Job Description:
Parsons is seeking an accomplished and delivery-driven Senior Engineering Manager to join its Delivery Partner team supporting the client. The role provides senior technical leadership, engineering assurance, multidisciplinary design and construction integration, stakeholder coordination, and delivery oversight for assigned infrastructure and development packages.
Acting within the Delivery Partner governance framework and agreed delegated authority, the Senior Engineering Manager represents Parsons in technical coordination with the client, other delivery partners, designers, contractors, supervision teams, statutory authorities, utility providers, and programme functions. The role ensures that engineering activities are planned, coordinated, reviewed, assured, reported, and progressed in accordance with approved scope, contractual obligations, programme baselines, applicable standards, and client procedures.
The role combines strategic programme awareness with practical delivery judgment across design, procurement, construction, testing, commissioning, operational readiness, and handover. It provides oversight, challenge, integration, assurance, and timely escalation without replacing the appointed designer’s professional design responsibility or the contractor’s responsibility for construction means, methods, sequencing, temporary works, and execution.
What You’ll Be Doing
- Lead the planning, coordination, review, assurance, and timely delivery of multidisciplinary engineering and design activities across assigned project packages.
- Establish and maintain engineering delivery strategies and plans, design-management plans, deliverable schedules, review workflows, approval matrices, technical governance arrangements, requirements-traceability records, and decision registers.
- Coordinate technical inputs across civil, structural, architectural, MEP, utilities, roads, drainage, ICT/ELV, security, landscape, logistics, mobility, infrastructure, and specialist disciplines, as applicable.
- Ensure engineering deliverables comply with approved scope, Employer’s Requirements, budgets, design standards, specifications, applicable Saudi Arabian regulations, authority requirements, and agreed programme milestones.
- Lead documented and traceable technical reviews through concept, schematic, detailed design, IFC, construction support, testing, commissioning, and handover stages; drive closure of comments, RFIs, technical queries, non-conformances, design changes, and interface actions.
- Review submissions for compliance, completeness, coordination, constructability, maintainability, operational suitability, resilience, accessibility, and readiness for procurement, construction, statutory approval, commissioning, and asset handover.
- Challenge incomplete, uncoordinated, non-compliant, or impractical proposals that could introduce avoidable safety, cost, programme, authority, operational, maintainability, resilience, or constructability risk.
- Plan and implement design verification, independent checking, peer and specialist review, compliance certification, design-risk management, and value-engineering assessments that improve whole-life value without compromising required outcomes.
- Lead programme-level engineering governance across the assigned multi-package portfolio, including governance calendars, deliverable schedules, review workflows, approval matrices, decision registers, requirements-traceability records, and auditable assurance evidence.
- Establish and drive a regular technical governance and escalation cadence across the client, Parsons, other delivery partners, designers, and contractors, including engineering coordination, interface reviews, design-risk reviews, progress reporting, and executive decision forums.
- Define, coordinate, and assure engineering readiness for each applicable programme stage gate, confirming that required technical deliverables, approvals, design maturity, interfaces, risks, decisions, authority requirements, constructability inputs, cost and programme impacts, and supporting evidence are complete and traceable.
- Lead technical reviews at concept, schematic, detailed design, IFC, construction support, and handover stages.
- Lead stage-gate readiness reviews and recommend progression, conditional progression, hold, or escalation in accordance with the approved governance framework and delegated authority.
- Maintain a stage-gate compliance and action tracker, identify packages at risk of missing entry or exit criteria, assign accountable owners and target dates, and escalate unresolved gaps with clear impact statements and recovery actions.
- Ensure that any conditions, exceptions, waivers, residual risks, and decisions arising from a stage gate are formally approved, recorded, communicated, and closed before the next dependent commitment or release.
- Prepare concise, decision-oriented engineering status reports, dashboards, risk summaries, stage-gate submissions, and executive presentations for the client and Parsons leadership.
- Maintain portfolio visibility of technical risk, outstanding decisions, late information, resourcing constraints, and interface dependencies, and drive accountable closure.
- Support procurement through technically robust scopes, tender deliverables, clarification responses, technical evaluations, comparative assessments, and recommendations aligned with approved governance and stage-gate requirements.
- Represent Parsons and the client in engineering coordination meetings, design workshops, technical reviews, interface forums, progress and risk reviews, client governance sessions, and stakeholder engagements.
- Ensure engineering activities follow the Delivery Partner Agreement, project governance framework, delegated-authority matrix, approved procedures, contractual obligations, and client requirements.
- Review and recommend approval of technical submissions, design changes, deviations, value-engineering proposals, and technical decisions; exercise approval authority only where formally delegated.
- Coordinate with Project Management, Commercial, Contracts, Planning, Project Controls, Quality, HSE, Procurement, Construction, Logistics, Commissioning, and Document Control on matters affecting scope, change, payment milestones, claims exposure, programme entitlement, or project risk.
- Identify and notify the appropriate project, commercial, and contracts leads of technical matters with potential cost, time, scope, procurement, entitlement, or claims implications, and provide timely technical substantiation for formal notices, instructions, variations, and scope clarifications.
- Maintain a technical change log covering origin, rationale, approval status, scope and interface impacts, cost and schedule assessment status, and implementation requirements.
- Ensure technical instructions, comments, approvals, changes, decisions, and key correspondence are formally documented, controlled, traceable, and communicated through agreed processes.
- Escalate matters outside delegated authority, including significant non-compliance, material safety concerns, programme-critical constraints, unresolved interfaces, authority risks, and potential commercial exposure, with clear recommendations and mitigation actions.
- Serve as a principal technical interface between the client, Parsons, adjacent delivery partners, designers, contractors, supervision teams, utility providers, authorities, asset owners, operations teams, and specialist stakeholders.
- Lead the identification, ownership, coordination, and resolution of complex cross-package and multidisciplinary interfaces, particularly shared infrastructure, utilities, corridors, access, logistics, enabling works, temporary works, diversions, tie-ins, and operational interfaces.
- Maintain current interface registers, responsibility matrices, technical decision logs, action trackers, design-coordination trackers, assumptions logs, and risk registers; drive accountable closure.
- Coordinate and monitor statutory, utility, and authority approval requirements, supporting the responsible designer or contractor to secure timely submissions, responses, permits, NOCs, approvals, and service agreements.
- Engage stakeholders early to resolve conflicts in design criteria, construction sequencing, service diversions, access, maintenance, operational requirements, and asset handover.
- Work closely with Construction Management and Site Supervision teams to align engineering solutions with practical sequencing, work-front release, access, logistics, utilities, temporary works, procurement, testing, commissioning, and handover requirements.
- Review and coordinate RFIs, shop drawings, technical and material submittals, method-statement interfaces, design clarifications, field changes, temporary works interfaces, and contractor proposals in accordance with approved workflows and delegated authority.
- Monitor design maturity and release of construction-ready information; identify gaps or late decisions that could disrupt procurement, long-lead items, site productivity, sequencing, testing, commissioning, or handover.
- Assess technical, safety, quality, programme, cost, authority, and downstream-interface implications of proposed changes before recommendation or approval.
- Monitor implementation against approved design intent and support resolution of non-conformances, deviations, field changes, and commissioning issues; escalate material departures and risks.
- Lead integration of BIM, digital engineering, and information-management requirements into engineering delivery.
- Ensure compliance with Employer Information Requirements, approved BIM Execution Plans, ISO 19650 principles where adopted, Master and Task Information Delivery Plans, Common Data Environment procedures, model-review protocols, and asset-information requirements.
- Ensure coordinated use of discipline and federated models, drawings, schedules, asset data, and technical documents, and drive early resolution of clashes, utility interfaces, access constraints, maintenance clearances, constructability issues, and data-quality gaps.
- Monitor use of coordinated 3D models and, where applicable, 4D sequencing and 5D cost information to identify programme, logistics, phasing, constructability, and cost risks early.
- Ensure model and information deliverables support design coordination, construction planning, commissioning, operations readiness, record-model requirements, asset information, and handover.
- Lead the technical contribution to the integrated master schedule, including design dependencies, review periods, interface milestones, authority approvals, procurement lead times, construction releases, testing, commissioning, and handover.
- Challenge programme logic where technical sequencing, design maturity, approvals, or information-release dates are impractical or do not support safe and efficient delivery.
- Develop, monitor, and drive engineering recovery plans for delayed deliverables, outstanding approvals, unresolved interfaces, and programme-critical technical issues.
- Monitor consultant, designer, contractor, and specialist-subcontractor performance against scope, schedules, staffing commitments, deliverable quality, technical KPIs, and contractual obligations.
- Prepare concise, decision-oriented weekly and monthly engineering reports, dashboards, briefing and decision papers, risk summaries, progress updates, exception reports, and executive presentations.
- Track engineering progress, overdue actions, comment closure, RFI ageing, design maturity, interface health, authority status, technical risk, decisions, change assessments, and recovery actions; escalate critical trends promptly.
- Capture lessons learned from design, construction, testing, commissioning, and handover and incorporate applicable improvements into current and future packages.
- Ensure engineering solutions incorporate operational readiness, maintainability, reliability, resilience, accessibility, lifecycle cost, security, emergency response, and asset-management requirements from the earliest design stages.
- Coordinate with operations, facilities management, security, ICT, mobility, commissioning, and asset-information stakeholders to capture requirements before design freeze and construction release.
- Support development and review of testing, commissioning, integrated-systems testing, training, asset data, O&M documentation, warranties, record information, and handover requirements.
- Lead, mentor, and develop engineering managers, discipline engineers, design and interface managers, technical coordinators, and support staff; define clear responsibilities, deliverables, decision rights, and performance expectations.
- Ensure suitable resources are available for project priorities, peak design periods, critical interfaces, construction activities, and key technical decisions; support recruitment, onboarding, succession planning, and capability development.
- Promote technical excellence, accountability, collaboration, early risk identification, continuous improvement, ethics, and compliance.
- Ensure compliance with Parsons and client health, safety, environmental, quality, and sustainability requirements. Exercise Stop Work authority where an immediate unsafe condition presents unacceptable risk.
- Support audits, quality reviews, technical assurance reviews, and continuous-improvement initiatives across the Delivery Partner team.
What Required Skills You'll Bring;
- Bachelor’s degree in Civil, Structural, Mechanical, Electrical, Architectural Engineering, or a related engineering discipline from a recognized institution.
- Master’s degree in Engineering, Project Management, Construction Management, or Business Administration is preferred.
- Professional engineering registration, chartership, or equivalent recognized professional membership is preferred.
- Minimum 15 years of progressive experience in engineering, design management, project delivery, construction management, or technical assurance, including at least 7 years in a senior management or leadership role.
- Proven delivery experience on major infrastructure, mixed-use, entertainment, hospitality, residential, commercial, transport, utilities, or master-planned development programmes, preferably large-scale, multi-package, fast-track programmes in Saudi Arabia or the GCC.
- Demonstrable experience in client-side, Delivery Partner, PMC, Engineer’s Representative, consultant, contractor, or design-and-build environments, including consultant and contractor oversight, technical governance, contract administration, change control, interface management, risk management, and formal reporting.
- Proven ability to manage multidisciplinary engineering interfaces through design, procurement, construction, testing, commissioning, operational readiness, and handover.
- Strong knowledge of engineering and master-planning processes, construction methodologies, constructability, temporary works interfaces, logistics, utilities coordination, technical assurance, statutory and authority approvals, applicable standards, regulatory codes, and commissioning and handover requirements.
- Strong knowledge of BIM, digital engineering, Common Data Environments, model coordination, information-management requirements, and asset-information handover principles.
- Strong technical judgment and ability to distinguish critical engineering risks from routine coordination matters, anticipate challenges, develop practical mitigation, and make sound, data-driven decisions.
- Excellent written and verbal communication, formal correspondence, reporting, presentation, negotiation, stakeholder-management, and team-leadership skills.
- Demonstrated experience in programme or PMO governance, stage-gate assurance, executive reporting, portfolio-level risk tracking, procurement support, and multidisciplinary decision governance.
- Proficiency in Microsoft Office and working knowledge of engineering, information-management, coordination, and programme platforms such as Autodesk Construction Cloud, BIM 360, Navisworks, Revit, Primavera P6, Aconex, SharePoint, or equivalent systems.
