Job Summary:

The Senior Manager, Facilities Operations provides strategic and operational leadership for facilities services supporting Bora Biologics operations in Rockville and Frederick, Maryland. This role is accountable for the effective delivery of soft facilities services, including physical security, pest control, janitorial services, waste and mail management, reception, workplace services, office moves, and space management. The position provides leadership and oversight of employees, contractors, service providers, and associated facilities operating budgets to ensure safe, compliant, reliable, and cost-effective site operations. The Senior Manager partners closely with Facilities Engineering, Engineering, Metrology, Validation, Quality, Manufacturing, Development, and Supply Chain to support site operational requirements and capital planning. The role provides oversight of space planning and equipment lifecycle activities to optimize the use of offices, laboratories, workspaces, and company assets. This position also provides departmental coordination and oversight of applicable quality-system activities, including deviations, change controls, CAPAs, and SOPs, to ensure timely and compliant execution.

•  Provide leadership and operational oversight of soft facilities services, including physical security, pest control, janitorial services, waste and mail management, reception, workplace services, office moves, supplies, and common-area organization to ensure safe, compliant, reliable, and effective site operations.
•  Lead, develop, and provide performance oversight for the Receptionist and Building Services Coordinator and ensure effective delivery of reception, workplace, mail, office-supply, and building-services activities.
•  Provide oversight of physical security operations across company facilities, including keys, badge access, access-control systems, and access to restricted areas such as GMP laboratories, cleanrooms, and warehouse areas.
•  Manage pest control and janitorial programs and associated service providers, ensuring services are performed in accordance with approved procedures, quality requirements, contractual expectations, and applicable site standards.
•  Provide financial oversight of assigned Facilities & Engineering operating and capital expenditures; analyze spending trends, monthly variances, forecasts, budget risks, and unplanned expenditures and recommend appropriate cost-control, funding, or mitigation actions.
•  Oversee equipment and instrumentation lifecycle activities, including procurement, onboarding, installation coordination, asset tagging, service and software agreements, relocation, and retirement; negotiate supplier proposals and manage purchase orders through SAP.
•  Lead office and workplace space planning and coordinate laboratory space requirements to accommodate organizational changes, new equipment, and evolving business needs while optimizing utilization of company facilities.
•  Coordinate departmental quality-system activities in MasterControl, including deviations, change controls, CAPAs, and SOPs; monitor timely completion and provide investigation and technical-writing support within areas of subject-matter expertise.
•  Manage facilities service providers and contractors, including vendor selection, scope development, proposal evaluation, contract administration, performance monitoring, and escalation of service deficiencies.
•  Identify and implement continuous-improvement and cost-optimization opportunities that improve service quality, operational efficiency, workplace experience, and facilities performance.

  • Oversee soft facilities services, including physical security, pest control, janitorial cleaning, waste management, mail management, reception, office moves, workplace supplies, and office/kitchen organization to maintain safe and effective site operations.
  • Lead the Receptionist and Building Services Coordinator and coordinate temporary reception coverage, workstation set-up, office supplies, mail delivery, and kitchen/janitorial supplies.
  • Manage physical security for two buildings, including keys, badge access, and access to restricted areas such as GMP laboratories, GMP cleanrooms and GMP warehouse areas.
  • Manage pest control and janitorial service programs, including compliance with written procedures and administration of service contracts.
  • Support Facilities & Engineering and departmental equipment maintenance and repair budgets; analyze spending trends, monthly variances, rolling forecasts, budget shortfalls, and emergency purchase needs and recommend cost mitigation or funding actions.
  • Manage equipment and instrumentation lifecycle activities, including purchasing, onboarding, installation services, asset tagging, service/software agreements, and retirement; obtain and negotiate supplier quotes and manage purchase orders in SAP.
  • Manage office assignments and support laboratory space planning to accommodate personnel changes and new equipment while promoting efficient and consistent use of company workspaces.
  • Track departmental MasterControl activities and support timely closure of deviations, change controls, CAPAs, and SOPs, including investigations and SOP writing as appropriate to subject-matter expertise.

Minimum Education, Experience & Skills:

Education & Experience

  • High School Diploma or equivalent with a minimum of 12 years of progressively responsible facilities operations experience within life sciences, pharmaceutical, biotechnology, or another regulated environment, including at least 2 years of direct supervisory experience; OR a Bachelor’s degree in Facilities Management, Engineering, Business Administration, Life Sciences, or a related field with a minimum of 8 years of relevant facilities operations experience, including at least 2 years of direct supervisory experience.
  • Demonstrated experience managing facilities services, service providers, contractors, and operating budgets in a complex or regulated environment.
  • Strong financial acumen with experience in budgeting, forecasting, variance analysis, purchase orders, vendor proposals, and cost management.
  • Demonstrated knowledge of facilities operations, physical security, workplace services, space planning, and vendor/service-contract management.
  • Strong organizational, analytical, problem-solving, and decision-making skills with the ability to manage multiple priorities and competing deadlines.
  • Effective written and verbal communication skills with demonstrated ability to build productive relationships across technical, Quality, operational, and management functions.
  • Demonstrated ability to lead and develop employees and effectively manage contractors and service providers.
  • Proficiency with Microsoft Office applications and applicable enterprise and facilities-management systems.
  • Ability to work independently, exercise sound judgment, and effectively respond to changing operational priorities and urgent facility needs.
  • Preferred: Bilingual proficiency in English and Spanish.
  • Preferred: Experience with OfficeSpace, SAP, MasterControl, BMRAM, and DSX Access Control.
  • Preferred: Experience supporting regulatory inspections, internal/external audits, deviations, CAPAs, change controls, or other quality-system activities within a regulated facility.
  • High School Diploma or equivalent and a minimum of 12 years of prior experience supporting facilities operations in a life sciences company, including 2 years of direct supervisory experience; OR a Bachelor’s degree in a field relevant to the position and a minimum of 8 years of prior experience supporting facilities operations in a life science company, including 2 years of direct supervisory experience.
  • Strong computer skills, including proficiency in Word, Excel, electronic calendar software, and Internet search tools.
  • Knowledge and proficiency in corporate systems including SAP, MasterControl, and BMRAM.
  • Detail-oriented with the ability to learn tasks independently within the scope of responsibility.
  • Excellent judgment and interpersonal skills with the ability to work effectively in a dynamic, fast-paced environment and respond well to change.
  • Excellent time management and organizational skills with the ability to prioritize and manage multiple tasks or projects with competing deadlines.
  • Ability to build strong, effective working relationships with team members and colleagues critical to laboratory operations and to communicate in a positive, professional manner.
  • Supervisory responsibility for a Building Services Coordinator and a Receptionist.
  • Preferred: Bilingual proficiency in English and Spanish.
  • Preferred: Experience using OfficeSpace, SAP, MasterControl, BMRAM, and DSX Access Control.

 Salary Range:
$127,000-$180,000
