The utility seeks an experienced leader for its Middle Office and Market Settlements team of technical professionals, who manage power market settlements, counterparty credit risk, electric market rules, hedge program reporting, and trade policy compliance.


 

Job Description:

Risk Control Program Manager

Purpose:

Under minimal direction, this position is responsible for providing risk control functions to ensure compliance with the City’s fuel and energy trading risk management policies, procedures, and processes; Electric Reliability Council of Texas (ERCOT) protocols and rules; Federal Energy Regulatory Commission rules; and the City of Austin and Austin Energy (AE) financial policies and processes and procedures.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Advises Risk Oversight Committee, Chief Risk Officer, and other interested parties on the state of energy trading and risk management program compliance, performance, violation of governing rules and regulations, and the City and AE’s exposure to various risks. 

  • Provides oversight to the installation and implementation of deal capture and risk analytical systems for monitoring the compliance and measuring the performance of AE’s fuel and energy trading and risk management operation.

  • Provides leadership in development and implementation of internal processes to monitor, evaluate, and report on fuel and energy trading, property insurance, claims, infrastructure, and risk management operation to ensure compliance with the established rules, standards, policies, and procedures.

  • Trains appropriate staff and managers on fuel and energy trading, liability insurance, claims, infrastructure, and risk management rules, standards, and processes to ensure compliance.

  • Manages credit risk for fuel and energy trading and risk management operation. Manage AE’s credit requirements with ERCOT.

  • Represents AE in ERCOT protocol development activities to defend municipality owned utilities position.

  • Provides liability and risk strategies to AE’s Management/Executive Team and works with City’s Litigation team.

  • Conducts and reviews infrastructure billing and collections.

  • Manages the Austin Energy enterprise risk management function.

Responsibilities - Supervisor and/or Leadership Exercised:

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of wholesale fuel and energy market and evolving industry and regulatory development and impact on fuel and energy industry.

  • Knowledge of applicable processes, techniques, and methods in area of utility financing, energy risk management.

  • Knowledge of Credit Risk Management.

  • Knowledge of Liability, Claims, Infrastructure and Property Insurance.

  • Knowledge of Federal, State, and Local laws and ordinances governing risk management in the electric utility industry.

  • Knowledge of electric industry reliability practices, policies, and procedures, and standards.

  • Knowledge of Austin Energy’s wholesale power and fuel requirements.

  • Knowledge of fiscal planning and budget preparation including financial regulatory and managerial accounting practices and FERC requirements.

  • Knowledge of supervisory and managerial techniques and principles.

  • Skill in risk metrics analysis and financial and physical portfolio.

  • Skill in oral and written communication.

  • Skill in planning and organization.

  • Ability to work with frequent interruptions and changes in priorities.

  • Ability to train others.

  • Ability to quickly recognize and analyze irregular events.

Minimum Qualifications:

  • Graduation with a Bachelor's degree in related field, plus six (6) years’ experience in assigned areas of risk management, finance, or related fields, of which two (2) are in a lead/supervisory capacity.

  • Graduation with a Master’s degree in related field may substitute for two (2) years of experience.

Licenses and Certifications Required:

  • None.

Preferred Qualifications:

  • Experience generating quantitative and qualitative results for valuation, risk, credit risk management, and performance measurement for a trading operation.

  • Experience in managing power settlements with an Independent System Operator (ISO), such as the Electric Reliability Council of Texas (ERCOT), including verifying settlements, reporting on revenue categories and charge groups, and managing ISO disputes.

  • Knowledge of best practices in governance, checks and balances, and audit support for trading and fuel purchase programs.

  • Experience in negotiating, valuing, and/or settling utility-scale Power Purchase Agreements for renewable electric power or other complex, long-term commodity contracts.

  • Skill and experience in leading complex projects to successful completion.

Pay Range: Salary is commensurate with experience and the approved salary range.
