Job Description:

Parsons are looking for an exceptionally talented Risk Manager to join their team! The Risk Manager – Infrastructure is responsible for establishing, maintaining, and leading the risk management framework for major infrastructure projects, with a focus on roads, civil works, and structural assets. This role ensures that project risks are identified, assessed, quantified, and effectively managed across design, construction, commissioning, and handover, providing assurance to senior management, investors, and stakeholders that project objectives for safety, cost, schedule, quality, and performance are protected.

What You'll Be Doing;

  • Develop, implement, and maintain a comprehensive risk management framework aligned with project governance, corporate standards, and international best practice.
  • Establish risk management policies, procedures, and tools specifically tailored to roads, civils, and structural works on mega projects.
  • Define risk categories and taxonomies (e.g. technical, construction, geotechnical, interfaces, regulatory, environmental, HSE, commercial, contractual, stakeholder, and schedule risks).
  • Ensure risk management is integrated into project lifecycle processes, including concept, design, procurement, construction, testing & commissioning, and operations readiness.
  • Lead structured and recurring risk identification workshops with multi-disciplinary teams (designers, construction managers, planners, HSE, procurement, commercial, and operations).
  • Identify and document risks related to:
    • Highway alignments, interchanges, and network interfaces.
    • Major structures including bridges, viaducts, tunnels, retaining walls, culverts, and foundations.
    • Geotechnical conditions, ground improvement, and subsurface uncertainties.
    • Utilities diversions, third-party assets, and corridor constraints.  Conduct qualitative risk assessments using defined scales for likelihood and impact across cost, schedule, safety, quality, reputation, and environment
  • Support risk identification for constructability, logistics, traffic management, and temporary works on complex civil and structural elements.
  • Develop and maintain quantitative risk models for mega projects, including:
    • Cost risk analysis and contingencies.
    • Schedule risk analysis using tools such as Monte Carlo simulation.
  • Work closely with planning and cost control teams to integrate risk data into:
    • Project schedules (P6P6P6 or equivalent).
    • Cost estimates and budget baselines.
  • Provide risk-adjusted forecasts, contingency recommendations, and probabilistic completion dates for key milestones and project handover.
  • Work with project teams to define, evaluate, and implement risk mitigation strategies for high-priority risks, including:
    • Design optimization and alternative technical solutions.
    • Ground investigation programs and advanced geotechnical analysis.
    • Construction methodology changes and staging strategies.
    • HSE and traffic management measures.
    • Contractual and commercial risk allocation with contractors and suppliers.
  • Monitor the implementation of agreed mitigation plans, track effectiveness, and update residual risk ratings accordingly.
  • Promote balanced risk-reward decision-making, ensuring that mitigations are cost-effective and aligned with project objectives.
  • Own and maintain the master risk register for roads, civils, and structural works.
  • Ensure consistency in risk descriptions, ownership, status, and action tracking across all project packages and contracts.
  • Develop templates and guidelines for package-specific risk registers and coordination with contractors and consultants.
  • Produce regular risk reports and dashboards for:
    • Senior management and steering committees.
    • Lenders, sponsors, and external stakeholders.
    • Technical and delivery teams.
  • Highlight emerging risks, risk trends, cumulative exposure, and changes in risk profile, including early warning indicators.
  • Identify and manage risks arising from interfaces between:
    • Road/civil works and adjacent developments or existing infrastructure.
    • Structures and other systems.
  • Coordinate with external stakeholders (government agencies, regulators, utility owners, municipalities, landowners, and communities) to understand and manage regulatory, permitting, and social risks.
  • Support land acquisition, right-of-way, and permitting teams with risk analysis and mitigation strategies.
  • Ensure compliance with internal risk policies, project risk management plans, and relevant standards.
  • Support internal and external audits related to risk management and governance.
  • Provide assurance to executive leadership that major technical, safety, and commercial risks on roads, civils, and structures are identified and managed.
  • Participate in design reviews, constructability reviews, and safety in design sessions from a risk perspective.
  • Champion a proactive risk-aware culture within the project organization and supply chain.
  • Provide training, coaching, and guidance to project teams on risk management tools, techniques, and best practices.
  • Facilitate lessons-learned reviews and incorporate outcomes into future risk assessments and mitigation strategies.
  • Continually improve risk management processes based on feedback, performance data, and industry developments.

What Required Skills You'll Bring;

  • Bachelor’s degree in Civil Engineering, Structural Engineering, Construction Management, Risk Management, or a related discipline.
  • Preferably a Master’s degree in Engineering, Project Management, or Risk Management.
  • Professional qualifications/certifications (e.g. PMI-RMP, IRM, CRM, or equivalent) are highly desirable.
  • 10+ years of experience in risk management, project controls, or engineering roles on large-scale infrastructure projects.
  • Proven experience managing risks for:
    • Major road and highway projects.
    • Complex civil and structural assets (bridges, tunnels, viaducts, foundations, large retaining structures).
    • Multi-billion-dollar or mega projects with multiple packages and stakeholders.
  • Strong knowledge of:
    • Risk management frameworks.
    • Construction techniques for roads and heavy civil works.
    • Structural engineering principles and geotechnical considerations.
    • Project management and controls (cost, schedule, change, and contract management).
