The Senior Economic Crime Officer plays a vital, senior role in elevating and improving standards within the team, leveraging their extensive knowledge and experience. A key aspect of the position is to serve as the primary point of contact for internal team queries, as well as to coordinate and liaise with the broader Starling Bank economic crime function.

Applicants must demonstrate a thorough understanding of Starling Bank's relevant financial crime regulatory requirements as well as the current threat landscape affecting the organisation. You will demonstrate a proactive commitment to coaching and knowledge sharing, leveraging your deep expertise in economic crime investigations and collaborating effectively to drive team outcomes.

The Senior Economic Crime Officer will play a key support role within the team, which includes:  Offering ongoing advice, support, and constructive feedback to team members. Assist  in the onboarding and training process for new team hires. Provide support to the leadership team with evaluating and refining both existing and newly introduced operational procedures.

This is a 12-month fixed contract for a Senior Economic Crime Officer within the Escalations & Disclosure Team, and will close at 12pm on 16th September.

Responsibilities:

  • Evaluate internal Suspicious Activity Report (SAR) submissions across the organization, analysing key details and delivering construct feedback whenever necessary.
  • Support the wider Disclosures Team with their investigations, offering expert opinion and guidance to resolve queries, including by providing ‘4-eyes’ checks and reviews
  • Provide coaching and support using QC feedback, including by presenting the ‘case clinic to ensure development and upskilling of team members
  • Assess financial crime threats and perform data analysis using the ISAR reporting function.
  • Handling of internal and external reporting obligations under POCA
  • Liaising with Law Enforcement on complex / sensitive enquiries
  • Working to a high standard, meeting strict timeframes whilst working under pressure
  • Engage with and support the wider business with their queries
  • Present findings and provide key recommendations to improve Starling Bank’s financial crime functions to senior stakeholders
  • Collaborating with FinCrime strategy teams to drive quality and efficiency enhancements across 1LoD FinCrime operations.
  • Create an inspiring team environment with an open communication culture

Requirements

  • Leadership & Coaching: Proven ability to effectively motivate, manage, coach, and develop a team while acting as a positive role model.

  • Regulatory Expertise: working knowledge of relevant financial services laws, regulations, and industry best practices, technical experience in the application of:
    • -The Money Laundering, Terrorist Financing and Transfer of Funds Regulations 2017
    • -The Proceeds of Crime Act (POCA).
    • -UN/EU/OFSI/OFAC sanctions regimes to appropriately manage sanctions risk.
    • 3-5 years of experience in a fraud or financial crime role, or similar, with a focus on submitting Suspicious Activity Reports (SARs)

  • Risk Identification: Detailed knowledge and hands-on experience identifying key financial crime risk with a proactive approach to owning and overseeing emerging risks and issues

  • Communication & Stakeholder Management: Excellent written and verbal communication skills, with a proven ability to build relationships, influence others, and communicate effectively with senior management and external stakeholders

  • Analytical Skills & Judgement: Strong analytical and problem-solving skills Inquisitive by nature, with the ability to query data, understand complex problems and identify potential solutions backed by sound judgement, decision-making, and prioritisation skills to see issues through to resolution

  • Mindset & Behaviours: A naturally curious, inquisitive approach to work that questions the status quo when appropriate. Highly resilient, comfortable navigating difficult conversations, and possessing a strong willingness to share knowledge and collaborate across all business  lines.
