Overview:
- The State Corporation Commission (SCC) is seeking a Power BI Developer to design, develop, maintain, and enhance reporting and analytics solutions supporting business divisions and product teams.
- The role focuses on Microsoft Power BI, DAX, Power Query/M, SQL, semantic data modeling, Dataverse/Dynamics 365, and business stakeholder collaboration.
- This is a full-time, one-year contract engagement with an option to extend.
- Preference is for candidates local to Richmond, VA or within approximately a 2-hour drive in case an onsite meeting is required.

Job Description:
- Design, develop, and maintain Power BI reports, dashboards, and semantic models.
- Build reporting solutions using established Dataverse data models, including existing tables, relationships, and security configurations.
- Develop Power Query/M transformations and data connections for sources including SQL Server, Azure Blob Storage, and Cosmos DB.
- Develop and optimize DAX measures and calculated columns.
- Manage semantic model relationships for accuracy and performance.
- Work with business stakeholders to gather reporting requirements, define metrics, and translate business questions into effective visualizations.
- Support reporting needs across multiple product teams and agency initiatives.
- Maintain existing reports and datasets, including performance tuning, refresh troubleshooting, and defect resolution.
- Apply established workspace, dataset management, row-level security, and data classification standards.
- Document semantic models, measures, data sources, and refresh dependencies.
- Provide report walkthroughs and knowledge transfer to business users and SCC staff.
- Participate in Agile ceremonies, backlog refinement, and requirements discussions.
Responsibilities:
- Develop and maintain Power BI dashboards, reports, and semantic models.
- Create optimized DAX measures and calculated columns.
- Build and maintain Power Query/M data transformations.
- Query relational data sources using SQL.
- Develop dimensional and semantic models, including star schemas and relationship management.
- Work with Dataverse and Dynamics 365 data.

- Troubleshoot data refresh, report, and dataset issues.

Requirements
Minimum Qualifications:
- 4+ years of professional experience developing business intelligence and reporting solutions using Microsoft Power BI.
- 3+ years of strong DAX experience, including:
- Measure development.
- Time intelligence.
- Performance optimization.
- Row and filter context.
- 3+ years of strong Power Query and M experience.
- 3+ years of SQL experience and querying relational data sources.
- 2+ years of dimensional and semantic data modeling, including star schema design and relationship management.
- 2+ years of experience building Power BI reports against Dataverse or Dynamics 365 data.
- 4+ years of experience working directly with business stakeholders to gather reporting requirements and translate them into working solutions.
- 4+ years of data visualization and report design experience.
- 4+ years of experience working independently and managing competing reporting priorities with minimal direction.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
- Must physically reside within the United States for the duration of the assignment.
Preferred Qualifications:
- 2+ years of experience implementing and testing row-level security in Power BI.
- 2+ years of experience with Power BI Service administration concepts, including workspaces, apps, dataset refresh, gateway configuration, and deployment across environments.
- 2+ years of Microsoft Fabric experience.
- 2+ years of experience using Azure Blob Storage or Cosmos DB as reporting data sources.
- 2+ years of experience working in a public-sector, regulatory, or compliance-driven environment.
- Microsoft PL-300 Power BI Data Analyst certification.
