Bellese Technologies is looking for an experienced vision-focused Staff Product Manager to lead strategy for one of our distributed teams that support the Centers for Medicare and Medicaid Services (CMS) federal agency.
As a Staff Product Manager at Bellese, you are a recognized authority in product management, agile delivery, and digital services — setting long-term vision, shaping strategy in partnership with executive stakeholders, and translating high-level goals into roadmaps that drive meaningful outcomes for clients and the communities they serve. You have a deep understanding of the contracting landscape, including how policy, compliance, and procurement shape product decisions. You lead by example rather than authority, mentoring product staff, driving cross-team collaboration, and representing Bellese's product philosophy with clients and the broader civic tech community. Beyond contract delivery, you are a business leader — identifying opportunities for organic growth within your program, supporting company-wide business development initiatives, and partnering with senior Product leaders across the company to continuously elevate the product management practice.

Required Qualifications

3+ years operating at the Principal or equivalent senior IC level in a Product Management role

Bachelor’s degree or equivalent professional experience

Exceptional command of written and verbal English, with the ability to translate complex technical and policy concepts for diverse audiences

Deep understanding of the consulting mindset working with executive partners and stakeholders

Demonstrated habit of staying current with emerging industry trends, technologies, and methodologies — with the ability to form and articulate informed, evidence-based opinions on how they apply to product strategy, client outcomes, and long-term platform direction

Demonstrated experience owning long-term product vision and strategy across a portfolio of products or complex, multi-team programs

Strong command of modern product management practices including user-centered design, agile delivery, and continuous discovery

Track record of mentoring and elevating less experienced product practitioners

Proven ability to influence and align executive stakeholders, clients, and cross-functional delivery teams without formal authority

Experience contributing to business development efforts including proposals, client relationships, or practice growth initiatives
Preferred Qualifications

Familiarity with healthcare data standards, regulations, and systems — such as CMS programs, FHIR, eCQMs, or value-based care initiatives

Prior professional services, government, or federal consulting experience

Familiarity with procurement and contracting processes in the public sector or a highly regulated industry

Experience working directly with CMS, HHS, or similar federal health agencies

Familiarity with ATO processes, FedRAMP, or other federal compliance frameworks

Experience with quality reporting, payment models, or public-facing healthcare transparency programs

2+ years working on a remote team, preferably in a leadership position
