Job Description:

Parsons is looking for an amazingly talented Senior MEP Systems Manager – Utilities / Power to join their team!

In this role you will be responsible for leading the end-to-end delivery of large-scale infrastructure utilities and power works, focusing on the management of processes, interfaces, and execution rather than direct design management.

This role oversees the planning, coordination, installation, testing, commissioning, and integration of major utilities and power systems (electrical networks, substations, utility corridors, pumping stations, etc.) across complex infrastructure projects. The position ensures that all MEP utilities/power activities are aligned with project objectives, stakeholder requirements, and regulatory compliance, while maintaining safety, quality, and schedule performance.

What You'll Be Doing;

  • Lead and own the delivery process for MEP utilities/power scope, from pre-construction through commissioning and handover.
  • Develop, implement, and maintain:
    • utilities/power delivery plans
    • Execution methodologies and workflows
    • Process maps for approvals, permits, and utility coordination
    • Standard operating procedures for installation and commissioning activities
  • Ensure clear definition of roles, responsibilities, and interfaces between design teams, contractors, consultants, and authorities.
  • Drive standardization and continuous improvement in processes (RFI management, submittals, inspections, testing, handover).
  • Manage utilities and power works across major infrastructure elements such as:
    • Primary and secondary electrical networks
    • Substations, switchgear rooms, and control centers
    • Utility corridors (power, water, sewer, telecom, gas, district cooling)
    • Pumping stations, reservoirs, and related MEP installations
    • Road, rail, and public realm interfaces
  • Coordinate construction sequencing for utilities/power with civil, structural, and roadworks to avoid clashes and rework.
  • Oversee utility diversion, protection, and new installations, ensuring uninterrupted service and safe execution.
  • Align utility and power activities with overall project phasing, traffic management plans, and stakeholder constraints.
  • Act as the primary point of contact for all MEP utilities/power delivery matters with:
    • Utility providers (electricity, water, sewer, telecom, gas, district cooling)
    • Government agencies and regulatory authorities
    • Client representatives and project management consultants
    • Main contractors and specialist MEP/utilities subcontractors
  • Manage approval processes for NOCs, permits, connection agreements, energization approvals, and commissioning sign-offs.
  • Facilitate coordination meetings and workshops to resolve interface issues and align schedules and responsibilities.
  • Ensure timely communication of constraints, changes, and risks to all stakeholders.
  • Oversee on-site execution of utilities/power works, focusing on process adherence rather than direct design control.
  • Ensure contractors implement works in line with approved method statements, risk assessments, and project procedures.
  • Monitor:
    • Installation progress against milestones
    • Compliance with standards, specifications, and authority requirements
    • Coordination between multiple contractors within shared corridors and facilities
  • Support resolution of technical and logistical issues by ensuring proper escalation and structured problem-solving processes.
  • Champion safety culture for all utilities/power activities, especially where high-voltage and deep excavation works are involved.
  • Ensure implementation of:
    • HV/LV safety procedures and lockout-tagout protocols
    • Excavation and trench safety controls
    • Confined space entry procedures (for manholes, chambers, etc.)
  • Oversee QA/QC processes for utilities/power installations, including inspections, test plans, and documentation.
  • Ensure compliance with relevant codes, regulations, and standards applicable to infrastructure and utility works.
  • Lead the process for testing, commissioning, and energization of power and utilities networks, including:
    • Factory Acceptance Tests (FAT) coordination
    • Site Acceptance Tests (SAT) and system integration tests
    • Network energization and stepwise commissioning plans
    • Integration with SCADA, , and central control systems where applicable
  • Ensure complete, accurate, and structured handover documentation:
    • As-built records
    • Test certificates and commissioning reports
    • O&M manuals and asset data
    • Final NOCs and authority approvals
  • Coordinate training and handover sessions for the client’s operations and maintenance teams.
  • Integrate utilities/power scope into the overall project master program; track progress and forecast deviations.
  • Identify and manage key risks related to:
    • Utility provider dependencies
    • Access and right-of-way constraints
    • Dependencies with roadworks, structures, and third-party projects
    • Energization and outage planning
  • Support change management by:
    • Assessing impact of design changes on process and schedule
    • Coordinating implementation of approved changes
    • Ensuring updated communication to stakeholders and contractors
  • Lead a team of MEP/utilities managers, engineers, coordinators, and inspectors responsible for utilities/power scope.
  • Build capability within the team for process-driven delivery, documentation, and stakeholder coordination.
  • Mentor staff on best practices for large-scale infrastructure utilities/power execution.
  • Promote collaboration, accountability, and proactive risk management within the delivery team.

What Required Skills You'll Bring;

  • Bachelor’s degree in Electrical Engineering, or related discipline.
  • Master’s degree or advanced qualification in Infrastructure/Utilities/Power Systems Engineering is an advantage.
  • Minimum 15 years of experience in MEP/utilities/power delivery, with at least – years in a senior management role.
  • Proven experience leading utilities and power scope on large-scale infrastructure projects such as:
    • Urban infrastructure developments
    • Transportation corridors (roads, rail, metro)
    • Industrial zones, economic cities, or master-planned communities
    • Large public realm and utility corridor projects
  • Strong track record in process and delivery management rather than direct design control, including authority coordination and stakeholder management.
  • Project management certification (PMP or equivalent) preferred.
  • Professional Engineer or Chartered Engineer status beneficial.
  • Membership in relevant professional bodies is an advantage.
  • Solid understanding of:
    • Electrical distribution networks (HV/MV/LV) and substations
    • Utility corridor planning and conflict resolution
    • Utility diversion, protection, and new service implementation
    • Testing, commissioning, and energization processes for infrastructure utilities
  • Strong capability in:
    • Program and interface management
    • Process mapping and workflow optimization
    • Authority and utility provider coordination
    • Construction methodology and sequencing
