Basic Function and Responsibility:

To ensure court facility is safe and secure for the protection of youth, staff, and general public.

Appointing Authority and Supervision Received

The deputy court administrator of family court is the appointing authority.  The security officer receives direct supervision by the manager of security operations.

None.

Characteristic and Assigned Duties: (The following duties are representative of the position and do not include all duties which may be performed.)

  • Guard property for illegal entry of persons and forbidden and/or illegal articles by screening all building entrants.
  • Greet individuals and advise of screening prior to entry, or checks credentials for admittance.
  • Examine pocket contents of visitors and direct individuals through metal detecting device and to place bags or other containers onto x-ray device.
  • View x-ray monitor to detect forbidden articles.
  • Ask individual to remove metal articles from person if detector shows signs of metal or use hand held metal detector to locate metal item on person.
  • Request owner to open bags or containers if x-ray shows questionable contents.
  • Request visitors to remove forbidden items from containers or person.
  • Confiscate, secure and log forbidden and/or illegal items, which could include concealed weapons, controlled substances, etc. and return to visitor upon their departure, destroyed, or given to appropriate jurisdictional law enforcement agency.
  • Communicate with staff by telephone and walkie-talkie.
  • Lock and/or unlock doors and entrances and examine to ensure they are secure.
  • Maintain proficiency on use of automatic defibrillator.
  • Provide assistance and information to visitors with regarding office and court locations, operations, etc.
  • Remove disruptive individuals or parties from courtroom or adjacent area.
  • May be present in court or adjacent area to prevent, control or respond to potentially disruptive situations and handle accordingly.
  • Remove, detain, apprehend or arrest individuals upon order or probable cause, which may involve physical interaction and the use of mechanical restraints.
  • Escort youth to court and between facilities.
  • Patrol daily and visually monitor parking lots to detect and question unauthorized parkers and suspicious activities or persons to prevent criminal activity.
  • Issue parking permits to staff.
  • Prepare and maintain written narrative and report forms relative to visitors, items held or confiscated, disturbances or related information.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities: (This job description does not include specific physical requirements necessary to perform the job, such as, carrying, standing and lifting. Such requirements vary from position to position and may be determined by the appointing authority.)

  • Knowledge of effective security procedures and techniques.
  • Ability to operate and interpret x-ray device and metal detection equipment.
  • Ability to communicate effectively, both orally and in writing, and ability to prepare clear, complete, and logical reports.
  • Ability to understand and follow oral and written instructions.
  • Ability to make sound decisions in accordance with laws, regulations, policies and procedures.
  • Ability to deal effectively with the public.
  • Ability to rapidly assess a variety of situations such as those that represent a potential threat to persons or property and choose appropriate course of action; ability to remain calm and in control in emergency situations.
  • Must be able to wear protective body armor and ability to operate an Automatic External Defibrillator (AED).

Minimum Qualifications: (Equivalent combination of relevant education and experience may be substituted on a year-for-year basis, provided a high school diploma or GED has been obtained.)

High school graduate or equivalent plus two years of work experience in law enforcement, corrections, military, or security field.

Necessary Special Requirement:

Must be qualified to successfully obtain Private Commissioned Officer Class A license, as required by RSMO and outlined in 17 CSR 10-2.050 Testing Requirements and Qualification Standards, which includes but is not limited to the following qualifications:

a. Be a citizen of the United States

b. Be at least 21 years old

c. If a veteran, possess an honorable discharge, general discharge under honorable conditions

d. Meet physical/mental established board standards

e. Have no felony convictions

Must be capable of obtaining firearm authorization and complete court approved firearm qualification program if directed by Court Authority.
