Job Title: Global Information Management Officer

Location: Based in a HALO programme in the IndoPacific Region

Salary: Circa £25k per annum

Hours: Full Time

Contract Type: 1 Year Fixed Term Contract

Reports To: Head of Programme Delivery (IM & GIS)

Direct Reports: None

Key Internal Contacts/Relationships:  Global IM team, Programme IM teams, Transformation Directorate

Key External Contacts/Relationships:  GICHD and National Authorities

Job Purpose: To promote best practice in Information Management and GIS within HALO programmes

About the role:

Reporting directly to the Head of Programme Delivery (IM & GIS), you will be playing a critical role in the improvement of information management by designing, developing, deploying, and managing information management systems. This position is located in one of HALO’s offices in the IndoPacific region, with at least 85% of time spent supporting other countries and regions where HALO works, including travelling to programmes as required.

The role will primarily focus on supporting programmes in the Indo-Pacific region, and as such would benefit from the successful candidate being based in the eastern hemisphere (i.e. East of UK) to be able to support these programmes during their working hours. This is an exciting opportunity for someone who would like to use their skills to make a difference at a regional level. In this role you will form an integral part of a close-knit team of global specialists responsible for information management. The successful candidate will enjoy travelling and the challenge of working in diverse environments. To accommodate communication across the team in different time zones, the candidate may be required to attend meetings during their evenings.

Please note that this role is intended for candidates already residing in one of HALO's IndoPacific regions, and isn't suitable for international applicants.

Responsibilities:

  • Contribute to the definition of information requirements and the development of data flows, data QA&QC, and IM standard operating procedures and guidelines.
  • Design, develop and manage databases and ETL/ELT tools.
  • Support with the design, development and testing of data collection forms using Esri’s ArcGIS technology (i.e., Survey123) or other platforms (i.e., ODK, Kobo).
  • Contribute to the development, testing and deployment of the Global Operations Information Management System (GO-IMS) and other Information Management tools.
  • Support HALO programmes with all aspects of information management as directed by the line manager and the programme management.
  • Develop web/desktop maps, dashboards using Esri’s ArcGIS technology.
  • Create database queries and reporting tools.
  • Work closely with programme/project staff ensuring the data is fit for the purpose.
  • Provide support and training to technical and non-technical staff on all aspects of information management.
  • Produce training materials and user manuals.
  • Perform any other related duties as required.

  • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding

Requirements

  • Knowledge and recent work experience working with relational databases and GIS.
  • Experience in utilising SQL for reporting and data manipulation
  • Knowledge of the Microsoft Office suite
  • Good communication, leadership and management skills
  • Willing to travel to different countries around the world with limited internet access and modest living conditions
  • Able to work with people of different backgrounds, cultures, and religions
  • Resilient, with the ability to adapt in a complex, fast-paced, changing environment
  • Self-motivated with the ability to work with minimal supervision
  • Experience of delivering priority work within strict timelines
  • Good working knowledge of the English language

Desirable Requirements:

  • Formal education in computer sciences or data related field
  • Good presentation skills

Travel Requirements

  • Regular travel to HALO programmes
