What is Specialist ROW & Logistics Support?

The role is responsible for end-to-end fiber deployment, Right of Way (ROW) acquisition, and NOC (No Objection Certificate) management. The candidate will be responsible for coordinating and executing fiber rollout projects while ensuring timely approvals from government authorities, municipalities, utility departments, and private stakeholders.

The role reports directly to the Manager – Transport FOO & rollout.

What does Specialist ROW & Logistics Support do?

·       Key responsibilities & Deliverables

o   Manage end-to-end fiber rollout and deployment activities across assigned regions.

o   Conduct surveys, design, trenching, laying, splicing, testing, and commissioning activities for PAC/FAC process.

o   Ensure deployment is completed as per engineering standards and project timelines.

o   Monitor contractor performance, field execution quality, and project milestones.

o   Track rollout progress and prepare deployment status reports for management.

o   Acquire ROW permissions and NOCs from government bodies, municipalities, cantonments, highway authorities, utility providers, and private entities.

o   Maintain strong relationships with external stakeholders and regulatory authorities.

o   Coordinate documentation, approvals, and compliance requirements for deployment activities.

o   Resolve ROW-related disputes, escalations, and site access issues.

o   Ensure all legal and regulatory requirements are fulfilled before project execution.

o   Ensure HSE compliance across all field deployment activities.

o   Coordinate with vendors, contractors, and subcontractors for timely project delivery.

o   Responsible for reporting, analysis, correlation and event management through Network Management & Monitoring System

o   Comply with all the departmental Standard Operating Procedures (SOPs) during the execution of tasks and carrying out all job-related duties

Requirements

What are we looking for and what does it require to be Specialist ROW & Logistics Support?

·       Experience and Educational requirements

o   Minimum 5 years’ experience with Bachelor of Engineering / B-tech degree in Telecom, Electrical, civil.

·       Soft skills and technical skills required

o   Presentations and incident reporting

o   Project management

o   Good skill of communications

Essential skills must have: 

o   Strong experience in ROW acquisition and NOC management.

o   Experience working with telecom operators, ISPs, infrastructure companies, or contractors.

o   Proven experience managing large-scale FTTS, FTTH, OTN backbone, or metro/LDI fiber deployments.

Desirable Skills:

o   Fiber deployment and project execution expertise

o   ROW/NOC acquisition and stakeholder management

o   Vendor and contractor management

o   Strong negotiation and communication skills

o   Knowledge of telecom infrastructure standards

o   MS Office, GIS tools, and project tracking systems
