About the Role

As the Senior Manager of Regulatory Compliance & Deputy Money Laundering Reporting Officer, you will play a key role within Nium's Regulatory Compliance team, supporting the management of regulatory obligations and financial crime prevention initiatives to support the compliance program in Canada. You will work closely with the Director of Regulatory Compliance and MLRO and contribute to ensuring full compliance with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and related FINTRAC regulations, as well as PSP, RPAA, and provincial/other national compliance requirements. You will manage client onboarding processes, oversee transaction monitoring activities, and lead the detection and prevention of financial crime including money laundering and terrorist financing.

Key Responsibilities

  • Support the development and implementation of Financial Crime and AML methodology to manage regulatory risk and ensure adherence to FINTRAC regulations under the PCMLTFA.
  • Monitor changes to FINTRAC regulations and AML/CTF laws, ensuring the organization promptly adapts its policies and procedures.
  • Serve as a key contact with FINTRAC and other regulatory bodies on AML/CTF matters, supporting the Director's engagement with regulators.
  • Identify control gaps and lead the implementation of control enhancements in AML, OFAC, and Regulatory Compliance.
  • Support the development of country-specific risk assessments and identify control gaps and remediation plans.
  • Support compliance oversight and testing activities and oversee internal reporting on AML/CTF internal controls, fraud, and periodic compliance matters.
  • Act as a subject matter expert for the business and management on compliance-related matters in Canada.
  • Review and approve high-risk business for institutional clients in Canada, including financial institutions and Banking as a Service Clients.
  • Support external audits (AML, RPAA, etc.) and coordinate responses to bank partner requests.
  • Lead the risk assessment process to identify, assess, and manage the organization's AML/CTF risks across product, service, customer, and geographic dimensions.
  • Ensure timely and accurate filing of FINTRAC reports, including Suspicious Transaction Reports (STRs) and Electronic Funds Transfer (EFT) Reports in accordance with legal deadlines.
  • Support advisory initiatives to improve and streamline compliance operational processes and systems through automation and technology.
  • Support the rollout and ongoing management of the Compliance Training Framework.
  • Participate in Compliance or business-driven projects, including regulatory developments and strategic initiatives.
  • Support the Retail Payment Activities Act (RPAA) compliance program, including regulatory reporting obligations, safeguarding controls, and ongoing ownership of regulatory requirement updates and change management.
  • Support the Payment Service Provider (PSP) compliance program, including program infrastructure, regulatory reporting, and lifecycle of evolving PSP regulatory obligations and supervisory expectations.
  • Support the operationalization of Stablecoin-related compliance requirements, including development of policies, controls, and reporting frameworks aligned with applicable regulatory guidance and emerging legislative developments.
  • Oversee and manage significant regulatory and independent program audits, including examination preparation, response coordination, findings remediation, and validation of corrective action plans to closure.
  • Requirements

  • 10+ years of experience (minimum) within regulated companies in Canada in senior compliance roles with robust knowledge of Compliance topics (KYB / KYC, AML/CFT, Sanctions, PSP, RPAA, etc).
  • Experience in a Canadian compliance role with exposure to PCMLTFA, FINTRAC, RPAA, and AML/CTF regulatory requirements.
  • Deep understanding of the regulatory environment of the Payments/Fintech industry in Canada.
  • ACAMS or CRCM certification (preferred) or relevant professional compliance certification.
  • Experience with correspondent banking, banking as a service, or Financial Institution clients from the Americas region.
  • Strong analytical skills with experience in problem-solving and implementing compliance solutions.
  • Demonstrate clear sense of accountability in performing the role and a positive demeanor.
  • Ability to identify risks, control gaps, and inefficiencies; see the bigger picture, challenge the current status quo and define scalable and sustainable processes and methodology.
  • Ability to lead end-to-end process and control improvements cross-functionally and across various regions.
  • Able to prioritize quickly and meet deadlines under pressure.
  • Strong stakeholder management and communication skills.
  • Team player with strong collaborative qualities, including demonstrated ability to work effectively with cross-functional teams.
  • Ability to communicate in fluent spoken and written English.
  • Demonstrated experience building and managing an RPAA compliance program.
  • Demonstrated experience building and managing a PSP compliance program.
  • Significant experience working with and engaging regulators and managing regulatory examinations and independent program audits.
  • Experience with Stablecoin operationalization, including development of compliance controls, regulatory reporting structures, and alignment with applicable domestic and international regulatory requirements and guidance.
  • Highly Desired

  • Fluency in spoken and written French.
  • Experience building and leading compliance teams or mentoring junior compliance professionals.
