This position requires exceptional leadership, stakeholder engagement, and federal program delivery experience. You will guide cross-functional teams through project initiation, requirements development, architecture planning, Agile delivery, testing, security compliance, deployment, training, and transition to operations.
The Project manager will serve as the primary delivery lead across program management, client engagement, and solution execution, overseeing contractual deliverables, Agile teams, EPLC governance activities, SA&A support, and ATO readiness while managing scope, schedule, budget, risks, and stakeholder expectations.
Role and Responsibilities:
- Leads the planning, execution, and successful delivery of the CWHSP Miners' Health Portal program, ensuring alignment with contract requirements, mission objectives, and stakeholder expectations.
- Manages program scope, schedule, budget, resources, risks, and dependencies across all phases of the software development lifecycle, from initiation through deployment and closeout.
- Serves as the primary point of contact for CDC and NIOSH stakeholders, facilitating governance reviews, status reporting, executive briefings, and customer engagement activities.
- Drives Agile delivery efforts by leading cross-functional teams of business analysts, architects, developers, testers, security specialists, and trainers to deliver high-quality solutions
- Ensures compliance with federal security, privacy, accessibility, and governance requirements, including FISMA, FedRAMP, NIST, Section 508, EPLC, and Authority to Operate (ATO) activities.
- Develops and maintains program management artifacts, monitors performance metrics, and oversees knowledge transfer, training, and operational readiness activities to support long-term program success
Required Skills
- 8+ years of project management experience supporting Federal Government IT projects.
- 5+ years of experience delivering software development, application modernization, or digital transformation projects.
- Demonstrated experience managing Agile software development projects using Scrum, Kanban, or hybrid methodologies.
- Experience supporting Microsoft-based solutions, including Azure, Power Platform, Dynamics 365, or comparable enterprise technologies.
- Strong understanding of FISMA, FedRAMP, NIST, and Authority to Operate (ATO) processes.
- Proven ability to manage project scope, schedule, budget, risks, and stakeholder communications.
- PMP Certification required
- Bachelor's Degree
- US Citizen and active Public Trust clearance
Preferred Skills
- Experience supporting CDC, NIOSH, HHS, or other Federal Government agencies.
- Experience managing projects involving citizen-facing portals, case management solutions, or healthcare/public health systems.
- Experience supporting HHS Enterprise Performance Life Cycle (EPLC) processes.
- Agile certification (Scrum Master, PMI-ACP, SAFe, or equivalent).
