access healthcare, and how Rwanda's health system receives a platform built to serve it.
- Competitive Terms: We offer a one-year consultancy with the possibility of renewal, and a compensation package that reflects the strategic importance of the role.
If Irembo Digital Health is the chapter you want to build your career on, this is a one-year consultancy with the possibility of renewal. We want to hear from you.
Please note that the salary for this position is commensurate with experience and qualifications and will be discussed during the interview process.
