Job Summary:
The Senior Performance Analyst (Operations Officer III) serves as the principal analyst for citywide performance management functions. The analyst also plays an increased role in the CitiStat QA/QC process and will support the execution of CitiStat meetings. This role does not manage staff but works closely with analysts and agency partners to ensure our work is effective, accurate, actionable, and results oriented.
Reporting to the Deputy Chief Performance Officer, the Senior Performance Analyst designs the process and is ultimately accountable for OPI’s role in the collection and validation of agency and Mayor’s Action Plan performance data—including ensuring that public-facing products are accurate and properly documented. The analyst also ensures rigorous QA of deliverables, including CitiStat meeting deliverables. This role helps agencies use data to identify operational challenges, develop solutions, and track progress on key performance indicators (KPIs).
Essential Functions:
Citywide Performance Process
- Provide analytical, facilitation, and (as needed) leadership support for the citywide performance management process.
- Analyze data from city agencies to assess performance, identify challenges, and develop actionable recommendations.
- Develop and execute structures for the receipt, cleaning, and management of performance data.
Internal and Citywide Data Quality Control, Validation, and Assurance
- Conduct and oversee systematic reviews of performance, operational, and financial data to ensure accuracy, completeness, consistency, and compliance with established metric definitions and reporting standards; identify discrepancies, validate calculations, investigate anomalies, and coordinate corrective actions with agency staff.
- Implement, maintain, and when necessary, develop data quality assurance policies, validation protocols, documentation standards, and governance practices; and assess data collection and reporting processes, recommend improvements, and provide technical guidance to departments to strengthen the reliability and integrity of performance information used for management and public reporting.
- Contribute to the maintenance and optimization of performance databases; collaborate with OPI and agency staff to manage data integration and automate ETL pipelines .CitiStat
- Lead planning and follow-up for sessions, ensuring sessions are structured, impactful, and aligned with city priorities.
- Collaborate with agency leaders, OPI colleagues, and the community to identify and pursue high-impact opportunities for service improvement

- Prepare data visualizations, reports, dashboards, applications, and presentations that translate complex information into clear, actionable insights for city leadership.
- Analyze data from city agencies to assess performance, identify challenges, and develop actionable recommendations;
- Perform other related duties as assigned to support CitiStat, citywide performance planning, and process improvement initiatives.
Employees in this class work a conventional work week. This position may be required to work evening and weekend hours and 24-hour callback in an emergency. Work is performed in an office where work conditions are normal. Work requires minimal physical exertion.
Supervision received: Incumbents receive managerial supervision from an administrative superior.

Minimum Qualifications:
Education: Have a bachelor’s degree in public administration, business administration, management, or a related field from an accredited college or university.
AND
Experience: Six (6) years of management or analyst experience, including at least three (3) years in performance management, data analysis, or public sector operations.
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Knowledge, Skills, & Abilities:
Program Analysis
- Advanced analytical and data interpretation skills, with experience using data to drive performance management and accountability.
- Demonstrated experience in quality assurance, program evaluation, and process improvement.
- Proficiency in analytics and performance management tools (Examples include Excel, R, Python, Power BI, SQL).
- Excellent organizational, project management, and stakeholder engagement skills.
- Deep understanding of public sector operations, performance frameworks, and the CitiStat model.
- Strong facilitation, communication, and presentation abilities, including translating data for non-technical audiences
- Keen attention to detail
Operations Management
- Knowledge of the principles, practices and procedures of business and public administration.
- Knowledge of standard office management methods.
- Knowledge of organizational structure, staffing patterns and administrative controls.
- Ability to plan, organize, and guide the work of others.
