Position Overview

Axle is seeking a Facilities Planning Manager to independently provide facilities and emergency management planning support to the NCI Office of Space and Facilities Management (OSFM). In coordination with the NCI Emergency Management and Physical Security Branch (EMPSB), this role develops, implements, maintains, and periodically reviews security, emergency preparedness, and emergency response plans for all NCI facilities on and off the NIH Bethesda campus, and independently researches and analyzes data to support Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and related planning documents. The role also serves as Project Manager for the Geographic Asset and Inventory Tracking (GAIT) Program and the NCI Crisis Communications Program, and supports the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF). A Bachelor's degree in Emergency Management or a related field and a minimum of eight years of related experience are required, along with strong communication, analytical, and organizational skills and experience delivering briefings to executive-level leadership.

Deliverables

  • Work products and documents related to developing and issuing emergency and Continuity of Operations (COOP) plans and related documents for all NCI facilities located both on and off the NIH main campus
  • Work products and documents related to independently researching and referencing pertinent data and information to be used as the empirical basis for NCI COOP planning efforts
  • Work products and documents related to working with NCI EMPSB to evaluate and complete an objective, empirically based Hazard Vulnerability Analysis (HVA) and Threat and Hazard Identification and Risk Assessment (THIRA)
  • Work products and documents related to ensuring all NCI COOP planning efforts are conducted in close coordination with NCI emergency planning efforts
  • Work products and documents related to working with NCI staff to create and implement plans to prepare for, prevent, mitigate, respond to, and recover from all types of hazards and threats — natural, man-made, technological, and national security emergencies
  • Work products and documents related to developing program requirements for NCI based on FEMA Federal Continuity Directives 1 & 2, the Continuity Evaluation Tool, and other relevant regulations and guidelines
  • Work products and documents related to collaborating with local, state, and federal partners and stakeholders to ensure NCI emergency and COOP plans are coordinated with existing continuity, response, and recovery plans from other agencies
  • Work products and documents related to ensuring competency of NCI COOP/Emergency Management Organization staff through an education and training program, including drills and exercises to train and test staff response and recovery capabilities
  • Work products and documents relating to serving as liaison for NCI OSFM and EMPSB in presentations and meetings with a wide variety of audiences, including senior and executive institute leadership
  • Work products and documents relating to the development and delivery of a comprehensive education and training program for NCI emergency volunteers
  • Work products and documents relating to the administration and maintenance of COOP software, the accountability scanner network, and the Geographic Inventory and Asset Tracking program (GAIT)

Statement of Work Details

  • Develop, implement, maintain, and periodically review security, emergency preparedness, and emergency response plans and related documentation for all NCI facilities located both on and off the NIH Bethesda campus, in coordination with the NCI Emergency Management and Physical Security Branch (EMPSB)
  • Independently research and analyze data to support NCI emergency planning efforts, including Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and other planning documents in accordance with applicable federal directives, national standards, and recognized best practices
  • Coordinate planning activities with NCI leadership and appropriate local, state, federal, and NIH stakeholders to ensure security and emergency plans are integrated with existing response and recovery frameworks
  • Work collaboratively with NCI staff to develop and maintain programs, policies, and procedures that support preparedness, prevention, mitigation, response, and recovery for all hazards, including natural, technological, human-caused, and national security emergencies
  • Develop and deliver education, outreach, training, drills, and exercises to ensure designated emergency personnel and the broader NCI workforce are prepared to respond effectively during emergencies
  • Serve as Project Manager for the Geographic Asset and Inventory Tracking (GAIT) Program and the NCI Crisis Communications Program
  • Maintain and support the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF) to ensure emergency resources, personnel, and operational capabilities are prepared to support training, exercises, and emergency response activities
  • Develop and maintain emergency management website content
  • Implement the NCI Fire Safety Training Program
  • Facilitate meetings and briefings
  • Act as system administrator for COOP software
  • Perform other activities necessary to support NCI's comprehensive security and emergency management program

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
