Job Summary:

The main responsibility of the Telecom Substation Technician - IBEW is for applying knowledge in telecommunications systems and network equipment in power system facilities and substations within the OT infrastructure (up to the point of interest/connection). This role responds to the telecommunications activities of a given geographical area, overnight stays, traveling away from home base and assisting other locations within the group. Takes standby and responds to trouble calls related to equipment failures and alarms. This position is with IBEW Local Union 222 and requires to be affiliate with the Union.

Job Description:

  • Performs maintenance, troubleshooting, testing, repairs, construction, installation, commissioning, modifications, and disposition of telecommunication and network equipment, e.g., telecommunications transmitters and receivers, RF Carriers, microwaves, multiplex equipment, IP Network (OT), remote terminal unit (RTU), mobile radios, fiber optics, cable, other systems, and devices related to telecommunications circuits; operates cranes, forklifts, bucket trucks, manlifts or other equipment used to move large objects or materials; as well as analyzes failures and related records of maintenance. 

  • Maintains records of maintenance, commissioning and installation activities performed on all telecommunications equipment.

  • Identifies all health, safety and environmental hazards associated with the work performed, develop, and implement safety plans to eliminate or mitigate those hazards. Job safety planning, adherence to safe work practices, operating company assigned vehicles are key components to the position.

  • Complies with established maintenance and work standards and all corporate policies, practices, and procedures as well as all legislative regulations that apply to the work performed.

  • Ensures comprehensive, documented job plans exist for all work performed. These job plans include all required tools, test equipment, manpower (including skill level requirements), job steps, hazards/barriers and references to corporate policies, practices, and procedures as well as a realistic estimate of real-time job duration.

  • Assists Supervisor by providing on the job coaching and mentoring for new employees and apprentices.

  • Identify improvements to systems/equipment/facilities by completing substation inspections.

  • Performs site related software, programs and drawing interpretation, and related software/firmware updating.

  • Be on a calendar standby rotation for 24/7 system operation support.

  • Completes work assignments without direct supervision and act as on-site Employee in Charge as required.

  • Takes responsibility for the completion of assigned work and ensure the work is of the highest possible quality.

  • Follows all policies and procedures.

  • Performs major storm restoration work and associated drills as assigned.

  • Performs other duties as assigned.

Additional Job Description:

EDUCATION AND EXPERIENCE:

  • Associate degree in electronics, telecommunications with 4 years of directly related experience or,

  • Journey Telecom Technician Certificate or other industry recognized certification.

  • Understanding of company safety practices and procedures

  • Familiarity of government, industry standards.

  • Experience in networking and IP networks is preferred.

  • Experience in installation of carrier equipment like microwave radios, fiber mux's, VHF radios and voice signaling is preferred.

LICENSES / CERTIFICATIONS:

  • Valid Puerto Rico driver’s license Category 9 is required

  • Permit to Operate Commercial Vehicle from The Transport and Other Public Services Bureau (NTSP, "Negociado de Transporte y Otros Servicios Públicos de Puerto Rico")

  • Driver's Record (DTOP)

  • Telecommunications technology certification is preferred.

  • Valid First Aid Certification (preferred)

  • OSHA Certification (preferred)

This position is classified as a safety-sensitive function and is subject to the U.S. Department of Transportation’s drug and alcohol testing regulations under 49 CFR Part 40. Candidates must meet all applicable federal requirements, including pre-employment and random testing, medical certification, and driver qualification standards.
