The Opportunity:

Join the CACI team dedicated to advancing national security through innovative irregular warfare and operations expertise. CACI is hiring Return on Investment (ROI) Specialists on a program that delivers mission-critical advisory, training, and operational support services that help mission partners stay ahead of rapidly evolving global threats. This role is responsible for cost-benefit analysis, producing readiness metrics and analyzing and evaluating financial and strategic returns while applying provide ROI methodologies to ensure that every resource delivers measurable, mission-aligned results.

Responsibilities:

  • Evaluates financial, strategic, operational, and mission-capability returns on major defense investments supporting irregular warfare, information operations, and psychological operations.

  • Leads enterprise-level assessment of vendor performance, delivery effectiveness, and mission outcomes to determine whether contracted support achieves intended operational effects.

  • Develops and applies advanced ROI frameworks that measure both tangible and intangible outcomes, including behavioral influence, operational reach, deterrence value, partner-force impact, campaign effectiveness, and strategic messaging effects.

  • Coordinates across Combatant Commands, Service components, interagency partners, and vendor teams to assess irregular warfare and information-related capabilities in support of Department of War priorities.

  • Provides senior-level analysis of how investments improve readiness, operational tempo, campaign integration, and effectiveness across irregular warfare and operations in the information environment.

  • Designs innovative evaluation models to assess the cost of conflict, influence operations, psychological effects, adversary behavior, and non-kinetic mission impact where traditional financial metrics are insufficient.

  • Assesses vendor delivery against contractual requirements, performance standards, operational objectives, and desired mission effects; identifies gaps, risks, and corrective actions.

  • Applies private-sector financial practices, acquisition reform principles, and lifecycle cost analysis to improve investment decisions and reduce total cost of ownership.

  • Routinely briefs executive leadership, general officer staff, and senior government stakeholders on complex mission outcomes, investment effectiveness, vendor performance, and recommended courses of action.

  • Translates lessons learned, operational data, and campaign assessments into actionable recommendations that inform future investments, acquisition strategy, and operational planning.

  • Operates with a high degree of independence, exercising expert judgment on complex problems where analysis may be ambiguous, incomplete, or dependent on non-traditional measures of effectiveness.


Qualifications:
Required: 

  • Active TS/SCI security clearance

  • Bachelor’s degree in business administration, finance, economics, statistics, operations research, national security studies, or a related field

  • 12+ years of progressive experience in strategic analysis, ROI assessment, performance evaluation, operational assessment, cost-benefit analysis, or corporate-level statistics

  • Expert knowledge of ROI methodologies, measures of effectiveness, measures of performance, lifecycle cost analysis, and mission-impact assessment

  • Proven ability to evaluate vendor performance, contract delivery, and mission support effectiveness against strategic and operational objectives

  • Experience developing assessment frameworks for non-kinetic, influence-based, behavioral, or information-related effects

  • Demonstrated ability to brief executive leaders, general officer staff, and senior government officials on complex findings and recommended future actions

  • Ability to synthesize financial, operational, intelligence, and mission-performance data into clear decision-quality analysis

  • Experience operating independently in complex, high-visibility environments with senior stakeholder engagement and enterprise-level impact

Desired:

  • Active PMP certification

  • Master’s degree in business, finance, operations research, national security, strategic studies, data analytics, or related discipline

  • Prior experience supporting USCENTCOM or another Combatant Command in an irregular warfare, information operations, PSYOP, assessment, or investment-analysis role

  • Experience supporting Department of Defense acquisition, program management, or vendor-performance evaluation

  • Familiarity with campaign assessment, influence assessment, behavioral analytics, operational design, and information advantage concepts

  • Experience working with inter-agency, joint, coalition, or partner-force stakeholders

  • Advanced proficiency with data visualization, statistical analysis, dashboard development, or executive decision-support tools

  • Demonstrated mastery of psychological operations, irregular warfare, information operations, and operations in the information environment

  • Expert knowledge of ROI methodologies, measures of effectiveness, measures of performance, lifecycle cost analysis, and mission-impact assessment

  • Proven ability to evaluate vendor performance, contract delivery, and mission support effectiveness against strategic and operational objectives

  • Experience developing assessment frameworks for non-kinetic, influence-based, behavioral, or information-related effects

  • Demonstrated ability to brief executive leaders, general officer staff, and senior government officials on complex findings and recommended future actions

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,800 - $199,700
