Key Responsibilities:

China Cloud Strategy and Global Alignment

• Cloud Strategy: Own the China cloud strategy and multi-year roadmap across AWS China, Alibaba Cloud China, the data center, and assigned platforms. Translate business priorities into capability plans, investment proposals, measurable outcomes, and delivery priorities. 

• Global standards: Adopt Global IT architecture, security, engineering, and service management standards as the baseline. Agree justified China adaptations with relevant global owners, maintain documented decisions and exceptions, and ensure local needs inform global roadmaps. 

• Portfolio decisions: Govern workload placement, migration, modernization, consolidation, and retirement decisions using business value, regulatory requirements, service availability, interoperability, resilience, and total cost of ownership. 

• Executive governance: Represent China in global cloud forums and provide China IT leadership with a consolidated view of strategy, investment, delivery, service performance, cost, and risk. Resolve cross-team dependencies and escalate decisions beyond delegated authority. 

• In China for Global: Partner with Global IT and Alibaba Cloud to extend proven China cloud and AI capabilities to other AstraZeneca markets. Lead business cases and compliant pilots, then scale approved solutions as reusable services and track adoption and value. 

 Cloud Economics and Cost Optimization

• Financial ownership: Own budget planning, forecasts, spend monitoring, and investment business cases for the cloud and assigned platform portfolio within delegated authority. Partner with Finance and Procurement to govern supplier spend and financial commitments. 

• FinOps governance: Establish cost attribution, resource tagging, showback or chargeback where agreed, consumption visibility, anomaly management, and accountable cost owners. Review business demand and unit economics alongside infrastructure and AI spend. 

• Resource consolidation: Maintain a clear resource and service inventory; eliminate idle and duplicate resources, rationalize accounts, environments, platforms, and licenses, improve utilization, and plan orderly retirement of redundant infrastructure. 

• Solution optimization: Challenge architecture and service choices to reduce total cost through rightsizing, autoscaling, storage and database optimization, workload scheduling, appropriate commercial commitments, and efficient model, token, and GPU consumption. 

• Verified savings: Use AI and automation to identify waste and improve engineering and operational efficiency. Validate net savings and productivity benefits with Finance, accounting for implementation and migration cost while maintaining agreed reliability, security, and compliance. 

 Cloud Architecture and Solution Capability

• Architecture authority: Own the China cloud target architecture and reference architectures across Alibaba Cloud China, AWS China, and the data center, aligned with Global IT Architecture. Define standard patterns for compute, network, data, integration, security, and AI workloads. 

• Solution design: Lead the design of cloud solutions for priority business and application initiatives, translating requirements into secure, resilient, compliant, and cost-effective architectures, including migration, modernization, cloud-native, and AI-ready designs. 

• Architecture review and quality: Establish design review and well-architected assessment practices covering reliability, security, performance, cost, and operability. Ensure significant designs and exceptions are reviewed, documented, and approved before implementation. 

• Solution capability building: Build architecture and solution engineering capability within the team, maintain reusable blueprints and decision records, and partner with Alibaba Cloud, AWS, and implementation partners to bring proven solutions to China business needs. 

Team Establishment and Leadership

• Organization and accountability: Establish the team structure, operating model, role boundaries, and decision rights across the five functions. Define clear interfaces and RACI with Global IT, application teams, China DSO, and service providers. 

• Talent and performance: Recruit, develop, and retain talent; set aligned objectives, coach direct reports, manage performance, and establish development and succession plans. Build capabilities in cloud, AI, assurance, engineering, service management, and FinOps. 

• Capacity and delivery discipline: Balance strategic initiatives, operational demand, and control obligations through resource planning and a shared delivery cadence. Maintain effective collaboration between platform engineering, security assurance, validation, delivery, and operations. 

• Ways of working: Build a culture of ownership, evidence-based decisions, continuous learning, and service improvement. Promote reusable knowledge, peer review, and clear escalation, preserving objective assurance and validation alongside engineering delivery. 

 Cloud and AI Capability Development

• Platform capability: Sponsor the engineering roadmap for landing zones, connectivity, identity, shared services, cloud-native runtimes, observability, Infrastructure as Code, policy as code, and self-service provisioning across the China hybrid cloud estate. 

• Enterprise AI enablement: Develop enterprise-ready MaaS, model access and serving, shared AI services, and agent runtimes with application, data, and AI teams. Govern production readiness, access controls, service levels, capacity, model lifecycle, and consumption economics. 

• AI-enabled cloud: Prioritize AI use cases for solution design, infrastructure delivery, configuration verification, incident analysis, capacity planning, knowledge retrieval, and cost optimization. Measure realized productivity and service improvements against defined baselines. 

• Controlled innovation: Evaluate emerging China cloud and AI technologies through business-led proofs of concept. Establish criteria for scaling or stopping pilots and ensure automated or agent-driven actions have appropriate permissions, oversight, traceability, and recovery controls. 

Service Quality, Operations and Resilience 

• Service accountability: Own service outcomes across Alibaba Cloud China, AWS China, the data center, and assigned platforms. Establish service levels, operational KPIs, service reviews, capacity plans, and continuous improvement priorities aligned with global practices. 

• Operating partnerships: Govern the local Alibaba Cloud MSP and data center provider, and establish effective joint planning, reporting, change coordination, and escalation with the Global IT AWS operations team to meet China requirements. 

• Major incidents and recovery: Provide leadership for major incidents and business communications; ensure root cause analysis, corrective and preventive actions, backup restoration tests, disaster recovery exercises, and closure of recurring problems against agreed recovery objectives. 

• Infrastructure lifecycle: Oversee data center availability, capacity, hardware lifecycle, physical and environmental controls, and hybrid connectivity through accountable providers. Manage technical debt, obsolescence, vendor dependencies, and transition or exit plans. 

 Security Assurance, Validation and Compliance

• Risk and controls: Own cloud and platform risk management within the team's remit, partnering with Global Security, China DSO, Quality, and Compliance to implement applicable global policies and China requirements, including data protection, cybersecurity, MLPS, and AI governance. 

• Assurance and validation: Ensure Cloud Assurance defines and evaluates control requirements, platform teams engineer controls, and Cloud Validation provides risk-based CSPM, configuration drift checks, code scanning, penetration testing, and AI red teaming. Establish traceable findings, remediation, and retest evidence. 

• Regulated systems: Ensure appropriate infrastructure qualification, computerized system validation support, change control, and data integrity measures for GxP-relevant services with Quality and system owners. Maintain accurate evidence and support audits and DSO-led regulatory activities. 

• Readiness and risk decisions: Govern production readiness and significant platform changes, track control gaps and overdue remediation, and escalate material risks to authorized owners. Ensure required security, quality, and compliance reviews inform go-live decisions. 

 Business Delivery and Cloud Adoption

• Demand and prioritization: Establish a consistent intake and prioritization process with China business and IT teams. Align solution choices, delivery commitments, and cloud or AI investments with business value, capacity, dependencies, and agreed priorities. 

• Delivery governance: Oversee proofs of concept, migration, implementation, performance tuning, and service transition. Resolve delivery blockers and ensure approved designs, deployment controls, documentation, and operational ownership are in place. 

• Enablement and adoption: Lead cloud campaigns, technical communities, training, and reusable asset libraries for China and relevant global audiences. Improve application team autonomy, onboarding speed, secure adoption, and user satisfaction. 

JOB REQUIREMENTS & COMPETENCIES

• Academic / Professional qualification / 学 历 / 专 业 资 格:

• Bachelor's degree or above in Computer Science, Information Technology, Engineering, or a related discipline; a relevant Master's degree is desirable.

• Relevant professional cloud, architecture, service management, security, or FinOps qualifications are desirable; proven leadership and delivery experience are essential.

• Technical / skill training / 技 术 / 技 能 训 练:

• Broad technical depth across Alibaba Cloud, AWS China, hybrid cloud and data center infrastructure, including cloud architecture, landing zones, platform engineering, automation, service management, and resilience.

• Sound understanding of enterprise AI platforms, MaaS, model and agent services, AI governance, and the use of AI to improve cloud engineering, operations, and cost efficiency.

• Strong financial and commercial skills in budgeting, forecasting, total cost of ownership, resource optimization, FinOps, and supplier governance; working knowledge of China cloud, cybersecurity, and data requirements.

• 15+ years of experience in enterprise IT infrastructure, cloud, or platform services, including at least 5 years in leadership roles with accountability for teams, service portfolios, and business outcomes.

• Demonstrated success establishing and developing cloud or platform teams, leading managers and senior specialists, and coordinating delivery through global teams and external providers.

• Proven experience leading enterprise cloud strategy, architecture, delivery, and operations in China, including Alibaba Cloud and/or AWS, with the ability to oversee both environments and data center services.

• A record of measurable cost optimization, modernization, and service improvement, including ownership of budgets, business cases, and strategic supplier relationships.

• Experience working in a global matrix organization, aligning regional execution with global standards and influencing senior stakeholders across organizational boundaries.

• Desirable 理 想:

• Pharmaceutical, life sciences, or other regulated industry experience, with exposure to GxP, computerized system validation, data integrity, and audit readiness.

• Delivery of enterprise AI or agent platforms and practical application of AI or automation to cloud productivity and operations.
