About the Position

The Award Administrator is responsible for providing institutional-level support to sponsored programs administration services including creating and maintaining relationships with extramural sponsors, presenting information to all stakeholders on behalf of the Department of Programs (DoP), directing negotiations and other efforts to timely resolution, and administrative problem-solving.

The Award Administrator will serve in an embedded role supporting operations at Fort Bragg and will be expected to work onsite at least two (2) days per week. This position will serve as a liaison with the Department of Clinical Investigations (Research), Defense Health Agency, and Womack Army Medical Center, while also supporting activities from Geneva’s corporate office in Fayetteville.

Salary Range

$70,000. Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.

QUALIFICATIONS

  • Bachelor's Degree or equivalent work experience required
  • Minimum of two (2) years' pre-award experience within the grants and contracts arena, and/or contracting experience, with emphasis in language/contract term review and recommendation
  • Experience with the administration of awards from various federal sponsors including grants and/or contracts
  • Ability to work independently, collaboratively, and proactively is required
  • Strong written and oral communication with a high level of customer service required
  • Experience managing fixed price, time & materials/labor hour, and cost type contracts (and/or subcontracts) and solid understanding of Government regulations associated with the administration of each
  • Ability to perform and comprehend price analyses
  • Advanced skills in grammar and technical editing ability required
  • Computer skills including intermediate level experience with Excel and other Microsoft Office Software required
  • Basic understanding of OMB Regulations, DoDGAR, FAR, DFARS, and other applicable regulations
  • Demonstrated knowledge of military logistics management and operations highly preferred

PREFERENCE WILL BE GIVEN TO CANDIDATES WITH:

  • Experience communicating and coordinating with General Officers, Noncommissioned Officers (NCOs), and civilian contractors
  • The ability to translate military leadership and unit-level operational experience into effective civilian research operations management practices
  • Prior experience working at FT Bragg
  • Experience analyzing command logistics programs, identifying operational or programmatic shortcomings, developing corrective recommendations, and presenting findings and recommendations to operational leaders to support decision-making

RESPONSIBILITIES

  • Review and assist with proposals for federal funding
  • Review and negotiate grants and contracts on behalf of the Geneva Foundation
  • Provide advice to both internal and external staff regarding critical and/or sensitive sponsored programs issues
  • Establish projects internally by completing required study startup activities in collaboration with Department of Programs (DoP) and Finance
  • Provide financial and budgetary oversight for projects with input from portfolio counterparts
  • Draft CRADAs, NDAs and/or teaming agreements, as applicable
  • Review and submit progress reports to sponsor ensuring accuracy and compliance with sponsor requirements
  • Provide support of study closeout activities including sponsor disposition requirements and receipt of final award deliverables in collaboration with portfolio personnel
  • Maintain and update files of applicable award documentation (including approvals, amendments, modifications, etc.) as well as any communications with the sponsor or any other Federal or regulatory office (including prior approvals, change in scope, etc.)
  • Serve as a primary point of contact between the Geneva Foundation and its sponsors, ensuring that all administrative requirements associated with the submission of applications, acceptance and conduct of awards, and issuance and monitoring of awards are met
  • Draft and submit sponsor correspondence such as requests for prior approval and no-cost extensions

In addition to the responsibilities outlined in the core job description, the Award Administrator will provide specialized pre-award and proposal development support services. Additional responsibilities may include:

  • Distributing funding opportunities externally to investigators, collaborators, and research teams

  • Interpreting funding opportunity announcements (FOAs), requests for applications (RFAs), program announcements, and sponsor guidance to ensure proposal compliance and completeness

  • Assisting with development of proposal budgets and budget justifications based on investigator-provided budgetary requirements and project needs

  • Conducting administrative and lay reviews of proposal components for:

    • Spelling and grammar

    • Formatting consistency

    • Readability and narrative flow

    • Adherence to sponsor instructions and FOA requirements

  • Managing proposal communications and tracking proposal component submissions, deadlines, and administrative requirements

  • Developing and maintaining proposal templates, checklists, routing tools, and other proposal support resources

  • Formatting biosketches and supporting documents in accordance with sponsor-specific formatting and compliance requirements

  • Drafting tailored templates, including letters of support

  • Preparing, completing, and coordinating sponsor-required administrative forms and application packages, including SF-424 form sets and associated attachments

The Award Administrator is expected to exercise sound judgment, strong organizational skills, and attention to detail while supporting complex proposal development activities in a deadline-driven environment.
