About the Program

The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center, Intelligence Electromagnetic Warfare and Sensors (IEW&S) Directorate, operates the Army Reprogramming Analysis Team (ARAT) at Aberdeen Proving Ground. ARAT builds, tests, and distributes mission software for fielded electromagnetic warfare systems, including the AN/APR-39 radar warning receiver family, the AN/APR-48A/B Modernized Radar Frequency Interferometer, the Aircraft Gateway Processor on the AH-64, and the AN/VLQ-12 CREW Duke. ARAT targets its mission software products to 14 geographic areas of responsibility across six combatant commands.

The ARAT Innovation Initiatives effort modernizes that infrastructure: browser-based threat modeling in the Signal Modeling Framework, automated RF hardware-in-the-loop testing through the Unified Test Automation Suite and software-defined radios, an automated Air/Terrestrial Testbed, test data warehousing, automated mission data product generation, and the ASPEN software distribution portal across NIPR, SIPR, and JWICS. Work is executed in Agile sprints with DevSecOps practices in a Government-approved GitLab environment.

Position Summary

The Program Manager is the contractor’s single point of accountability for cost, schedule, and technical performance across the entire ARAT task order. This is a program management position rather than a project scheduling position. The role owns the contract-level baseline, signs the tasking and cost documents that put work on contract, and stands in front of the Government at every formal review.

This is the first position filled on the contract and it is staffed for the life of the effort. The Program Manager builds out the delivery team across roughly 25 labor categories spanning software engineering, test and evaluation, RF and electronic warfare, data and AI, and cyber and cloud, then keeps that team matched to a portfolio of approximately 10 to 15 funded projects per year, with about five running concurrently.

Key Responsibilities

Program leadership and growth

  • Identify capability gaps and deficiencies across the ARAT environment, develop candidate future work, and propose it to the Government for prioritization within the Program Management Plan process.
  • Break complex software requirements into multi-sprint projects and build the long-term roadmap that shows the Government the path to its highest-priority features and capabilities.
  • Serve as the contractor’s day-to-day interface to the Contracting Officer’s Representative and the Government technical lead on cost, schedule, performance, risk, and mitigation.

Contract-level program management

  • Conduct the Post-Award Brief within at start of performance, in coordination with the Contracting Officer’s Representative and the Contracting Officer, covering stakeholder roles, the transition to full performance, and shared cost, schedule, and performance expectations.
  • Own the Program Management Plan, a resource-loaded baseline covering schedule, an expenditure plan aligned to milestones, Other Direct Costs, quantified deliverables, and risk with mitigation. Deliver the initial plan at award, update it quarterly, and update it with each new project tasking.
  • Produce the Monthly Status Reports: per-project and overall task order status, planned versus actual expenditures, monthly and cumulative ODC, risk status and mitigation, deliverables funded and completed, and all funding received with source and date.
  • Conduct Quarterly Management Reviews with the COR covering cost, schedule, performance, risk assessment, and mitigation plans.
  • Deliver Final Technical Reports on the contract schedule, including the initial report at the midpoint of the period of performance and the draft and completed reports at its close.
  • Prepare and sign the Project Task Form for each funded project, covering the capability need, the deliverables table with format and due date, contractor assumptions, risk and mitigation, GFI/GFE/CAP requirements, labor by company and category with hours and rates, travel, and other direct costs. Route each form for budget review and Government concurrence and maintain its change request log.
  • Report all contractor and subcontractor labor hours through the Army Service Contract Report system annually, and report contract expenditures through the eCRAFT Enterprise (E2) system concurrent with each invoice. Compliance with both is a material requirement of the contract.
  • Plan and execute the 60-day phase-out at the end of the contract, including the phase-out plan, the transition summit at APG, and disposition of all Government property.

Project and portfolio management support

  • Provide project status and budget documentation support for approximately 10 to 15 projects per year, including milestone preparation with estimated cost and manpower, cost accounting, documentation of spending delays, revised program and budget submittals, and back-up data and charts for budget reviews. Report percentage complete on each individual project at program milestone reviews.
  • Prepare recommendations on project objectives, operating schedules, resource requirements, and overall program plans for the ARAT Program Office.
  • Prepare, analyze, and update budgetary documentation for all developed software releases, and maintain monthly financial reporting across all ARAT-funded activities.
  • Conduct Government-directed resource studies for systems transitioning to continuous integration and continuous development software support, and recommend resource levels for assigned projects.
  • Maintain Government-provided project tracking databases. GitLab is the current method of record for tracking ARAT research and development efforts.
  • Support technical interchange meetings across an annual rhythm of roughly six monthly engineering briefs, twelve staff briefings, twelve financial meetings, and up to twenty-four ad hoc meetings, including minutes, facilitation, audiovisual support, and technical presentations.
  • Support Program Objective Memorandum review preparation, approximately four per year.
  • Lead, participate in, and coordinate Integrated Product Teams for Concept of Operations development. Typically five to ten IPTs are active at a time.

Research and development oversight

  • Provide technical and programmatic oversight of R&D projects, tracking schedules and evaluating deliverables for up to 15 projects per year.
  • Manage transfer of R&D deliverables to the designated receiving official.
  • Perform requirements document review, editing, change tracking, and staffing for review and approval, and perform quality assurance on R&D project documentation.
  • Ensure accuracy and monitoring of schedules and deliverables on Project Tracking Forms.
  • Perform quality assurance, tracking, and archiving of travel requests and associated trip reports.
  • Support Acceptance Test Plan development, planning, and execution, at an estimated volume of six to eight per year.

Team building and personnel management

  • Recruit, hire, and onboard the delivery team across the contract’s labor categories, working with Seneca Holdings talent acquisition and Clear Creek Federal operating leadership.
  • Fill critical position vacancies within 30 calendar days and non-critical vacancies within 45 calendar days, as the contract requires.
  • Verify that every team member meets or exceeds the labor category description and minimum qualifications, and support COR resume verification.
  • Track mandatory training compliance using contractor resources and report status in the Monthly Status Report. This includes AT Level I at start, iWATCH briefing, ATCTS registration, DoD Cybersecurity Awareness training, OPSEC Level I, annual TARP training, and DoD 8140 / 8570.01-M baseline certification for personnel in cybersecurity and IT functions.
  • Ensure signed non-disclosure agreements are on file for all employees.
  • Manage the subcontractor relationship and the quarterly workshare reconciliation.

Required Qualifications

  • Bachelor’s degree in engineering, computer science, business, or a related discipline.
  • Ten or more years of progressive program or project management experience supporting Department of Defense customers, including at least three years with profit and loss or full cost, schedule, and technical accountability for a contract or task order.
  • Active DoD Secret clearance at time of application.
  • Demonstrated experience managing a cost-reimbursement contract, including monthly cost reporting, estimate at completion and estimate to complete discipline, funding and burn-rate management, and limitation of funds or limitation of cost notification.
  • Experience preparing and delivering formal contract deliverables to a Government customer, including status reports, management review packages, and technical reports.
  • Experience building resource-loaded schedules and basis-of-estimate documentation, including labor category mix, hours, travel, and other direct costs.
  • Advanced Excel, including building and maintaining structured cost and level-of-effort workbooks with linked formulas, and producing recurring cost and status reports from them. Familiarity with eCRAFT or E2 vendor reporting is a plus.
  • Direct working relationships with Contracting Officers, Contracting Officer’s Representatives, and Government technical leads.
  • Experience recruiting and standing up a technical delivery team on a new contract.
  • Working knowledge of the FAR and DFARS as applied to services contracts, including Government property administration under FAR Part 45.
  • Ability to work on-site at Aberdeen Proving Ground as required, and to travel CONUS and occasionally OCONUS.

Preferred Qualifications

  • Project Management Professional (PMP) certification. Other credentials that carry weight: PMI-ACP, Certified ScrumMaster or Professional Scrum Master I, ITIL 4 Foundation, and Lean Six Sigma Green Belt.
  • Top Secret clearance eligibility. The majority of the technical team on this effort holds Top Secret, and several positions require TS/SCI.
  • Experience in the electromagnetic warfare, electronic warfare, or aircraft survivability equipment domain, or with Army software reprogramming under AR 525-15.
  • Experience managing Agile and DevSecOps software delivery, including sprint cadence, backlog and milestone management, and release governance.
  • Hands-on familiarity with GitLab issue boards, milestones, and epics as a program management system of record, not only as a developer tool.
  • Experience with Microsoft Project or Jira, and with Power BI or an equivalent tool for management review dashboards.
  • Prior experience at Aberdeen Proving Ground or with CECOM, ACC-APG, or a PEO IEW&S customer.
  • Experience managing a small business prime with a subcontractor team arrangement, including workshare compliance under 13 CFR 125.6.

Work Environment

The primary place of performance is Aberdeen Proving Ground, Maryland. This role is hybrid: contractor location carries some flexibility, but on-site presence at APG is required for integration work on the secret network, for formal reviews, and for laboratory access. ARAT laboratories are available during normal business hours of 0600 to 1800 Eastern; weekend and holiday access is coordinated with COR awareness. Travel is to Government facilities between 10-25% of working time, typically at the end of projects to set up, configure, test and gain acceptance of technical deliverables.
