AIR’s Healthcare Transformations department is seeking a Researcher to serve as a task and project leader on a broad portfolio of health policy work, with a primary focus on quality measurement. In this role, the Researcher will support the development, testing, implementation, and maintenance of quality measures; oversee analytic workflows and quality assurance processes.

The ideal candidate will bring knowledge and experience working with federal agencies, particularly the Centers for Medicare & Medicaid Services (CMS), among others. 

Candidates hired for the position may work remotely within the United States (U.S.) or from one of our U.S. office locations. This does not include U.S. territories.

Responsibilities:

  • Support the development, testing, implementation, and maintenance of quality measures.
  • Support the development of measure specifications.
  • Specify, oversee, and interpret descriptive and statistical analyses of large, complex datasets.
  • Prepare and lead technical expert panel discussions to elicit input on measure gaps, specifications and testing results.
  • Critically evaluate literature in support of measure specifications.
  • Critically evaluate testing results against CMS’s Consensus-Based Entity evaluation criteria.
  • Synthesize feedback from across various sources to develop recommendations and improvements for quality measures.
  • Interpret CMS quality program rules.
  • Clearly communicate methods, findings, and implications to diverse technical and non-technical policy audiences.
  • Author technical reports, memoranda, and documentation.
  • Develop and manage budgets (in collaboration with a Project Manager), and communicate timelines, scope and resources with clients.
  • Ensure the quality, accuracy, and consistency of all work products through appropriate QA/QC processes.
  • Supervise and mentor research staff in the completion project tasks and professional development.
  • Work effectively in a highly collaborative, multidisciplinary team environment with staff of varied technical skills and expertise.
  • Contribute to and lead proposal development.

Qualifications:

Education, Knowledge, and Experience

  • PhD in public policy, health policy, public administration, public health (or related field), or nursing, or a Master’s degree in one of these fields with 4+ years of relevant experience.
  • Experience presenting technical material to a wide range of audiences and facilitating expert working groups.
  • Experience developing and writing proposals for federal agencies.
  • Experience developing, implementing, and/or adapting quality measures for federal programs.
  • Experience with large administrative, patient reported outcome, and survey datasets.
  • Exposure to and understanding of CMS’s Measures Management Blueprint and CMS’s Consensus-Based Entity endorsement requirements is preferred, but not required.
  • Direct experience working with CMS is preferred, but not required.

AIR’s Total Rewards Program, is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers the anticipated annual salary as listed. Salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
