Vultr is expanding its India presence and building its first Global Integrated Operations Command Center (GIOC) in Chennai — a 24x7 command center for monitoring, triage, coordination, and incident resolution across Vultr's global infrastructure and operations.
We are looking for a Technical Program Manager (TPM) to drive the end-to-end build and operational readiness of the GIOC. You will coordinate the onboarding of Systems, Network, Security, Platforms, and Tooling teams, while expanding the command center's scope to include DC Operations, Physical Security/GSOC, SRE, and Corporate IT.
You will drive cross-functional execution across monitoring, observability, automation, alert correlation, dashboards, operational processes, and team onboarding. Working closely with engineering teams, US-based Program Managers, India leadership, and executive stakeholders, you will ensure that dependencies are managed, decisions are made, risks are surfaced early, and the GIOC is delivered on schedule and ready for 24x7 operations.
Role Overview
The TPM is the program backbone of the GIOC build and transformation. You will own the integrated program plan across multiple technical and operational workstreams, translating strategy into executable plans and ensuring delivery against committed milestones.
This is a highly technical program-management role. You should understand infrastructure, monitoring, observability, alerting, incident management, and engineering delivery well enough to challenge assumptions, write credible requirements, participate in technical discussions, and identify dependencies and risks — without being responsible for hands-on engineering.
Success will be measured by GIOC launch readiness, on-time delivery of critical workstreams, successful team onboarding, quality and adoption of program artifacts, automation and dashboard adoption, and proactive resolution of risks and dependencies.
Key Responsibilities
GIOC Program & Delivery Management
Own end-to-end program management for the GIOC build, transformation, and operational-readiness roadmap.
Build and maintain integrated program plans, milestones, critical paths, dependencies, and delivery commitments.
Coordinate multiple parallel workstreams across Systems, Network, Security, Platforms, Tooling, DC Ops, Physical Security/GSOC, SRE, and Corp IT.
Track execution against committed milestones and proactively course-correct schedule, scope, and resource risks.
Serve as the central point of accountability for overall GIOC program status.
GIOC Onboarding & Operational Readiness
Coordinate onboarding of technical and operational teams into the GIOC.
Define onboarding plans, milestones, dependencies, acceptance criteria, and operational readiness gates.
Establish clear handoff requirements between engineering teams and GIOC operations.
Track monitoring, alerting, escalation, documentation, access, staffing, and operational readiness requirements.
Drive cutover, go-live, and post-launch hypercare activities. Automation, Observability & Consolidated Monitoring
Drive cross-functional programs for automation, alert correlation, observability, and operational tooling.
Coordinate delivery of a consolidated monitoring and operational dashboard covering onboarded GIOC services.
Track dashboard coverage, alert quality, automation adoption, and identified observability gaps.
Partner with engineering teams to prioritize improvements based on operational impact.
Technical Requirements & Documentation
Author clear and actionable PRDs for GIOC tooling, dashboards, automation, integrations, and operational capabilities.
Translate operational requirements into engineering-ready requirements and acceptance criteria.
Maintain program plans, decision logs, RAID logs, requirements traceability, and operational readiness documentation.
Ensure key architectural, process, and scope decisions are documented and communicated.
Agile Execution & Engineering Partnership
Translate program priorities into sprint-level execution in partnership with engineering teams.
Challenge estimates, dependencies, assumptions, and delivery risks when required.
Ensure engineering deliverables remain aligned with operational requirements and GIOC objectives.
Stakeholder & Executive Management
Partner with US-based Program Managers and engineering leaders to align priorities, dependencies, and timelines across geographies.
Coordinate India-based stakeholders across Infrastructure Operations, Engineering, Security, SRE, DC Operations, GSOC, and Corp IT.
Prepare executive-level program reviews covering progress, risks, decisions, dependencies, and required actions.
Drive stakeholder alignment and secure executive buy-off on scope, priorities, and key program decisions.
Risk, Dependency & Governance Management
Own program-level RAID management across GIOC workstreams.
Identify critical-path risks and cross-team dependencies before they affect delivery.
Drive blockers to resolution through structured escalation and stakeholder coordination.
Establish program governance, reporting cadence, decision forums, and escalation mechanisms.
Lead program retrospectives and drive continuous improvement.
Required Qualifications
6–9 years of experience as a Technical Program Manager, Program Manager, or Project Manager in cloud infrastructure, data center, networking, security, SRE, or engineering environments.
Proven experience delivering complex, multi-team technical programs from requirements through production/operational readiness.
Strong practical understanding of infrastructure monitoring, observability, alerting, incident management, and system dependencies.
Experience working directly with engineering teams and translating operational/business requirements into technical requirements or PRDs.
Experience managing agile/scrum delivery across multiple engineering teams.
Demonstrated ability to manage complex dependencies, risks, blockers, and critical-path activities.
Experience working with geographically distributed teams and senior/executive stakeholders.
Strong communication, documentation, presentation, and stakeholder-management skills.
Comfortable operating in ambiguous environments with multiple concurrent priorities.
Strong written and spoken English communication skills.
Preferred Qualifications
Experience building, launching, or scaling a NOC, SOC, GIOC, command center, or 24x7 operations environment.
Experience with automation, alert correlation, observability, or enterprise monitoring programs.
Familiarity with tools such as Grafana, Prometheus, Datadog, Splunk, Power BI, or equivalent platforms.
Familiarity with Jira, Confluence, Smartsheet, or similar program/ITSM platforms.
Exposure to cloud infrastructure, networking, data centers, security operations, or SRE environments.
PMP, CSM, PMI-ACP, or SAFe certification.
