Job Description:

The Salt Lake City Public Lands Department is searching to fill its new Trails Program Supervisor position to develop and manage the SLC Foothills Trail System and much of the City’s urban trail network. It is a transformational time as the Trails & Natural Lands (TNL) Division prepares to implement an updated vision for the Foothills Natural Area that balances recreation and conservation after years of planning and community engagement. This supervisor manages all program areas related to the City’s Public Lands trail system including design, construction, maintenance, rehabilitation and closure of trails; oversees planning, installation, and maintenance of assets including trailheads, signage, and trail system infrastructure. Serves as a leadership team member for the Trails & Natural Lands Division with the Director, Operations Manager, and Restoration Ecology Program Supervisor.

TYPICAL DUTIES:

• Plans, designs, and implements the assets within the Salt Lake City Foothills Trail System Plan and other Foothills Natural Area management programs in collaboration with the Trails & Natural Lands leadership team.  

• Oversees management and maintenance of Foothills Natural Area trails, open space, conservation areas, trailheads, signage and related trail system amenities.  

• Facilitates trail planning and maintenance in other Salt Lake City Public Lands properties.  

• Reads and interprets construction drawings and inspects trail projects to ensure Salt Lake City specifications are being followed. Inspects work in progress, which may include several different areas and projects covering multiple locations.  Ensures work meets performance quality standards. Coordinates with vendors and contractors to ensure delivery of specified materials and/or services. 

• Supervises maintenance crews of permanent and seasonal employees and volunteers. Makes work assignments and ensures completion of projects. Trains and motivates employees on crews.  Determines appropriate schedules for performing preventative maintenance and restoration of trails and open space lands and assets.  A high volume of field work during relevant seasons can be expected. 

• May operate, supervise the operation of, and provide training on a full range of medium to heavy trail building equipment and hand tools required for the various natural surface or crushed stone applications such as mini-excavator, backhoe, pickup and large trucks, towing of trailers, loader, tamper and mower, as necessary. Ensures equipment is properly maintained and safely operated. Coordinates preventative maintenance and needed repairs with Fleet Management. 

• Submits and schedules work orders, safety and vandalism reports, material requisitions, maintenance on equipment logs and inspection lists. Performs fixed asset monitoring and tracking to ensure all assets are accounted for, tracked, and maintained. Tracks supplies and materials and recommends purchases as necessary. 

• Makes recommendations to management regarding personnel actions, including performance evaluation, rewards, recognition, disciplinary actions, budgetary matters, equipment needs, etc. Trains and evaluates team members. Maintains documentation on performance of all supervised employees. 

• Works closely with Communications and Events teams before, during, and after events to ensure public safety and protection of City property and assets. Responsible for coordination and oversight of volunteer stewardship activities. May assist with public outreach including visitor contacts, presentations at public events and meetings, hosting educational and interpretive outings, and natural area programming. 

• Works with other City agencies, public entities, and community groups to plan and implement projects or to resolve problems and concerns.   

• May act and take on the responsibility of the Operations Manager in their absence and when otherwise assigned. 

• Performs other duties as assigned.  

MINIMUM QUALIFICATIONS:

• Three (3) years of experience serving in a paid professional leadership position in natural resources management, trail building and maintenance, or a related field. Education in natural resource management, environmental studies, recreation management, or a related field may be substituted one for the other on a year-for-year basis up to two (2) years of experience.
• Specialized knowledge of trail planning, design, building, and maintenance; trail closures and restoration; and recreational management requirements for trail systems.
• Experience communicating with the public and leading volunteer groups and activities.
• Familiarity with best management practices related to natural land management, habitat and native plant restoration, invasive weeds mitigation, and wildfire fuels mitigation.
• Knowledge of specialized operational needs for open space recreation and trail systems such as equipment, tools, signage, and amenities.
• Possession of State of Utah Department of Agriculture Noncommercial Pesticide Applicators License or ability to obtain within 6 months.
• Possession of a valid Utah Commercial Driver's License (CDL) class A with endorsement airbrakes and combination or ability to obtain within 6 months.
• Ability to work safely and communicate safe work practices to diverse groups in challenging environments.
• Ability to make repairs and perform routine maintenance with little supervision, operate chain saws, hand and power tools for trail maintenance and trail maintenance in a safe manner, and perform physically demanding work, including backcountry travel on foot carrying equipment.
• Proven effectiveness in communicating, coordinating and resolving conflicting issues with peers, the general public, and other agencies.  Ability to coordinate, schedule, and track work activities and staff, collect data, prepare reports and keep records. Demonstrated ability to work independently with initiative, self-reliance, time management, and dependability.
• Proficient in computer applications such as Microsoft Word, Excel, and Outlook along with specific asset and work management systems and time keeping systems.

WORKING CONDITIONS:

• Moderately heavy physical activity requiring carrying, pushing, pulling or lifting medium heavy weights. Some exposure to spraying of pesticides, spreading of fertilizers, heat, cold, noise, dust and fumes. Occasionally perform physically demanding work, including backcountry travel on foot carrying equipment.
• Intermittent exposure to stress as a result of human behavior.
