The Senior Manager of Market Design leads a team in researching, identifying, and developing enhancements to the company’s market frameworks, pricing mechanisms, and operational processes. The senior manager will drive complex proposals from conception to approval, collaborating closely with engineering, operations, planning, and policy experts to ensure designs are technically sound and aligned with long-term system goals. This role is responsible for monitoring industry trends, emerging technologies, and regulatory developments to proactively identify opportunities for market evolution, and possess the ability to present, advocate for, and defend market design initiatives to diverse audiences – including stakeholders, regulatory bodies, senior leadership, and industry partners.


Job Responsibilities

• Develop market rules and processes, Tariff provisions and functional and business requirements for market and system operations, day-ahead and real time energy & ancillary service markets, and FTR (Financial Transmission Rights) market.
• Develop, facilitate, and provide leadership on cross-departmental projects and initiatives; as well as strategies to address fundamental power grid technological and business model changes
• Collaborate with Director and Market and Grid Strategy Leadership on the development of the annual operating and five (5)-year plans and deploys staff to achieve milestones and outcomes.
• Lead staff designing Market Enhancements vetted through the company’s internal and stakeholder processes, delivering valuable, feasible, and timely solutions for detailed design and construction.
• Effectively communicate how accepted Market Enhancements address existing and emerging market and reliability needs to stakeholders, leadership and board of directors
• Analyze market and infrastructure policy issues using advanced engineering or economic techniques, including statistical tools and decision-making with degrees of uncertainty
• Partner with cross-functional service lines, including Research and Development, and others as needed to lead Market Enhancement initiatives.
• Provide input for organizational and service line strategy development, including strategic objectives that achieve the following:
• Support an economically efficient wholesale market system that minimizes the cost of delivering electricity
• Facilitate non-discriminatory market participation regardless of resource type, business model, sector or location
• Develop transparent market prices reflective of marginal system cost and cost allocation reflective of cost-causation and service beneficiaries
• Support market participants in making efficient operational and investment decisions
• Maximize alignment of market requirements with system reliability requirements
• Lead staff performing analysis to evaluate proposed market design rules and policies to identify potential issues to address before new rules and policies are finalized and presented for approval
• Lead staff evaluating, proposing, and developing new wholesale electricity market design products and rules. Communicate corporate policies on a wide range of national, state and local issues to external audiences. Create policies to facilitate achievement of corporate goals and strategic objectives.
• Identify unique problems or flaws in market design rules or other barriers to the efficient operation of the current or future markets.
• Develop recommendations and strategies to correct issues and evaluate the implications of the new options.
• Stay current on market trends, technological innovations, and best practices. Use this information to create accurate recommendations for future research.
• Monitor division goals and objectives that align with strategy objectives; ensuring individual employee goals are also aligned with departmental and corporate objectives.
• Prepare and manage budgets and forecasts ensuring effective and efficient use of resources.
• Evaluate and manage employee performance and establish employee training and development plans that align with organizational development philosophy.
• Develop and coach employees; identify high potential employees for growth opportunities.
• Act as a steward of corporate standards and cornerstones by establishing and maintaining policies, procedures, and value-added processes.
• Professionally exercises discretion to make timely recommendations and effectively solve problems, using independent judgment consistent with standards, practices, policies, procedures, regulations, and/or law.

Requirements

Qualifications

• Bachelor’s degree in electrical engineering, business, economics or related field.
• At least ten (10) years relevant work experience in operations, engineering, planning, or other market functions required
• A minimum of five (5) years management experience, with a background leading teams of diverse sizes and levels of experience.
• Master’s degree or Ph.D. preferred
• Specific experience within any of the following: resource adequacy policies, wholesale and/or retail market design, electric and/or gas utility resource procurement, electric transmission and/or generation development, market operations or market monitoring preferably in the electric utility industry (preferred).
• Experience in electricity markets design, implementation and operation; development of computational methods in power system analysis and operation, market clearing engines or electricity pricing preferred.
• Appropriate level will be determined based upon experience and knowledge.

Technical Knowledge and Skills

Technical/Managerial Capabilities - Must also be proficient with the following:

• Policy development and/or regulatory processes at the federal or state levels
• Writing and presenting technical proposals and reports to diverse audiences, including high level regulators, executives and/or board members.
• Demonstrated experience in leading teams and/or stakeholder groups to resolution on technical and contentious problems.
• Prior supervisory experience
• Budgeting and Forecasting
• Understanding NERC, FERC Regulatory Compliance Requirements
• Understanding CIP and SSAE 16 Regulatory Compliance Requirements

Benefits

The base pay range for this role is up to $200,000 per year .
