A Sr. Management Analyst job is available with the City of Fort Worth Neighborhood Services Department’s Planning and Reporting team. This position is responsible for planning, reporting and monitoring the Community Development Block Grant(CDBG), HOME, HOPWA, and other federal and state grant programs including the Five-Year Consolidated Plan, Action Plan, Citizen Participation Plan and Consolidated Annual Performance and Evaluation Report (CAPER) to maximize the impact of these resources for low- and moderate-income residents. This position supervises a three-member team. This position also leads the annual Public Service Agency request for proposals process, including facilitating agency training, evaluating proposals for eligibility, and preparing funding recommendations for consideration and approval. It also serves as a staff liaison for the City’s Community Development Council (CDC), which advises the City Council on priorities and funding recommendations for select federal grant programs. Department’s lead for the FWStat performance metrics initiative.

Minimum Qualifications:

  • Master’s degree from an accredited college or university with major coursework in Public Administration, Finance, Business Administration, or related field
  • Four (4) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience

Preferred Qualifications:

  • Minimum of three years of experience in community development, housing or human services
  • Minimum of three years of experience using the following HUD systems:
    • Integrated Disbursement and Information System (IDIS),Electronic Line of Credit Control System (eLOCCS),Disaster Recovery Grant Reporting System (DRGR) and HUD Environmental Review Online System (HEROS)
  • Extensive knowledge and experience in the administration of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and other federal or state grant programs, including related statutes, regulations, policies and processes
  • Supervisory experience and demonstrated success managing teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products
  • Comfortable with public speaking, and excellent written and verbal communication skills and good mathematical and/or financial skills

The Sr. Management Analyst job responsibilities include:

  • Administration of the City’s Community Development Block Grant (CDBG) and other grant programs, including compliance with federal and state planning and reporting requirements, annual budget preparation, related public hearing and citizen participation processes and regular consultation and communication with HUD program staff
  • Reviewing internal and external proposals for infrastructure, public service agency, public facilities, and other community development projects for eligibility in compliance with grant guidelines and providing recommendations on project eligibility or alternative funding
  • Managing the environmental reviews for grant eligible activities in coordination with other City departments and grant agencies
  • Assisting with ongoing data input, maintenance, and management of grant activities and financial information in various HUD systems which includes Monitoring the expenditure of grant funds to ensure accountability; and preparing reports, dashboards, and briefings to senior management regarding timeliness, red flags, and other grant reporting requirements
  • Writing and reviewing grant applications
  • Preparing other required planning documents for the Department, such as Analysis of Impediments to Fair Housing Choices or the City’s Housing Chapter of the Comprehensive Plan, to ensure that budgets and planning efforts align
  • Providing technical assistance and training for staff, non-profits, and other partners

Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
